California EBT Account Aged Status Changed: Locked Cards and Recovery

If you got a California EBT “account aged status changed” notification, it means you haven’t used your card in long enough that the state has flagged your account, and you may be days or weeks away from losing access to your benefits. The notice is tied to how many consecutive days have passed without a cardholder purchase or cash withdrawal. What you need to do depends on which stage your account has hit, and whether the benefits on the card are CalFresh or Cash Aid.

What the Status Change Means

California tracks three inactivity stages, counted in consecutive days with no cardholder-initiated debit activity. Deposits from the county don’t count.1California Department of Social Services. All County Information Notice I-38-11

  • Inactive at 135 days. The county sends a notice warning that access will be suspended if you don’t use the card by a specified date.
  • Dormant at 180 days. The account is locked. Your card will be declined until a county worker reactivates it.
  • Expunged at 274 days (CalFresh) or 365 days (Cash Aid). Unused benefits are removed from the EBT system.

Seeing the “account aged status changed” message means your account has moved between these tiers. Most often it’s the 135-day inactive flag or the 180-day dormant lock.

What To Do Right Now

If your card still works, make a qualifying transaction today. Any debit activity resets the clock on the full balance. Federal rules define account activity as something that “affects the balance of the household’s SNAP EBT account, such as a purchase or return.”2eCFR. 7 CFR 274.2 – Providing Benefits to Participants

What counts:

  • An in-store purchase at any authorized retailer, even a small one.
  • An online grocery order through a participating retailer such as Amazon, Safeway, or Walmart.3Food and Nutrition Service. Stores Accepting SNAP Online
  • A cash withdrawal at an ATM or point-of-sale terminal, for Cash Aid.

What doesn’t count: checking your balance, and declined transactions. A balance inquiry doesn’t change your account balance, so it won’t reset the timer. To stay well clear of trouble going forward, use your card at least once every four months. That keeps you below the 180-day dormant threshold and far below the 274-day CalFresh expungement line.

If Your Card Is Already Locked

Once the account hits 180 days, swiping won’t work. Call your county social services worker and ask them to reactivate the account. The request goes through the CalSAWS system, and benefits should be accessible again within 24 hours.4California Department of Social Services. Reactivation is free and doesn’t affect your eligibility. New monthly deposits may continue to post to the locked account, but you can’t spend any of it until the county unlocks the card.

If Benefits Have Already Been Expunged

This is where CalFresh and Cash Aid part ways, and the difference is the single most important thing to understand.

CalFresh Is Permanent

Under federal SNAP rules, CalFresh benefits unaccessed for nine months (274 days) are expunged.5Office of the Law Revision Counsel. 7 USC 2016 – Issuance and Use of Program Benefits2eCFR. 7 CFR 274.2 – Providing Benefits to Participants California’s own policy manual is blunt: “Expunged food stamp benefits shall not be reinstated.”4California Department of Social Services. Division 16 Electronic Benefit Transfer System Chapter 16-0 Gone is gone.

Before CalFresh benefits are expunged for the first time, the county must give you at least 30 days’ advance notice with the removal date.5Office of the Law Revision Counsel. 7 USC 2016 – Issuance and Use of Program Benefits Later expungements don’t require that warning, so the first notice is the one you can’t afford to ignore.

The only path to challenge an expungement is a State Hearing, and only if the county made a procedural error: miscalculating the inactivity period, skipping the 30-day advance notice before the first expungement, or expunging an account that actually had qualifying activity. You have 90 days from the Notice of Action to file.6California Department of Social Services. State Hearing Requests

Cash Aid Can Be Reloaded

Cash Aid works differently. After 365 days without debit activity, the county removes the funds from your card but keeps an accounting of the amount. You can call your County Welfare Office at any time and request that the expunged cash be reloaded onto your EBT card.1California Department of Social Services. Checking Your Balance and Staying Ahead

If your last transaction was more than three months ago and you have benefits on the card, treat it as urgent. A single small purchase today can protect hundreds of dollars in CalFresh benefits you’d never get back once they’re expunged.
