California MCLE Requirements: Hours, Reporting, and Exemptions

To stay in good standing, California MCLE requirements call for 25 hours of approved continuing legal education every three years, with 10 of those hours in specific specialty topics. You report compliance online through My State Bar Profile by a deadline that depends on the first letter of your last name. Missing it triggers fees and, if you ignore the follow-up notice, administrative inactive status.

The 25-Hour Requirement

Under State Bar Rule 2.72, every active attorney must complete 25 credit hours of approved MCLE activities during each compliance period. At least 10 of those hours have to come from set specialty categories:1State Bar of California. State Bar of California Rules Title 2 Division 4 Minimum Continuing Legal Education – Section: Rule 2.72 Requirements

  • Legal ethics: at least 4 hours.
  • Elimination of bias: at least 2 hours, with 1 hour specifically on implicit bias and strategies to reduce it.
  • Competence issues: at least 2 hours, with 1 hour on prevention and detection of substance abuse or mental health concerns.
  • Technology in the practice of law: at least 1 hour.
  • Civility in the legal profession: at least 1 hour.

The remaining 15 hours can be any approved legal education topic.

Participatory and Self-Study Limits

California splits credits into two formats. Participatory credit comes from activities where the provider verifies your attendance: live webinars, in-person seminars, interactive online courses. Self-study covers recorded lectures, reading legal publications, and other independent learning. No more than 12.5 of your 25 hours can be self-study, so at least half must be participatory.2The State Bar of California. Types of MCLE Credit

Excess hours do not carry over. If you earn 30 hours in one cycle, the extra 5 disappear when the new period starts.3The State Bar of California. Frequently Asked Questions MCLE and CLE

Only courses from State Bar-approved providers count. The State Bar is the sole authority that approves providers and activities for California MCLE credit, and you can search its online directory before you register.4The State Bar of California. Your Reporting Deadline by Last Name

The State Bar divides members into three compliance groups by last name:

  • Group 1 (A–G): report by March 30, 2028.
  • Group 2 (H–M): report by March 30, 2027.
  • Group 3 (N–Z): report by March 30, 2026.

These dates reflect a one-time 38-month transition cycle. After this round, each group returns to a standard 36-month rotation starting on March 30 of its respective year.5The State Bar of California. MCLE Compliance

If you’re in Group 3, your current cycle ends March 29, 2026, and compliance must be reported by March 30, 2026. The reporting date matters more than the end of the cycle itself, because a late report triggers a noncompliance fee.6The State Bar of California. MCLE Requirements

Who Is Exempt

Inactive attorneys and retired attorneys listed as inactive do not accumulate MCLE hours and do not report compliance.5The State Bar of California. MCLE Compliance

A smaller group of active attorneys can also claim an exemption under Rule 2.54. They still have to report their exempt status through My State Bar Profile, but they do not need to complete any education hours:7State Bar of California. State Bar of California Rules Title 2 Division 4 Minimum Continuing Legal Education – Section: Rule 2.54 Exemptions

  • Officers and elected officials of the State of California.
  • Full-time professors at law schools accredited by the State Bar or the ABA.
  • Full-time California state employees on a permanent or probationary basis who do not otherwise practice law.
  • Full-time United States government employees on a permanent or probationary basis who do not otherwise practice law.

The government-employee exemptions carry a catch: you must not practice law outside your government role. Any outside legal work defeats the exemption.

Partial Periods and Reactivation

If you were active for only part of a compliance period because you switched to inactive status, claimed an exemption, or were newly admitted, your required hours drop proportionally based on the full months you were active during the 36-month cycle.6The State Bar of California. MCLE Requirements The bias-elimination and competence-issues requirements still cannot fall below one hour each, and up to half of your reduced total can be self-study.1State Bar of California. Moving from inactive to active mid-cycle? You get a 60-day window to show compliance with any past-due MCLE requirement, so line up your hours before you reactivate.8The State Bar of California. Inactive and Not Eligible to Practice

How to Report

Report online through My State Bar Profile during your reporting period. In the MCLE compliance section, you submit a statement of compliance with an electronic signature certifying that you completed the required hours in the correct timeframe.9State Bar of California. Report MCLE Compliance

You do not upload certificates with the report. The State Bar uses self-reporting backed by random audits. Inaccurate reports are a disciplinary matter, so only claim hours you actually completed.

Records You Have to Keep

Keep your MCLE records for at least one year after you report compliance. If you’re audited, you need to produce:10The State Bar of California. Keeping Your MCLE Records

  • Certificates of attendance from the approved provider for each participatory activity.
  • Self-study logs showing course title, provider, time spent, subject matter, and date for each self-study activity.
  • Proof of exempt status if you claimed a full or partial exemption during the period.

One year is the floor. Holding records through the end of your next compliance period gives you a cushion if questions come up later. Make sure each certificate lists the provider, course title, credit type, and completion date.

What Happens If You Miss the Deadline

A late report triggers a noncompliance fee. If you remain noncompliant 60 days after the State Bar sends a Non-Compliance Notice, an additional reinstatement fee applies and you are placed on administrative inactive status, meaning you are not eligible to practice law until the matter is resolved.8The State Bar of California. Inactive and Not Eligible to Practice

To return to active status after an MCLE-related suspension, you have to submit:

  • A completed MCLE compliance card showing you finished the required hours.
  • Payment of the noncompliance fee and the reinstatement fee.
  • Documentation of compliance, including certificates, self-study logs, and any proof of exempt status.

If you were placed on inactive status for more than one reason, such as MCLE noncompliance combined with unpaid annual fees, every issue has to be resolved before you can practice again.8The State Bar of California. Inactive and Not Eligible to Practice
