There is no California Department of Licensing and Regulation. The state divides that job across dozens of separate agencies, and the closest thing to a central hub is the Department of Consumer Affairs (DCA), which houses 38 boards, bureaus, and programs that license everyone from doctors and nurses to cosmetologists and auto mechanics. Several major industries sit entirely outside the DCA under their own departments. Knowing which agency owns your profession or complaint is the difference between a two-week turnaround and months of misrouted paperwork.
Which Agency Regulates What
The DCA is an umbrella. It does not issue licenses itself. Each of its 38 member entities writes its own rules, sets its own requirements, administers its own exams, and runs its own disciplinary process. Business and Professions Code Section 101 lists every entity within it, including the Medical Board of California, the Board of Registered Nursing, the California State Board of Pharmacy, the Contractors State License Board, the State Board of Barbering and Cosmetology, the Board of Psychology, the Bureau of Automotive Repair, and the Bureau of Security and Investigative Services. These boards are funded almost entirely by the fees their own licensees pay.
Several large sectors are regulated outside the DCA:
- The Department of Financial Protection and Innovation (DFPI) oversees state-chartered banks, credit unions, mortgage lenders, payday lenders, money transmitters, securities, broker-dealers, investment advisers, escrow agents, student loan servicers, debt collectors, and digital financial assets including cryptocurrency.1Department of Financial Protection and Innovation. - The Department of Alcoholic Beverage Control (ABC) handles licensing for manufacturing, wholesale, import, and retail sale of alcoholic beverages.3Department of Alcoholic Beverage Control. Licensing
- The Department of Cannabis Control (DCC) issues licenses across the legal cannabis supply chain, from cultivation and manufacturing to distribution, testing, and retail.
- The California Department of Insurance, run by an elected Insurance Commissioner, licenses property and casualty agents, life agents, surplus lines brokers, and bail agents.
Processing times vary widely, even within a single agency. The Board of Registered Nursing currently estimates 10 to 12 weeks for a standard application and 1 to 2 weeks for military applicants. Check the specific board’s site before you apply.
How to Verify a License
For most DCA-regulated professionals, the free search at search.dca.ca.gov shows whether a license is current, expired, suspended, or revoked.4Department of Consumer Affairs. DCA License Search Use it before hiring a physician, pharmacist, psychologist, or cosmetologist.
Some DCA entities keep their own separate lookup tools and do not appear in the central search: the Contractors State License Board, the Bureau of Household Goods and Services (movers), the Bureau of Private Postsecondary Education, the Bureau of Real Estate Appraisers, and the Court Reporters Board.4Department of Consumer Affairs. Verifying a person’s license is not the same as verifying that a business legally exists. Corporations, LLCs, and limited partnerships register with the California Secretary of State. Its Business Search at bizfileonline.sos.ca.gov shows whether an entity is active, suspended, or dissolved, along with formation date and registered agent.6California Secretary of State. Business Search Both checks matter. A contractor can hold a valid CSLB license while the underlying LLC is suspended for unpaid taxes, and that becomes a real problem if the project goes wrong.
Filing a Complaint Against a Licensee
Complaints go to whichever board or bureau issued the license. An analyst confirms jurisdiction, then opens an investigation that involves records and interviews with the parties.
This is where expectations often break. The complaint process is administrative, not judicial. A board can issue citations and fines up to $5,000 per violation, and in serious cases suspend or permanently revoke the license.7California Legislative Information. California Code BPC 125.9 It cannot award you money. No refund, no damages, no compensation for injury. If you want financial recovery, you file a separate civil lawsuit. The board’s role is protecting future consumers, not making you whole.
The DRE follows the same pattern. You file using Form RE 519 or through the online complaint system, providing a chronological written statement and copies of transaction documents.8California Department of Real Estate. Filing a Complaint If the DRE proves a violation, discipline can go as far as revocation, but the DRE cannot order refunds, cancel contracts, or award damages either.
Contractor Licensing and the $25,000 Bond
The Contractors State License Board catches more people than almost any other California regulator. Any contractor performing work valued at $500 or more in combined labor and materials must hold a valid CSLB license. The CSLB issues licenses for over 40 specialty trade classifications on top of the general engineering and general building categories.
Before the CSLB will issue, renew, or reactivate a license, the applicant must file a contractor’s license bond of $25,000.9California Legislative Information. It is a fund that can be tapped if the contractor fails to pay employees, subcontractors, or material suppliers, or causes property damage through faulty work. Expedited Licensing for Veterans, Military Spouses, and Refugees
Every DCA board and bureau must fast-track applications from two groups. Business and Professions Code Section 115.4 requires expedited processing for honorably discharged veterans. To use the military spouse track, the applicant must hold a current license in another state and provide evidence of the marriage or domestic partnership and the service member’s California duty assignment.12California Legislative Information. Refugees admitted under 8 U.S.C. 1157, individuals granted asylum under 8 U.S.C. 1158, and holders of special immigrant visas also qualify for expedited processing at DCA boards.
Federal Licenses and the EIN
State licensing is only part of the picture. Some industries need federal authorization no matter what California requires: alcohol manufacturing or wholesale, firearms and ammunition sales, commercial fishing, radio and television broadcasting, aviation, nuclear energy, and maritime transportation all require permits from the relevant federal agency.13U.S. Small Business Administration. Almost every business that hires employees, operates as a corporation or partnership, or pays certain excise taxes also needs a federal Employer Identification Number from the IRS. Applying is free. The IRS warns against third-party sites that charge for the service. If you are forming an LLC or corporation, register the entity with the California Secretary of State first, because the IRS may delay the application otherwise.14Internal Revenue Service.
