The California Guaranteed Income Pilot Program sends unconditional monthly cash payments of $600 to $1,200 to selected residents, but there is no statewide enrollment. The state funds local pilots run by cities, counties, tribes, and nonprofits, and you can only join one if a funded pilot operates in your area, you fit its target group, and you make it through what is usually a lottery. The payments are shielded from some California benefits and not others, so whether enrolling is a net gain depends heavily on what you already receive.
Who the Pilots Are Built For
State law directs the California Department of Social Services to prioritize funding for pilots serving two groups: California residents who are pregnant, and young adults aging out of extended foster care at or after age 21.1California Legislative Information. California Code Welfare and Institutions Code 18997 Most of the seven pilots funded in the initial round focus on one or both.
A second round of funding is in the early planning stage, aimed at adults 60 and older who are eligible for or already receiving a means-tested benefit.2California Department of Social Services. Guaranteed Income Pilot Program
Beyond those statewide priorities, each local pilot writes its own rules. Expect specific income limits, geographic boundaries tied to a city or county, and sometimes additional demographic requirements. If you don’t fall inside both the statewide priority group and the local pilot’s criteria, you won’t qualify.
Payment Amount and How Long It Lasts
Across the funded pilots, payments range from $600 to $1,200 per month and run for either 12 or 18 months, depending on the site.3Urban Institute. Early Participant Experiences from the California Guaranteed Income Pilot Program The money arrives on a predictable monthly schedule and comes with no spending conditions.
The exact figure and length are set by the local grantee, not the state. One county’s pilot might pay $600 for 18 months while another pays $1,000 for 12. You take whatever structure the pilot you’re accepted into uses.
How to Find a Pilot and Apply
There is no single application. You apply directly to the local pilot serving your area, if one exists and is currently enrolling. The CDSS Guaranteed Income Pilot Program webpage lists the funded sites, and county social services offices can point you toward active local programs.
Enrollment windows are short and competitive. At five of the seven initial sites, applications exceeded available spots, so eligible applicants were placed into a lottery.3Urban Institute. Early Participant Experiences from the California Guaranteed Income Pilot Program The other two served everyone who qualified. Clearing eligibility doesn’t guarantee a spot. It gets you into the drawing.
What the Payments Do to Your Other Benefits
This is where enrolling can quietly backfire. California protects pilot payments from some benefit calculations but has no authority over federal programs.
CalWORKs
Guaranteed income payments are fully exempt from income and resource calculations for CalWORKs.4California Legislative Information. California Code Welfare and Institutions Code 11157 A $1,000 monthly pilot payment will not shrink your CalWORKs grant or push you off the program.
CalFresh
The CalFresh exemption applies only when the pilot payment is also exempt under CalWORKs and the payment includes some non-governmental funding.5California Department of Social Services. Guaranteed Income Exemption Requests For the state-funded program, this condition is almost always satisfied, because every grantee is required to raise matching funds worth at least 50 percent of the state grant from non-governmental sources.1California Legislative Information. California Code Welfare and Institutions Code 18997 A separate local guaranteed income program funded entirely with public money would not get the CalFresh exemption.
Medi-Cal
Payments from the state-funded pilots are excluded from both income and resource calculations for non-MAGI Medi-Cal (the category covering many older adults and people with disabilities) for 12 months, under federal approval the state obtained from the Centers for Medicare and Medicaid Services.6Department of Health Care Services. Medi-Cal Eligibility Division Information Letter No I 22-23E
For MAGI Medi-Cal, which covers most working-age adults, exclusion depends on whether the payment is taxable under IRS rules. If it isn’t federally taxable, it can generally be excluded from the MAGI calculation.6Department of Health Care Services. Medi-Cal Eligibility Division Information Letter No I 22-23E
Supplemental Security Income
SSI is the biggest risk. The Social Security Administration counts unearned income against SSI benefits with only a $20 per month general exclusion for most income types.7Social Security Administration. Code of Federal Regulations 416-1124 A $600 monthly pilot payment could cut SSI by roughly $580 after the exclusion. You may still come out ahead, but a large share of the guaranteed income effectively replaces SSI rather than adding to it.
The Social Security Administration runs a narrow demonstration called the Guaranteed Income Financial Treatment Trial (GIFTT) that waives these rules for enrolled participants at specific sites. It is not automatic for pilot participants, and it requires separate enrollment.
Federal Housing Assistance
Section 8 vouchers and public housing generally count regular cash payments received from organizations as income when calculating your rent share. Monthly pilot payments fit that description, so your local housing authority may treat them as income and raise your rent contribution.
Taxes
California excludes pilot payments from state gross income, so you owe no state income tax on the money for now. That exemption becomes inoperative on July 1, 2026, and is repealed on January 1, 2027.8California Legislative Information. California Revenue and Taxation Code 17131.12 Payments received after that date could be treated as taxable at the state level unless the legislature extends the provision.
Federally, there is no broad Internal Revenue Code exclusion for guaranteed income payments. Cash payments that don’t fit a specific exemption are generally treated as taxable income. Plan for the possibility of a federal tax bill on the full amount you receive during the year, set money aside, and talk to a tax professional before your first filing after enrolling.
Benefits Counseling You Should Receive Before Enrolling
Every grantee is required to present a plan for providing participants with benefits counseling and informational materials explaining how the payments may affect eligibility for other public benefit programs.1California Legislative Information. California Code Welfare and Institutions Code 18997 Grantees must also pursue available exemptions and waivers to protect participants from losing other benefits where possible.
Before you accept a spot, ask the pilot for a personalized assessment of how the payments will interact with your specific benefits. If you receive SSI, federal housing assistance, or non-MAGI Medi-Cal, that conversation is the one that tells you whether enrolling will actually leave you better off.
