California Paramedic License Renewal: CE, Fees, and Lapsed Licenses

To renew your California paramedic license, complete 48 hours of continuing education during your two-year cycle, submit EMSA’s renewal application with the $250 fee, and get it in at least 30 days before your expiration date to avoid a $50 late fee. The California Emergency Medical Services Authority (EMSA) handles every renewal, and the online licensing system is the fastest route — non-audit applications are often processed the same day.¹

Continuing Education You Need

You need 48 hours of CE during each two-year license cycle.² At least 24 of those hours must be instructor-based. The regulation defines “instructor-based” broadly: an instructor just needs to be available to answer questions and provide feedback, which includes many online courses with instructor access.³ Precepting and self-study activities such as magazine articles don’t count toward the instructor-based half.

The remaining hours can come from non-instructor sources — teaching, precepting, or approved media-based programs — but those cannot exceed 24 hours. All CE must relate to emergency medical care and come from an approved provider. Approved sources include courses accredited by the Continuing Education Coordinating Board for EMS (CECBEMS, also known as CAPCE), accredited college courses in the physical, social, or behavioral sciences, and courses approved by your local EMS agency.³ If you take CAPCE courses, enter your California paramedic license number at registration so the credits are tracked properly.¹

Fee and Deadline

The non-refundable renewal fee is $250.⁴ Online renewals are paid by credit or debit card. For paper applications, pay by check or money order made out to the “EMS PERSONNEL FUND,” or include a completed credit card authorization form.

To avoid a $50 late fee, your application must be submitted online, postmarked, or hand-delivered at least 30 days before your license expires.⁵ Miss that window and the total climbs to $300. If your application is still incomplete inside the 30-day mark, you owe the late fee even if you started on time.⁶ You cannot work in a licensed capacity after your license lapses, so build in a cushion.

How to Submit Your Application

EMSA’s online licensing system is the fastest option. You can begin the online process within five months of your expiration date; if the “Renew a License” button isn’t visible after you log in, your renewal window hasn’t opened yet. First-time users create an account with their last name and Social Security number, then update addresses, confirm employer information, answer the CE and disclosure questions, and pay by card. Vouchers are not accepted online.⁷

The alternative is mailing a printed, signed paper application to EMSA. All applications are reviewed within 45 days of receipt, though paper is noticeably slower than online and carries the added risk of mail delays pushing you past the 30-day deadline.

Every renewal includes a questionnaire about your criminal and disciplinary history. You’ll be asked about new felony or misdemeanor convictions (including nolo contendere pleas and expunged records), pending criminal charges, and any investigation or action against a healthcare license or certification that you haven’t previously disclosed.⁸ A “yes” answer requires a written explanation and potentially certified court documents. Skip the questionnaire and your application comes back.

If You’re Selected for a CE Audit

EMSA randomly selects 10% of each month’s renewal applicants for a continuing education audit.⁶ If you’re one of them, you’ll see a “Y” next to “CE Audit” in the online system, and you’ll need to upload CE certificates or official transcripts covering all 48 hours.⁷

A few things trip people up. Rosters, wallet cards, and CE logs are not acceptable proof unless they meet the certificate-of-completion requirements in the regulations. EMS-approved courses from another state must show that state’s approval information on the certificate. College courses require official transcripts. EMSA can take up to 30 days to complete the audit review after you submit, so being audited slows things down. Keep every CE certificate organized throughout your cycle, not just at renewal time.

If Your License Has Already Lapsed

Reinstatement gets progressively harder the longer you wait, and lapsed licenses cannot be reinstated through the online system — every reinstatement is a paper application.⁶ The reinstatement fee is $300 at every tier.⁹

Lapsed Less Than Six Months

You can still submit a standard renewal application with the regular 48 hours of CE, plus the $50 late fee on top of the renewal fee.⁵

Lapsed Six Months to Under One Year

You need a reinstatement application with a minimum of 60 hours of CE, half of which must be instructor-based. Submit copies of all CE certificates with the application.¹⁰

Lapsed One Year to Under Two Years

CE rises to 72 hours (50% instructor-based), and you must provide proof of current National Registry of Emergency Medical Technicians (NREMT) paramedic registration or proof of passing the NREMT cognitive and psychomotor exams within the two years before your application.² You’ll also submit fingerprints for California Department of Justice and FBI background checks. California residents use Live Scan; out-of-state applicants send a fingerprint card to the DOJ.¹¹ If you hold or have held a paramedic license in another state or country, include a licensure verification form for each.

Lapsed Two Years or More

Every requirement from the one-year tier applies, and your 72 hours of CE must include Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), Prehospital Trauma Life Support or International Trauma Life Support (PTLS/ITLS), and CPR.² All CE certificates must be from courses completed within the two years before your application date.¹¹

Active-Duty Military Extension

If you’re on active duty in the U.S. Armed Forces and your license expires during your service or within six months of your release from active duty, you get an additional six months to complete your renewal, and the $50 late fee is waived during that period.² All other CE and application requirements still apply.
