California Food Stamps Income Limits by Household Size

For the federal fiscal year running October 2025 through September 2026, California food stamps income limits by household size start at $2,610 in gross monthly income for a single person and rise to $9,026 for a household of eight, with $918 added for each additional person. That gross figure is 200% of the federal poverty level, which is higher than the baseline used in many other states. To actually qualify for CalFresh, your household also has to pass a second test on net income after deductions, and the rules change substantially if anyone in your home is 60 or older or has a disability.

Gross Monthly Income Limits

California sets its gross income ceiling at 200% of the federal poverty level under a policy called broad-based categorical eligibility, authorized by Welfare and Institutions Code Section 18901.5.1California Legislative Information. California Welfare and Institutions Code 18901.5 – Categorical Eligibility for CalFresh2Food and Nutrition Service. Broad-Based Categorical Eligibility (BBCE) Gross income means everything your household earns before taxes, retirement contributions, or any other paycheck withholdings come out.

  • 1 person: $2,610
  • 2 people: $3,526
  • 3 people: $4,442
  • 4 people: $5,360
  • 5 people: $6,276
  • 6 people: $7,192
  • 7 people: $8,110
  • 8 people: $9,026
  • Each additional person: add $918

These numbers are the same in every California county. If your household’s gross income is above the limit for your size, you generally won’t qualify. The main exception is a household with an elderly or disabled member, who skip this test entirely.

Net Monthly Income Limits

Passing the gross income test alone isn’t enough. California then measures your net income — what’s left after allowable deductions — against 100% of the federal poverty level for your household size.

The net monthly income limits are:3County of Santa Clara Social Services Agency. CalFresh Program Monthly Allotment and Income Eligibility Standards Charts

  • 1 person: $1,305
  • 2 people: $1,763
  • 3 people: $2,221
  • 4 people: $2,680
  • 5 people: $3,138
  • 6 people: $3,596
  • 7 people: $4,055
  • 8 people: $4,513
  • Each additional person: add $459

The gap between the gross and net limits is where deductions do their work. A four-person household earning $4,000 a month in wages is well under the $5,360 gross cap but looks too high for the $2,680 net cap on paper. After the standard deduction, the 20% earned income deduction, and reasonable rent and childcare costs, that same household’s countable net income often lands within the limit.

Deductions That Lower Your Countable Income

Several deductions come off your gross income before the net test is applied. The more that fit your situation, the lower your countable income.

Standard and Earned Income Deductions

Every CalFresh household gets a flat standard deduction each month: $209 for households of one to three, $223 for four, $261 for five, and $299 for six or more. Working households also get an automatic 20% subtracted from their gross earned wages.4California Department of Social Services. Shelter and Utilities

Housing costs that eat up more than half of your income after other deductions are partially deductible. Shelter costs include rent, mortgage, property taxes, and homeowner’s insurance. Utility costs are figured through a standard utility allowance: $663 a month for households that pay heating or cooling costs, and $170 for households with limited utility expenses. Most households face a cap on how much shelter cost they can deduct. That cap goes away for any household containing an elderly or disabled member.

Dependent Care and Medical Costs

Different Rules for Elderly or Disabled Households

If at least one person in your household is 60 or older or has a qualifying disability, you don’t have to pass the gross income test at all. You only need to meet the net income limit at 100% of the federal poverty level.8County of San Mateo. Requirements for Specific Populations A retired two-person household with gross income above $3,526 can still qualify as long as deductions bring their net below $1,763.

A qualifying disability generally means the person receives Supplemental Security Income, Social Security Disability Insurance, certain veterans’ disability benefits, or a government disability retirement pension. These households also benefit from the uncapped shelter deduction and the medical expense deduction, both of which can significantly reduce countable income.

What Counts as Income

You have to report everything coming into the household. The state sorts it into two buckets. Earned income covers wages, salaries, tips, commissions, and self-employment profits after legitimate business costs. Unearned income covers Social Security, unemployment, disability insurance, pensions, child support, workers’ compensation, and rental income.

Both are added together for the gross income test. The split matters at the net income stage because only earned income gets the automatic 20% deduction.

What Doesn’t Count

Several common sources of money are excluded from CalFresh income calculations. Federal student financial aid, including Pell Grants, Supplemental Educational Opportunity Grants, and federal or state work-study earnings, doesn’t count.9County of Santa Clara Social Services Agency. CalFresh Student Income Student loans are excluded. One-time disaster relief and energy assistance subsidies are generally left out as well.

California has also eliminated the asset test entirely under its broad-based categorical eligibility policy.2Food and Nutrition Service. Broad-Based Categorical Eligibility (BBCE) Your savings balance, the value of your car, and your retirement accounts do not affect eligibility. Many applicants assume they can’t qualify because they own a vehicle or have money set aside in a 401(k). In California, those resources are not part of the calculation.

Noncitizen Households

U.S. citizens and several categories of noncitizens qualify for federal CalFresh, including refugees, asylees, trafficking victims, and certain veterans and military members. Lawful permanent residents qualify after five years as a qualified immigrant, or immediately if they are under 18, receive disability benefits, or have at least 40 qualifying work quarters. Citizens of Micronesia, Palau, and the Marshall Islands became eligible for federal SNAP in March 2024.

For noncitizens who don’t meet those federal criteria, California runs a parallel state-funded program called the California Food Assistance Program. The income limits and benefit amounts mirror CalFresh, so the household size tables above apply either way. Applying through the standard CalFresh process routes you into the correct program.

How to Apply

You can apply online through BenefitsCal at benefitscal.com, in person at your county social services office, or by requesting a paper application by phone or mail.10BenefitsCal. Home You don’t need to upload documents when you submit; verification of identity, income, and expenses can come later.

Your county will then schedule an eligibility interview, usually by phone. Most applications must be processed within 30 days, and households in immediate need may qualify for expedited service within three days. Have recent pay stubs, identification, and documentation of your largest monthly expenses ready, since those directly shape both your eligibility and your benefit amount.
