A California CCW permit is issued by your county sheriff or city police chief under Penal Code section 26150, and it lets you legally carry a concealed handgun in public once you meet the state’s eligibility, training, and background-check requirements.1California Legislative Information. California Penal Code 26150 Timelines, fees, and local procedures differ between agencies, so plan on several months from first application to permit in hand.
Who Qualifies
To apply, you must be at least 21, provide clear proof of identity and age, and either live in the county where you apply or have your principal place of employment there and spend substantial time at that job.1California Legislative Information. California Penal Code 26150 Residency evidence includes your voter registration address, a homeowner’s property tax exemption, or similar documentation showing more than a temporary presence in the county.
Every handgun you want listed on the permit must already be registered in your name with the California Department of Justice. You cannot add a firearm the DOJ does not show you own.
Disqualifying Factors
Penal Code section 26202 lists the conditions that disqualify an applicant:
- The licensing authority determines, based on the application, background investigation, or any psychological assessment, that you are reasonably likely to be a danger to yourself, others, or the community.
- A conviction for contempt of court under Penal Code section 166 or a comparable federal or out-of-state offense.
- A restraining order, domestic violence protective order, or similar court order that has not expired or been vacated for more than five years before the application date.
- Within the last 10 years, a conviction under the hate crime statutes (PC 422.6, 422.7, 422.75) or certain firearm-related offenses under PC 29805.
- Any history of unlawful or reckless use, display, or brandishing of a firearm.
- Within the last 10 years, serious or violent felony charges dismissed through a plea arrangement.
- Within the last five years, incarceration, probation, parole, or mandatory supervision from a conviction involving controlled substances or alcohol.
- Current abuse of controlled substances or alcohol.2California Legislative Information. California Penal Code 26202
The first item gives the licensing authority significant discretion. Even without a criminal record, information that surfaces during the investigation can support a denial.
Documents to Gather
Pull your paperwork together before you start the application:
- A valid California driver’s license, or a California ID card if you do not hold a driver’s license from another state.
- If you were born outside the United States, a Certificate of Naturalization, permanent resident card, or valid U.S. passport.3Los Angeles County Sheriff’s Department. Carry a Concealed Weapon Licensing – CCW
- At least two residency documents from different sources, dated within the last 60 days: utility bills, mortgage or credit card statements, voter registration, or a property tax statement.4Orange County Sheriff’s Department. Required Documents
The application itself is form BOF 4012 from the California Department of Justice Bureau of Firearms.5California Department of Justice. Standard Initial and Renewal Application for License to Carry a Weapon Capable of Being Concealed It asks for every address you have lived at over the past five years and the make, model, caliber, and serial number of each handgun you want on the permit.
Training and Live-Fire Qualification
First-time applicants must complete at least 16 hours of instruction from a DOJ-certified instructor. The course covers firearm safety, handling, shooting technique, use-of-force law, and mental health awareness, and ends with a written exam. Live-fire qualification is mandatory, and you have to demonstrate safe handling and proficiency with each handgun that will appear on your permit.
Many agencies tell applicants to hold off on paying for training until the initial application and background check receive conditional approval. Check your issuing agency’s preference before you book a class.
The Application, Interview, and Decision
Submit the completed BOF 4012 and supporting documents to your local licensing authority. Fees are non-refundable and typically combine a state background check fee with a local processing fee. Totals vary widely by county, with some agencies under $300 and others over $400 once the Live Scan fingerprint service is included.6State of California – Department of Justice – Office of the Attorney General. Carry Concealed Weapons (CCW) Licenses FAQs Confirm the current amount with your sheriff’s office or police department before applying.
You will sit for a mandatory in-person interview. The interviewer reviews your application for accuracy and may ask about your background, your habits, and your reasons for wanting a permit. Your fingerprints are captured through Live Scan and transmitted to both the California DOJ and the FBI for a full criminal history check.7California Department of Justice – Office of the Attorney General. State law requires the licensing authority to issue a written approval or denial within 120 days of your initial application or 30 days after it receives your background check results, whichever is later. Actual turnaround varies with county staffing and application volume.
Where You Can and Cannot Carry
Having a permit does not mean you can carry everywhere. Penal Code section 26230, enacted by SB 2, lists 26 categories of “sensitive places” where carrying a concealed firearm is prohibited even with a valid license. Some of those categories are currently blocked by a federal preliminary injunction; the rest are enforceable.8California Department of Justice. 2025-DLE-06 Additional Restrictions on CCW License Holders
Currently Off-Limits
Twenty categories are enforceable, including:
- School zones (K–12), preschools, childcare facilities, and colleges or universities.
