California Instruction Permit: Eligibility, Fees, and Testing

To get a California instruction permit, you fill out Form DL 44, prove your identity and California residency, pay a $46 fee, pass a vision screening, and pass a written knowledge test at a DMV office. California instruction permit requirements split along one line: whether you are under 18 or 18 and older. Minors have to complete driver education and professional behind-the-wheel training first; adults can go straight to the application.

Who Can Apply

You can apply as early as 15 years and 6 months old if you are a minor, or any time after you turn 18 if you have never held a license. Adults still need a permit before they can take the driving test, but the process is shorter.1California Department of Motor Vehicles. Learner’s Permit (Age 18 and Over)

If you are under 18, a parent or legal guardian has to sign your application. That signature makes them financially responsible for any damage you cause while driving, and the liability stays in place until you turn 18 or get a full license, whichever comes first.2California Department of Motor Vehicles. Driver Education for Minors

Applicants under 18 must be enrolled in or have completed an approved driver education program before the DMV will issue a permit. That program includes at least 30 hours of classroom instruction, which can also be taken through an approved online or home-study course.3California Department of Motor Vehicles. Driver Training Schools You also need to be enrolled in or have completed a driver training course with a professional instructor that includes at least six hours of behind-the-wheel practice.4California Legislative Information. Those six hours with an instructor are separate from the 50 hours of supervised practice you’ll log later, before applying for your provisional license. Adults are not required to complete driver education or professional training at all.

Documents You’ll Need

The application itself is Form DL 44. You can start it online as an eDL 44 before your office visit, or pick up a paper form at a DMV office. Each form carries a unique barcode, so printing one from home will not work.5California Department of Motor Vehicles. Driver’s License and ID Card Online Application The form asks for your true full name, date of birth, Social Security number, and your mailing and residence addresses.6California Legislative Information. Bring proof of identity and legal presence (a birth certificate, valid passport, or other qualifying document) and two separate documents showing your California residency address, such as a utility bill, bank statement, or employment record. If you want a REAL ID-compliant permit, the documentation standards are tighter, and the DMV website lists the current accepted documents.

The Fee

The application fee for a Class C permit is $46, and it also covers the cost of your eventual driver license.7California Department of Motor Vehicles. Licensing Fees It is nonrefundable, even if you fail the knowledge test or never finish the process. You pay at the DMV office when you appear for your appointment.

The Knowledge Test

The written test covers California traffic laws, road signs, and safe driving. Minors get a 46-question exam and need at least 38 correct answers. Adults answer 36 questions and must get at least 30 right.2California Department of Motor Vehicles. Instruction and Learner’s Permits You take it on a touchscreen at the DMV and get your result right away.

Your fee covers up to three attempts. If you are a minor and fail, you have to wait seven days (not counting the day you failed) before trying again; adults can reschedule sooner.8California Department of Motor Vehicles. California Driver Handbook – The Testing Process Fail all three attempts and the application expires, which means paying a new fee and starting over.

The DMV offers the knowledge test in 35 languages through its at-home testing option for applicants with internet access and a webcam.9California Department of Motor Vehicles. Studying the California Driver Handbook before you go is the single most effective way to pass on the first try.

Vision Screening and Thumbprint

DMV staff screen your vision during the visit. The standard is 20/40 with both eyes together, and at least 20/40 in one eye with no worse than 20/70 in the other, with or without corrective lenses.10California Department of Motor Vehicles. Vision Conditions If you only meet the standard with glasses or contacts, a corrective lenses restriction gets added to your permit. Fail the screening and the DMV may refer you for an eye exam with a vision specialist.

The DMV also takes a thumbprint that becomes part of your permanent driving record.6California Legislative Information. California Vehicle Code 12800 Once you clear the vision screen and pass the written test, you walk out with your instruction permit.

Medical Conditions on the Application

The DL 44 asks about health conditions that could affect safe driving: seizures, vision problems beyond corrective lenses, cardiovascular disease, diabetes, nervous or psychiatric disorders, substance use issues, head or spinal injuries, lung disease, kidney problems, and any major illness or surgery within the past five years.11California Department of Motor Vehicles. DS 326 – Driver Medical Evaluation

You sign the application under penalty of perjury, so don’t skip these questions or answer them falsely. Failing to disclose a relevant condition can be grounds for the DMV to refuse your permit or revoke your driving privilege later. If something you disclose raises a concern, the DMV may ask for a medical evaluation from a healthcare provider before issuing the permit. A medical condition does not automatically disqualify you; the DMV may simply add restrictions or require periodic updates.

What the Permit Lets You Do

An instruction permit is not a license. You cannot drive alone. Whenever you are behind the wheel, a licensed California driver has to sit in the front seat, close enough to grab the steering wheel or take over if something goes wrong.12California Legislative Information. California Vehicle Code 12509

Who qualifies as that supervising driver depends on your age. If you are under 18, the person next to you must be at least 25 and hold a valid California license.13California Department of Motor Vehicles. California Driver Handbook – Getting an Instruction Permit and Driver’s License Either way, the supervising driver’s license cannot be suspended, revoked, or on probation.

The permit does not authorize you to operate a motorcycle, motorized scooter, or motorized bicycle. It also cannot be used as identification for driving commercially or carrying hazardous materials.

From Permit to License

If you are under 18, you must hold the permit for at least six months before applying for a provisional license, and you need to log at least 50 hours of supervised driving practice during that time, with a minimum of 10 of those hours at night.4California Legislative Information. California Vehicle Code 12814.613California Department of Motor Vehicles. Teen Driver Roadmap A parent, guardian, spouse, or licensed driving instructor has to certify those hours before the driving test.

Adults skip the provisional stage. After you pass the behind-the-wheel driving test, you receive a standard, unrestricted Class C license. There is no statutory holding period for adults, though you have to pass the knowledge test and qualify for the permit within 12 months of your application date, and once issued the permit covers practice for up to 24 months from when you first applied.12California Legislative Information.
