Who the Four-Hour Ethics Course Applies To
Every CPA renewing in active status has to complete the four-hour ethics course. That covers public accounting, corporate finance, government, and education roles alike. New licensees have their total CE hours pro-rated at 20 hours for each full six-month period between issue and first expiration. The four-hour ethics course still has to fit inside that pro-rated total. Separately, first-time renewers with a license issued on or after July 1, 2024 must also complete a Board-approved Regulatory Review course. What the Ethics Course Has to Cover
The four hours focus on the ethical standards that govern California CPAs. That means the California Accountancy Act, found in the Business and Professions Code, and the rules of professional conduct adopted by the California Board of Accountancy.2California Business and Professions Code. Providers typically walk through real disciplinary cases from the CBA and use scenarios covering conflicts of interest, confidentiality breaches, and independence failures. The content tracks the specific rules you could be disciplined for breaking, not general moral philosophy.
A generic “behavioral ethics” course will not count. Look at the certificate language: it should identify the course as satisfying California’s four-hour ethics requirement. The state board is the final authority on whether a course qualifies, even where NASBA sponsorship is in place.
Ethics Course vs. Regulatory Review
These get confused often enough to be worth separating clearly. The two-hour Regulatory Review course must be completed once every six years by all active licensees and focuses narrowly on the Accountancy Act and Board regulations. When You Have to Take It
Your California CPA license expires at midnight on the last day of your birth month, every two years. The even-year or odd-year cycle depends on your birth year.5California Board of Accountancy. Within each of the two years, you also need at least 20 CE hours, and at least 12 of those 20 must be in technical subjects. That rule keeps you from stacking all 80 hours into the final months.1California Board of Accountancy. Continuing Education Quick Reference Guide

Finding an Approved Provider
The CBA does not individually pre-approve ethics course content. It recognizes courses from providers on NASBA’s National Registry of CPE Sponsors, which you can search at nasbaregistry.org.3National Registry of CPE Sponsors. Proving You Completed It
You do not attach individual course certificates when you renew. You complete the renewal application and certify under penalty of perjury that you have finished all required CE, including the four ethics hours.6California Board of Accountancy. Keep completion certificates and supporting documentation for at least five years. The CBA randomly selects licensees for CE verification audits, and if you are picked, you must produce certificates for every course you claimed. One change to know about: the CBA is discontinuing the CE tracking and certificate upload feature in CBA Connect on June 30, 2026. What Happens If You Come Up Short
A CE deficiency found in an audit usually results in a citation and fine rather than immediate loss of your license.9California Board of Accountancy. Enforcement Handbook for Licensee The escalation happens when the citation is ignored. Unpaid fines get added to your renewal fees, and you cannot renew until the citation is cleared. Practicing with an expired or unrenewed license opens additional violations.
A pattern of ignored citations or repeated CE shortfalls can lead to formal disciplinary proceedings, including probation with mandatory extra coursework or, in serious cases, revocation. The CBA can impose administrative penalties of up to $5,000 for a first violation and up to $10,000 for each subsequent violation of the Accountancy Act or Board regulations.9California Board of Accountancy. Requesting an Extension
If a hardship, health issue, or military service prevents you from finishing your CE before expiration, you can request an extension from the CBA. Email renewalinfo@cba.ca.gov with your name, license number, and a brief explanation. The CBA reviews requests case by case, so approval is not automatic; documented medical or military circumstances are the strongest grounds.
Inactive Status: The Alternative to the Ethics Course
If you are not practicing, renewing in inactive status keeps the license alive without any CE, including the ethics course. The trade-off: you cannot practice public accountancy, and whenever you use the CPA title, the word “inactive” must appear immediately after it.11California Board of Accountancy. Reactivating From Inactive
Coming back to active status requires 80 hours of CE in the 24 months before conversion, with stricter distribution than a standard renewal:
- At least 40 of the 80 hours in technical subjects, with four of those 40 in ethics.
- At least 20 hours in the 12 months immediately before conversion, and at least 12 of those 20 in technical subjects.
- The Board-approved Regulatory Review course, if more than six years have passed since you last completed it.
- Fingerprints on file with the Department of Justice. Without them, the CBA will not reactivate the license.
