California PE Reciprocity: Comity, Exams, and Fees

California PE reciprocity, which the state calls comity, is not a shortcut. If you already hold a Professional Engineer license in another state, you still file the same application, meet the same education and experience thresholds, and pass the same California-specific requirements as any first-time applicant. The Board for Professional Engineers, Land Surveyors, and Geologists (BPELSG) processes comity applications in roughly five to six months when nothing is missing.¹

What “Comity” Actually Means Here

Some states let an out-of-state PE license slot in with minimal review. California does not. Holding an active license elsewhere generally means you already clear the substantive bar, but BPELSG independently verifies your credentials against its own rules, and civil engineers face additional exams no other state administers.²

Education and Experience the Board Will Re-Verify

Every applicant must show a combination of qualifying education and engineering work experience. Experience is counted in actual time, capped at 40 hours per week, and must be complete by the day you submit.²

If you passed the Fundamentals of Engineering (FE) exam, the minimums are modest:³

ABET-accredited BS: 12 months of qualifying experience after graduation.
Non-accredited engineering or engineering technology degree: 24 months after graduation.
Advanced degree from an approved program: 12 months.

Most comity applicants passed the FE early in their careers and clear these floors easily. If you never took the FE, California offers a waiver, but it demands 14 to 17 years of qualifying experience depending on your degree, and 15 years if you have no qualifying degree.⁴

Exams You Still Have to Pass

The Board verifies your NCEES Principles and Practice of Engineering (PE) exam result directly, either through an NCEES Record or through your original licensing state.⁵

Every applicant also takes California’s Laws and Rules Exam. It’s online, open-book, two hours, and requires 70% to pass. The link appears on your BPELSG Connect dashboard once you submit your application and pay the fee. Retakes are unlimited, but the Board will not begin reviewing your file until you pass, so take it promptly.⁶

Extra Exams for Civil Engineers

Civil engineering comity applicants face two state-specific exams even with a PE license from another state. California requires them because the state’s seismic hazards and surveying context are not covered on the national PE exam.⁷

Both are multiple-choice, computer-based, and given at Prometric testing centers. You cannot schedule them until your application clears technical review. Once eligible, you pay the exam fees in BPELSG Connect and pick a testing quarter, but you cannot test in the same quarter you pay. Paying in Quarter 1 lets you sit in Quarter 2 or Quarter 3, and your eligibility is good only for the quarter you chose. Authorization to Test emails come afterward with scheduling instructions from Prometric; check spam before contacting the Exam Unit.⁸

Assembling the Application

Applications run through the BPELSG Connect online portal. Comity applicants can submit an NCEES Record, which packages verified transcripts, employment history, references, and exam results together and is the fastest way to satisfy most documentation. If the Board decides the Record does not fully demonstrate your qualifications, it will request more. If you skip the Record, your university must send official transcripts directly to the Board.⁹⁶

Work Experience References

You need at least four completed Work Experience Engagements/References showing enough months of qualifying experience. You complete Part A for each reference in BPELSG Connect, and the Board emails your references a link for Part B. Civil engineer applicants must use licensed civil engineers as references, and anyone verifying California work experience must hold a California civil engineer license specifically.¹⁰

Fingerprinting

Fingerprints are mandatory. California residents use Live Scan at an authorized in-state center, downloading the Live Scan form from the Fingerprint tab in BPELSG Connect. Out-of-state applicants either travel to California for Live Scan or wait for the Board to mail two FD-258 fingerprint cards after application submission and payment. The cards usually arrive within 10 business days; you get them completed at a local provider and mail them back.¹¹

Fees to Budget For

The Board’s fees are the same regardless of what state you’re coming from:¹²

Application fee: $175 for all PE disciplines.
Civil Seismic Principles Exam: $175 to the Board.
Civil Engineering Surveying Exam: $175 to the Board.

Civil applicants also pay Prometric directly for test center administration on top of the Board’s fees. The first NCEES Record transmittal for comity licensure costs $175 paid to NCEES, with no charge to build the Record and no annual maintenance fee.⁹

Total Board and NCEES fees run about $700 for a civil comity applicant using an NCEES Record, and roughly $350 for non-civil disciplines, before Prometric charges and fingerprinting.

Timeline and Review Stages

Your application goes through two Board reviews. The evaluator initial review checks completeness, including whether you’ve passed the Laws and Rules Exam and whether your fingerprints have been received. The technical review verifies education, experience, and exam history against California’s statutory requirements. If either review flags a problem, the Board emails you with instructions to resolve it in BPELSG Connect.⁶

Current review time is about five to six months from submission when nothing needs correcting. Deficiencies stretch that out. For non-civil disciplines, a final review of one to two weeks follows technical review before your license number is issued. Civil applicants must also pass both state-specific exams before final review starts.¹³

If You Hold a Structural Engineer License Elsewhere

Structural Engineer comity works differently. You must first earn a California Civil Engineer license through the process above, including both state-specific civil exams, before you can apply for the Structural Engineer authority. The SE application then requires you to have passed the NCEES PE Structural Exam. Comity SE applicants may submit an NCEES Record in place of references; without one, you need at least three completed Work Experience Engagements/References.¹⁴

Keeping the License Current Once Issued

California PE licenses run for two years from the assigned renewal date, not the issue date. First-time licensees get a prorated initial period, then move to the standard biennial cycle. The renewal fee is $180. Missing the deadline is recoverable during the delinquency period by paying the $180 fee plus a $90 delinquency fee, through BPELSG Connect.¹⁵¹⁶

California does not require continuing education for PE renewal. You do need to keep the license in active status to practice, and practicing on a lapsed license can trigger disciplinary action.
