California FSC Practice Test: Sample Questions, Safety Rules, and Laws

The California FSC practice test mirrors a 30-question written exam on firearm safety and basic state gun law, and you need 23 correct answers (75 percent) to pass.1Office of the Attorney General. Firearm Safety Certificate Program FAQs Every question comes from the free Firearm Safety Certificate Study Guide published by the California Department of Justice, and the guide itself states that everything you need to pass is inside it.2Office of the Attorney General. What Subjects the Test Covers

Questions are drawn from six broad areas of the study guide. Knowing the mix helps you spend study time where the exam actually goes:

  • Firearm safety rules, including guidance on alcohol, hearing protection, and eye protection
  • Firearms and children, including owner responsibility and safe storage
  • Operation and safe handling of revolvers, semi-automatic pistols, and long guns (pump, bolt, lever, break-top, and semi-automatic)
  • Ammunition components, caliber basics, dangerous range, and malfunction handling
  • Ownership responsibilities such as cleaning, storage devices, and training
  • California firearms law: sales procedures, residency proof, the FSC requirement, waiting periods, concealed carry basics, prohibited persons, and rules on carrying loaded firearms

The study guide also prints detailed safe-handling demonstration steps for each firearm type. Those steps are not on the written test, so don’t memorize them for exam day. You will need them later at the dealership before you can take delivery of a gun.2Office of the Attorney General. California Firearm Safety Certificate Study Guide

Sample Questions and Answers

These are representative of what shows up on the exam.

True or False: It is legal to store a loaded firearm in an unlocked bedside table where a child could find it.
Answer: False. California imposes criminal penalties when a gun owner stores a firearm where they know or should know a child could gain access to it.4California Legislative Information. California Penal Code PEN 25100

Multiple Choice: When cleaning a firearm, where should you point the muzzle?
Answer: In a safe direction. This comes straight from the fundamental safety rules: a direction where an accidental discharge would not cause injury.

Multiple Choice: What is the minimum age to purchase a handgun from a licensed dealer in California?
Answer: 21. Dealers cannot sell any firearm to someone under 21, with narrow exceptions for active military, law enforcement, and licensed hunters over 18. Those exceptions never apply to handguns.

True or False: You can take possession of a newly purchased firearm immediately after passing the background check.
Answer: False. California enforces a mandatory 10-day waiting period between purchase and delivery regardless of how fast the background check clears.5Office of the Attorney General. Frequently Asked Questions – Dealer

Multiple Choice: How long is a Firearm Safety Certificate valid?
Answer: Five years from the date of issuance.1Office of the Attorney General. Firearm Safety Certificate Program FAQs

The Six Fundamental Safety Rules

These six rules generate more exam questions than any other topic. Learn them as a checklist so you can run through them under test pressure:

  • Treat every firearm as loaded, even one you just checked.
  • Always point the muzzle in a safe direction, meaning somewhere an unintended discharge would not injure anyone.
  • Keep your finger off the trigger until you are actually ready to shoot.
  • Know your target and what is beyond it, because bullets can pass through targets and walls.
  • Never use a firearm while under the influence of alcohol or drugs.
  • Store firearms securely so unauthorized people, especially children, cannot access them.

The test often builds scenarios where two or three rules apply at once. A question about handling a firearm you believe is unloaded tests rules one and two together; a question about shooting at a target with an unclear backdrop tests rule four.

Storage Questions on the Exam

Storage comes up repeatedly, and the law changed as of January 1, 2026. Under Penal Code 25145, every gun owner must keep firearms securely stored inside the residence whenever the gun is not being carried on the person or readily controlled by an authorized user. “Securely stored” means locked in a DOJ-certified firearm safety device or a DOJ-standard gun safe.6California Legislative Information. SB 53 – Penal Code Section 25145

Penalties escalate: up to $250 for a first offense, up to $500 for a second, and a misdemeanor for a third or subsequent violation.6California Legislative Information. SB 53 – Penal Code Section 25145

Separately, California’s criminal storage statute applies when a child or prohibited person actually gets access to a negligently stored firearm. The exam can ask about the three degrees:

  • First degree, when access causes death or great bodily injury: a wobbler punishable by up to three years in state prison and a $10,000 fine, or up to one year in county jail and a $1,000 fine.
  • Second degree, when access causes lesser injury or the gun is carried to a public place: up to one year in county jail and a $1,000 fine.
  • Third degree, when a child gains access through negligent storage even if no injury results: a misdemeanor.

Purchase and Ownership Law Questions

Beyond safety and storage, several specific laws show up as direct questions or as fact patterns.

Age Requirements

Licensed dealers cannot sell any firearm to a person under 21. Active-duty military, law enforcement officers, and licensed hunters aged 18 or older may buy long guns and certain other firearms, but handguns are off-limits for anyone under 21 regardless of status.2Office of the Attorney General. The 10-Day Waiting Period

Every firearm purchase requires 10 days between the initial transaction and physical delivery. The clock starts when the dealer submits the Dealer Record of Sale (DROS) to the DOJ. The period gives the DOJ time to run a background check and creates a cooling-off window.5Office of the Attorney General. Frequently Asked Questions – Dealer

One-Gun-Per-30-Days

You can purchase only one handgun or one semi-automatic centerfire rifle within any 30-day window. You cannot buy one of each in the same 30 days either. Law enforcement, licensed collectors, and certain other categories are exempt.7California Legislative Information. California Penal Code PEN 27535

Prohibited Persons

Expect at least one question on who cannot own firearms. The main categories are anyone convicted of a felony, anyone convicted of certain misdemeanors such as domestic violence offenses, anyone subject to a domestic violence restraining order, and anyone found mentally incompetent or committed to a mental health facility.

Test Day: Fees, ID, and Retakes

A DOJ Certified Instructor administers the exam in person, typically at a licensed firearms dealership or a private training facility. Bring a valid California driver’s license or state ID.8Office of the Attorney General. Becoming a DOJ Certified Instructor and Maintaining Current DOJ Certified Instructor Certification

The $25 fee covers the test and the certificate. If you fail, you get one free retake with a different version of the test from the same instructor, but you have to wait at least 24 hours. Fail both attempts and you pay the $25 again to start over. Lost or damaged certificates can be replaced for $5 through the original instructor, and the replacement keeps the original expiration date.3Office of the Attorney General. One Thing the Written Test Does Not Cover

Passing the written exam gets you the FSC card, but a separate safe handling demonstration happens later, at the dealership, each time you buy a gun. You perform a scripted sequence with dummy rounds on the specific type of firearm you are purchasing, supervised by a DOJ Certified Instructor.8Office of the Attorney General. Becoming a DOJ Certified Instructor and Maintaining Current DOJ Certified Instructor Certification For a semi-automatic pistol, that means removing the magazine, verifying the chamber is clear, loading a dummy round, inserting the magazine, cycling the action, removing the magazine, confirming a round is chambered, locking the slide back to eject it, applying the safety, and applying a firearm safety device. Revolvers, bolt-action rifles, and other long gun types each have their own protocol, all printed in the study guide starting around page 12. None of this is tested on the written exam, but you will need it on purchase day.
