California phlebotomy license renewal happens every two years through the California Department of Public Health’s online PERL system. You need six hours of continuing education, a $150 fee, and a submitted application before your expiration date. Miss it and a 25 percent surcharge applies; wait longer than 60 days and the certificate is forfeited.
Continuing Education You Need
California law requires every Certified Phlebotomy Technician to complete at least three contact hours of continuing education per year, or six hours over the two-year certification period.1California Legislative Information. California Business and Professions Code 1246 CDPH asks that three of those contact hours fall within the 12 months before you submit your renewal, so time your coursework accordingly.2California Department of Public Health. The hours must come from a CDPH-approved accrediting agency or an accredited academic institution, and the coursework should relate directly to phlebotomy practice: collection techniques, specimen handling, safety protocols. Transcripts from non-accredited providers do not count. A list of completed courses is not enough either.
Each certificate of completion must show the provider’s name, your name, the course name and number, the number of CE credits, the completion date, and the accredited agency number. The name on every certificate has to match the first and last name on your PERL account.2California Department of Public Health. How to Renew Online Through PERL
All renewals go through CDPH Laboratory Field Services’ online system, PERL. Paper applications are no longer accepted. Submit the complete application at least 30 days before your expiration date to avoid any gap in your ability to practice.2California Department of Public Health. Log in to PERL, select your expiring certificate or click “Renew Licenses,” and follow the prompts. If you have never used PERL, create an account first and link it to your existing license record. During the application you upload your CE certificates and verify your address and contact details, then pay the fee.
The renewal fee covering CPT I, CPT II, and Limited Phlebotomy Technician certificates is $150.3California Department of Public Health. Physical certificates are no longer mailed.
If You Miss the Deadline
Once your expiration date passes, your license is delinquent and you cannot legally work as a phlebotomist. You can still renew during the delinquency window, but you will pay a 25 percent surcharge on top of the standard fee.4California Department of Public Health. FAQ-Renewal At current rates that adds $37.50 to the $150. The CE requirement does not change: three contact hours within the last 12 months.2California Department of Public Health. The window is short. Sixty days after the expiration date, the license is automatically forfeited.4California Department of Public Health. FAQ-Renewal A forfeited certificate cannot be renewed through the standard process. You would have to file a separate reactivation application, which involves more paperwork and longer processing times. If you are even a few days late, renew immediately.
Military Service Exception
If your certification expired while you were on active duty with the United States Armed Forces or the California National Guard, you can reinstate it without examination or penalty. Apply while still serving or within one year of discharge, include an affidavit with your dates of service, and pay only the standard renewal fee for the current period.5California Legislative Information. California Business and Professions Code 114 If you apply more than one year after discharge, the licensing agency may require an examination.
Audits and Keeping Your Account Current
Hold on to your CE certificates after you renew. CDPH Laboratory Field Services conducts random audits of licensees, and you will need to produce the certificates on request. Failing to provide them can result in disciplinary action against your certification. Keeping records for at least four years covers two full renewal cycles.
Keep your address, email, and name current in PERL as well. CDPH directs licensees to verify this information during each renewal so that correspondence and the digital certificate reach you.2California Department of Public Health.
