California Exposed Firearm Permit: Eligibility, Training, and Renewal

A California exposed firearm permit lets you carry a loaded, visible handgun in public, but only a county sheriff in a county with fewer than 200,000 residents (based on the most recent federal census) can issue one, and the license is valid only inside that county.1California Legislative Information. California Penal Code 26150 – License to Carry a Pistol, Revolver, or Other Firearm Capable of Being Concealed Upon the Person In every larger county, the only carry license available is a standard concealed carry weapon (CCW) permit. The eligibility rules, training, background check, and prohibited-location list are identical for both formats; the difference is strictly how the handgun is carried and where the license is honored. Senate Bill 2, which took effect in 2024, rewrote the system by removing the old “good cause” and “good moral character” standards and adding a long list of places where even licensed carriers cannot bring a firearm.2LegiScan. Because California broadly bans open carry without a permit, this license is the only lawful route for a private citizen to carry a visible handgun in those qualifying rural counties. If you live or work in a county at or above the 200,000 threshold, the exposed carry option simply does not exist for you.

Who Qualifies to Apply

To receive a license under Penal Code 26150 (sheriff) or 26155 (municipal police chief), you must meet every one of the following:

Non-California residents can apply through the county sheriff on a slightly different track. They must attest under oath that the issuing county is the primary location in California where they travel or spend time, and they have to clear disqualification standards from both California and their home state.1California Legislative Information. Disqualifying Convictions

Federal law permanently bars anyone convicted of a crime punishable by more than one year in prison, anyone convicted of a misdemeanor crime of domestic violence, anyone subject to certain domestic violence restraining orders, and anyone previously committed to a mental institution.4Bureau of Alcohol, Tobacco, Firearms and Explosives. Identify Prohibited Persons California adds more disqualifiers. Several misdemeanor convictions trigger a lifetime firearm ban, including assault with a firearm, shooting at an inhabited dwelling, brandishing a firearm at a peace officer, and corporal injury against a spouse or partner if the conviction occurred on or after January 1, 2019.5California Department of Justice. Bureau of Firearms – Firearms Prohibiting Categories If any of these apply, no amount of time passed will qualify you for the permit.

Training and Live-Fire Qualification

First-time applicants must complete at least 16 hours of training before a license will issue. Renewal applicants complete at least 8 hours.6California Legislative Information. California Penal Code 26165 – License to Carry a Pistol, Revolver, or Other Firearm Capable of Being Concealed Upon the Person The course has to be run by an instructor acceptable to the licensing authority and must cover firearm safety, handling, safe storage, legal transportation, and the laws on permissible use of force. There is a written exam, and there is a live-fire exercise on a range during which you must demonstrate safe handling and shooting accuracy with every specific firearm you want listed on your permit.

Each licensing authority sets its own passing standards — minimum rounds fired, minimum scores, firing distances — and must make those standards publicly available. Check your local sheriff’s website before you book the course so you know what you are shooting toward.

How to Apply

The California DOJ’s Standard Initial and Renewal Application for License to Carry a Weapon Capable of Being Concealed is the required form for both concealed and exposed carry permits.7California Department of Justice. Bureau of Firearms Standard Initial and Renewal Application for License to Carry a Weapon Capable of Being Concealed You will usually find it on your local sheriff’s site or the California DOJ portal. The form asks for residential history, employment information, personal references, and complete details for every firearm you want listed, including each weapon’s make, model, caliber, and serial number. Verify the serial numbers against the actual firearms before submitting. Transcription mistakes cause avoidable delays.

After completing the form, you submit the packet through an online portal (many agencies use Permitium) or in person at the law enforcement office. A Live Scan fingerprinting session triggers a state and federal background check. Most agencies also conduct a face-to-face interview to verify your identity and go through your application. Administrative fees and processing timelines vary by agency. A standard license is valid for up to two years from issuance.

Where the Permit Does Not Work

An exposed carry license is honored only inside the county that issued it. Cross the county line with a visible handgun and your permit stops protecting you, even if the neighboring county is also under the 200,000-resident threshold.1California Legislative Information. California Penal Code 26150 – License to Carry a Pistol, Revolver, or Other Firearm Capable of Being Concealed Upon the Person The license also covers only the specific handguns listed on it by serial number. Carrying any other weapon, including one you legally own, is not authorized under that license.