- State executive and legislative buildings, courthouses, local government buildings, police stations, and polling places.
- Jails, prisons, and juvenile detention centers.
- Bars and restaurants that serve alcohol, including their parking areas.
- Parks, playgrounds, and athletic areas, including adjacent streets and sidewalks.
- Youth centers and adjacent streets and sidewalks.
- Stadiums, arenas, amusement parks, zoos, and museums, including parking areas.
- Public libraries, including parking areas.
- Casinos and gambling establishments, including parking areas.
- Airports and passenger vessel terminals.
- Property controlled by the Nuclear Regulatory Commission.
- Most state parks and wildlife areas controlled by the Department of Parks and Recreation or Department of Fish and Wildlife.8California Department of Justice. 2025-DLE-06 Additional Restrictions on CCW License Holders
Categories Under Court Injunction
Six categories are currently blocked by a federal preliminary injunction entered in December 2023 and are not enforceable right now:
- Hospitals, medical offices, nursing homes, urgent care facilities, and mental health facilities.
- Public transit, including buses, trains, and transportation authority property funded with public money.
- Public gatherings requiring a government-issued permit, and the area within 1,000 feet.
- Places of worship.
- Financial institutions, including banks and credit unions.
- Privately owned commercial property open to the public where the owner has not given express consent.8California Department of Justice. 2025-DLE-06 Additional Restrictions on CCW License Holders
The litigation is ongoing and the enforceable list can shift as courts rule. Check the California DOJ’s most recent guidance bulletin before relying on the injunction. Carrying in a prohibited location is a separate criminal offense, and lack of knowledge is not a defense.
Keeping the Permit Valid
A standard California CCW license is valid for up to two years from the date of issuance. If your permit was issued based on your place of employment rather than your residence, it is valid for only 90 days and only in the issuing county.9California Legislative Information. California Code Penal Code 26220
While your permit is active, you must notify the licensing authority in writing within 10 days of any change to your home address.10California Legislative Information. California Penal Code 26210 Not reporting an address change, or a change in the firearms on the permit, can lead to revocation. Some agencies also require you to report any arrest or law enforcement contact during the permit period.
Renewal
Renewal requires a new application, an updated background check, and a refresher training course of at least eight hours with live-fire qualification. Start the process at least 60 days before your permit expires. If your permit lapses, most agencies allow a 90-day grace period in which you can still apply as a renewal applicant. After that window closes, you must reapply from scratch, which means the full 16-hour initial training and the higher new-application fees.11City of Winters. Concealed Carry Weapon (CCW) License
County-Level Firearm Restrictions
County sheriffs can impose their own restrictions on what you carry under the permit. Some prohibit laser sights, weapon-mounted lights, or red-dot optics. Others ban certain action types, including single-action-only pistols. These rules are not uniform, so read your issuing agency’s policy and confirm your gun’s configuration is allowed before your qualification shoot.
Non-Resident Applicants
California began issuing permits to non-residents in 2025 under Penal Code section 26150(b). A non-resident must meet the same core requirements as a California resident, including the age cutoff, the disqualification standard, and the training requirement.1California Legislative Information. California Penal Code 26150 You must present a valid driver’s license or ID from your home state and attest under oath that the county where you apply is the primary location in California where you intend to travel or spend time.
The licensing authority may require a psychological assessment for non-resident initial applicants. If required, the agency can allow the assessment to be completed virtually by video, or it may approve a provider located within 75 miles of the applicant’s home address.12California Department of Justice. Guidance to CCW Licensing Authorities Regarding Relevant Laws Amended Under AB 1078
Reciprocity
California does not honor concealed carry permits issued by any other state. If you visit California with an out-of-state permit, it has no legal effect here. As of 2026, no other state formally recognizes a California permit either. To carry concealed outside California, you will need a permit from a state that has reciprocity with your destination, or a permit issued directly by that state.
If Your Application Is Denied
A denial must come in writing and identify the specific reasons. Applicants generally have 30 days to submit a written administrative appeal addressing the deficiencies the agency identified. Depending on the reason for denial, useful supporting material might include evidence that a prior legal issue has been resolved, character references, or proof of completed training.
If the administrative appeal fails, you may be able to request a hearing in the applicable superior court. An applicant deemed disqualified under Penal Code section 26202 can seek a contrary determination from the court under Penal Code section 26206.2California Legislative Information. California Penal Code 26202 If your denial turns on a contested disqualification, talk to a firearms attorney before the appeal deadline runs out.
