California Benefits Eligibility: Medi-Cal, CalFresh, CalWORKs & UI

Eligibility for California benefits depends on which program you need. Medi-Cal, CalFresh, and CalWORKs look at your household income against the federal poverty level, with some asset and family-composition rules layered on top. Unemployment Insurance, State Disability Insurance, and Paid Family Leave instead look at what you earned (and paid into the system) before you filed. For a single person in 2026, 100% of the federal poverty level is $15,960 a year, and most income tests scale up from there by household size.1ASPE. 2026 Poverty Guidelines

Medi-Cal: Health Coverage

Medi-Cal covers doctor visits, hospital care, prescriptions, and mental health services at little or no cost. Most adults qualify with household income at or below 138% of the federal poverty level, which comes out to roughly $22,025 a year for a single person in 2026.1ASPE. 2026 Poverty Guidelines The state measures your income using Modified Adjusted Gross Income, which is your federal tax return income with a few adjustments.

Children and pregnant people get more room. Kids from birth through age 19 can qualify with household income up to 266% of the federal poverty level through the Optional Targeted Low-Income Children’s Program.2DHCS. Income Eligibility Comparison Chart Aged and disabled Californians have a separate pathway under Welfare and Institutions Code 14005.40: countable income cannot exceed 100% of the federal poverty level before a state disregard that effectively lifts the ceiling to 138%.3Justia Law. Once you’re enrolled, report changes in income, household size, address, or pregnancy within 10 days.4DHCS. Update Your Information A major change you failed to report can cause problems at renewal.

CalFresh: Food Benefits

CalFresh loads monthly food benefits onto an EBT card you can use at grocery stores. California uses broad-based categorical eligibility, so the gross income ceiling for most households is 200% of the federal poverty level rather than the stricter 130% used in some other states. For a single person in 2026, that’s about $2,660 a month in gross income before deductions.1ASPE. 2026 Poverty Guidelines After the gross test, the state looks at net income after deductions for housing, dependent care, and medical expenses for elderly or disabled members. Your actual benefit is the maximum allotment for your household size minus 30% of your net income, so the lowest-income households receive the most.

Work Hours for Adults Without Dependents

Starting June 1, 2026, expanded federal rules tighten work requirements for CalFresh recipients aged 18 to 64 who have no dependent child under 14 and no disability.5California Department of Social Services. CalFresh Work and Community Engagement Requirements If this is you, plan on working or participating in a qualifying program for at least 80 hours a month. Miss that threshold and benefits are capped at three months within any three-year window.6Food and Nutrition Service. SNAP Work Requirements Documented physical or mental health conditions that prevent you from meeting the hours can exempt you.

College Students

Students enrolled at least half-time in college are generally ineligible for CalFresh unless they fit an exemption. The common ones: paid work of at least 20 hours a week, participation in a federal or state work-study program, caring for a child under six, or receiving TANF-funded cash assistance.7Food and Nutrition Service. Students Students who get most of their meals through a mandatory or optional campus meal plan can’t receive CalFresh at all, regardless of income. The temporary COVID-era student exemptions expired in 2023.

CalWORKs: Cash Aid for Families

CalWORKs provides cash assistance to families with children. To qualify, your household must include a child under 18 who has been deprived of parental support because a parent is absent, deceased, disabled, or unemployed.8California Legislative Information. California Code Welfare and Institutions Code 11250 “Unemployment” here means the primary wage-earning parent works fewer than 100 hours in a 28-day period.

Income is measured against a figure called the Minimum Basic Standard of Adequate Care, which varies by family size and region. For a family of three in Region 1 (most urban counties), the gross income limit is about $1,892 a month through June 2026, and the state subtracts a $450 standard deduction per employed adult before comparing what’s left to the grant level. Property limits are $12,552 per family, or $18,829 when a household member is aged or disabled. Cash, savings, and investments count toward that limit; your primary home and one vehicle generally do not. A non-exempt family of three receives up to $1,175 a month. Continued aid is conditioned on participating in work or training activities.