Penal Code 26230 separately designates 26 categories of “sensitive places” where no licensed carrier may bring a firearm. As of early 2025, 20 of the 26 categories are enforceable following a Ninth Circuit ruling that lifted an earlier injunction; six remain blocked and could change with future rulings.8California Department of Justice. • State executive and legislative buildings, courthouses, local government buildings, and polling places.
  • Buses, trains, other publicly funded transit, plus transit authority property and parking areas.
  • Hospitals, mental health facilities, nursing homes, medical offices, and urgent care centers.
  • Any venue where alcohol is sold for on-premises consumption.
  • Public and private colleges and universities.
  • Public parks, athletic facilities, youth centers, and adjacent sidewalks.
  • Jails, prisons, and juvenile detention centers.
  • Permitted public events, including sidewalks within 1,000 feet of the event.

Licensing authorities can also attach their own reasonable time, place, and manner restrictions to your individual permit under Penal Code 26200.10California Legislative Information. Federal Property and Travel Out of State

No California carry permit overrides federal law. Under 18 U.S.C. § 930, knowingly bringing a firearm into a federal facility is a federal crime punishable by up to one year in prison; federal court facilities carry up to two years.11Office of the Law Revision Counsel. 18 USC 930 – Possession of Firearms and Dangerous Weapons in Federal Facilities A “federal facility” is any building owned or leased by the federal government where federal employees regularly work. Post offices, Social Security offices, VA hospitals, and federal courthouses all qualify.

If you leave California, the permit is not recognized in most other states. Federal law does provide a “safe passage” rule under 18 U.S.C. § 926A: you can transport a firearm through states where you are not licensed, so long as you could legally possess it at both origin and destination, the firearm is unloaded, and neither it nor the ammunition is accessible from the passenger compartment. In vehicles without a separate trunk, both have to be in a locked container other than the glove compartment or center console.12Office of the Law Revision Counsel. 18 USC 926A – Interstate Transportation of Firearms

Term and Renewal

A California carry license is valid for up to two years. Before expiration you need to submit a renewal application and complete a renewal training course of at least eight hours covering the same subjects as the initial course, including the live-fire qualification.6California Legislative Information. California Penal Code 26165 – License to Carry a Pistol, Revolver, or Other Firearm Capable of Being Concealed Upon the Person

Starting September 1, 2026, renewal adds a step: the licensing authority must submit your fingerprint images to the DOJ for a fresh background check, and no renewal issues unless the DOJ confirms you remain eligible to possess firearms.13California Legislative Information. California Penal Code 26185 – License to Carry a Pistol, Revolver, or Other Firearm Capable of Being Concealed Upon the Person If the DOJ cannot confirm your eligibility because of an unresolved arrest or an incomplete mental health record, your renewal is held until that is cleared. Build time into your renewal plan to deal with any such issue.

Revocation and Appeals

The licensing authority is required to revoke a license if the holder becomes prohibited from possessing firearms (new conviction, qualifying restraining order, mental health commitment), violates a condition on the permit (such as carrying in a sensitive place or carrying an unlisted firearm), provided false or incomplete application information, or meets any disqualification standard under PC 26202, such as being deemed a danger to self or others.14California Legislative Information. California Penal Code PEN 26195 – License to Carry a Pistol, Revolver, or Other Firearm Capable of Being Concealed Upon the Person Revocation is not discretionary. When the DOJ determines a licensee is prohibited, it notifies the licensing authority immediately and the license is pulled, with written notice to you.

If your application is denied or your license is revoked, you have 30 days from receiving the notice to request a hearing in the superior court of your county of residence.15State of California – Department of Justice – Office of the Attorney General. Frequently Asked Questions Some licensing authorities require you to first exhaust their internal appeal process, so check the denial letter for specific instructions. The 30-day window is a hard deadline; miss it and you lose the right to challenge that particular denial. If the denial was based on a disqualifying conviction for a felony, domestic violence, or firearms offense, the appeal route will not help. In that situation, you would need to have the underlying conviction overturned or obtain the relevant legal relief before reapplying.
