If you are 16 or older and plan to fish anywhere in California, you need a California fishing license issued by the Department of Fish and Wildlife (CDFW) before you cast a line. For 2026, prices run from $21.09 for a single day up to $64.54 for a resident annual license, with nonresident annual coverage at $174.14 and a lifetime option for anglers who want to be done with renewals.1California Department of Fish and Wildlife. Sport Fishing License Items and Fees Depending on where you fish and what you target, you may also need to add a validation or a species report card.
Who Needs a License
California Fish and Game Code Section 7145 requires every person 16 or older to hold a valid sport fishing license before taking any fish, reptile, or amphibian for non-commercial purposes.2California Legislative Information. California Code FGC 7145 The rule applies to residents and nonresidents alike. Children under 16 can fish without a license, but species report cards still apply to them when targeting fish like steelhead.3California Department of Fish and Wildlife. Steelhead Report and Restoration Card
A California resident is someone who has lived in the state continuously for at least six months immediately before applying. Active-duty military members stationed in California and Job Corps enrollees also qualify as residents from day one.4California Department of Fish and Wildlife. Commercial Licensing Descriptions The distinction is worth confirming, because nonresident annual fees are nearly three times the resident rate.
When You Can Fish Without One
Two situations let you skip the license. The first is fishing from a public pier or jetty in ocean or bay waters: no license required, though every other rule on bag limits, size, and season still applies. Step off the pier and cast from shore, and the license requirement is back.
The second is Free Fishing Days. CDFW designates two each year, and for 2026 they fall on July 4 and September 5.5California Department of Fish and Wildlife. Line Up Some Summer Fun on Free Fishing Days You still need any applicable report card for species like steelhead or sturgeon.
2026 License Types and Fees
All fees below are the 2026 CDFW schedule.
Annual Licenses
A standard sport fishing license is valid for 365 consecutive days starting on the date printed on the license, so buying midway through the year no longer costs you months of coverage.1California Department of Fish and Wildlife. Sport Fishing License Items and Fees
- Resident annual: $64.54
- Nonresident annual: $174.14
Short-Term Licenses
Short-term licenses suit visitors and occasional anglers, and you can buy more than one at a time to cover different date ranges.6California Legislative Information. California Code FGC 7149-05
- One day, resident or nonresident: $21.09
- Two consecutive days, resident or nonresident: $32.40
- Ten consecutive days, nonresident only: $64.54
Lifetime License
A lifetime license removes annual renewals entirely, and the price depends on your age at purchase. For applicants ages 10 through 39, the 2026 fee is $1,160.25; older applicants pay less because the license covers fewer expected years.7California Department of Fish and Wildlife. Lifetime License The lifetime package also includes annual ocean enhancement and second-rod validations that other anglers must buy separately.
Disabled Veteran License
Honorably discharged veterans with a service-connected disability of 50 percent or greater, along with recovering service members, qualify for a reduced-fee sport fishing license. The first time you claim the rate, you have to submit a letter from the Veterans Administration to a CDFW license sales office. After that, you can buy renewals online or from any license agent.8California Department of Fish and Wildlife. CDFW Offers Veteran-Specific Hunting and Fishing Resources
Validations and Report Cards You May Also Need
A base license is often not the whole picture. Where you fish and what you fish for can trigger additional requirements.
Ocean Enhancement Validation
Anyone fishing ocean waters south of Point Arguello in Santa Barbara County needs a sport fishing ocean enhancement validation on their license. It costs $7.30 in 2026.1California Department of Fish and Wildlife. Sport Fishing License Items and Fees Holders of a one-day or two-day license are automatically exempt.9California Legislative Information. California Code FGC 6596-1
Second-Rod Validation
California limits inland anglers to one rod or line by default. A second-rod validation ($20.26 in 2026) allows two rods at once in most inland waters, but not in waters restricted to artificial lures or barbless hooks, and not anywhere on the Smith River in Del Norte County.10California Legislative Information. California Code FGC 7149-45 Ocean fishing generally allows multiple rods without this validation.
Species Report Cards
Certain species require a report card that you carry while fishing and return to CDFW at the season’s end with your catch recorded. Report cards are required regardless of license status, so anglers under 16 and people fishing on Free Fishing Days still need them. For 2026:1California Department of Fish and Wildlife. Sport Fishing License Items and Fees
- Steelhead trout report card: $10.29, valid January 1 through December 31, 2026
- Sturgeon fishing report card: free for the 2025–26 season (October 1, 2025 through June 30, 2026); $8.13 for the 2026–27 season, available August 15, 2026
- North Coast salmon report card: $9.21, required for the Klamath-Trinity and Smith River systems, valid January 1 through December 31, 2026
- Spiny lobster report card: $12.70 for the 2026–27 season, available August 15, 2026
Where to Buy
CDFW sells licenses through three channels. The quickest is the online portal, where you can purchase, print at home, or link the license to the CDFW License App for digital display.11California Department of Fish and Wildlife. Online License Sales and Services You can also buy in person at any authorized license agent, including most tackle shops and sporting goods stores, or at a CDFW license sales office.
Expect to show a California driver’s license or state ID when buying a resident license. Federal law also requires a Social Security number on recreational license applications in any state; states use it for child support enforcement and can deny a license to applicants who are behind on payments.
Carrying and Displaying Your License
Your license must be available for a game warden to inspect whenever you are fishing. You can carry the physical card or display it through the official CDFW License App on your phone. A screenshot does not count; the display has to come from the app itself.12California Department of Fish and Wildlife. CDFW License App
If you rely on the app and your phone dies, you are technically out of compliance. The app does support offline viewing if you refresh your license data while you have a signal, so do that before heading somewhere without reliable service. Report cards and tags are a different matter: even if your license is on your phone, any required report card has to be the physical paper version in your possession.12California Department of Fish and Wildlife. CDFW License App
Divers get one accommodation. If you are diving from a boat, your license can stay on the boat. If you are diving from shore, it can be kept within 500 yards of the shoreline.2California Legislative Information. California Code FGC 7145
Penalties for Fishing Without a License
Fishing without a valid license is an infraction. A first offense carries a fine of $100 to $1,000. A second offense within five years raises the minimum to $250, with the same $1,000 ceiling.13California Legislative Information. California Code FGC 12002-2
There is some relief if your only problem was forgetting the license at home. Show up to court with a license that was valid on the date of the citation, and show that your fishing was otherwise legal (right season, within bag limits, correct area), and the judge can reduce the fine to $25. Lifetime license holders in that situation can have the charge dismissed outright.13California Legislative Information. California Code FGC 12002-2
Ignoring the citation is worse. Failing to appear or failing to pay a fine for any Fish and Game Code violation triggers an immediate suspension of your license and related privileges, and you cannot renew or buy any new license until you clear the court matter or pay the fine.14California Legislative Information. California Code FGC 12002 A California suspension can also follow you out of state: California belongs to the Interstate Wildlife Violator Compact, and the 47 member states share violation data and honor each other’s suspensions.15CSG National Center for Interstate Compacts.