Unemployment Insurance

Unemployment Insurance pays weekly benefits when you lose a job through no fault of your own. Eligibility has two gates, and both must be met: a wage test and a separation test.

Wage Test

Earnings are measured during a “base period,” a set of four calendar quarters ending a few months before your claim starts.9Justia Law. California Unemployment Insurance Code 1275-1282 You need at least $1,300 in your highest-earning quarter, or at least $900 in the high quarter if your total base-period earnings equal at least 1.25 times that amount.10California Legislative Information. California Unemployment Insurance Code 1281 Weekly benefits range from $40 to $450.11EDD. Calculator – Unemployment Benefits

How You Lost the Job

You won’t qualify if you quit without good cause or were fired for misconduct.12California Legislative Information. California Unemployment Insurance Code 1256 Good cause can include unsafe working conditions, a significant reduction in pay or hours, or the need to escape domestic violence. Layoffs, position eliminations, and contract expirations generally count as separations through no fault of your own.

While collecting, you have to stay available for work, actively search, and keep records of employer contacts. Refusing a suitable job offer without good cause is a separate ground for disqualification.13California Legislative Information. California Unemployment Insurance Code 1257 You certify your eligibility every two weeks.

State Disability Insurance and Paid Family Leave

SDI replaces part of your wages when a non-work-related illness or injury keeps you from your job. Paid Family Leave covers time off to care for a seriously ill family member, bond with a new child, or handle certain military-family needs.14California Legislative Information. California Unemployment Insurance Code 3301 Both are funded by the same payroll deduction and administered by EDD.

You need at least $300 in base-period wages, and that money has to have been paid in through payroll contributions.15EDD. Disability Insurance Benefit Payment Amounts If you haven’t paid into the system, you don’t qualify. Lower-wage workers now receive up to 90% of their weekly earnings; higher earners receive about 70%.16EDD. California Boosts Paid Family Leave and Disability Benefits to Record Levels The maximum weekly benefit for 2026 is $1,765.17EDD. Maximum Weekly Benefit Amount 2026 An SDI claim requires a licensed health care provider to certify your condition and estimate your return-to-work date. PFL provides up to eight weeks of wage replacement per claim.

One thing that catches people off guard: SDI and PFL provide money, not job protection. A disability check does not by itself guarantee your employer will hold your position. Job protection comes from separate laws. The federal Family and Medical Leave Act gives eligible employees at companies with 50 or more workers up to 12 weeks of unpaid, job-protected leave.18U.S. Department of Labor. Paid Leave California’s own family leave law, the California Family Rights Act, offers similar protection. You can run PFL wage replacement and FMLA job protection at the same time, but you have to qualify for each one independently.

How to Apply

Medi-Cal, CalFresh, and CalWORKs applications all go through BenefitsCal, the state’s online portal at BenefitsCal.com. You can apply for all three in a single session, which typically takes 30 to 60 minutes.19BenefitsCal. How to Apply for Benefits You don’t need to upload documents to submit; the county will contact you afterward for proof of identity, income, and expenses. CalFresh and CalWORKs require an interview by phone or in person. Medi-Cal does not.

Unemployment Insurance, SDI, and PFL go through EDD. UI claims can be filed online or by phone. SDI claims require a medical provider’s certification and are filed through EDD’s online system.

If You’re Denied

Every denial or reduction has to come with a written notice explaining the reason and your right to appeal. For Medi-Cal, CalFresh, and CalWORKs, you can request a state fair hearing, an independent review of whether the county applied the rules correctly. These hearings are typically decided within 90 days of the request. For unemployment and disability claims, EDD has its own appeals process through the California Unemployment Insurance Appeals Board. Move fast: appeal windows can be as short as 30 days from the date on the notice, and missing that window can forfeit your right to challenge the decision.
