To practice physical therapy in California, you need a Doctor of Physical Therapy degree from a CAPTE-accredited program, passing scores on the National Physical Therapy Examination (NPTE) and the California Jurisprudence Assessment Module (CAL-JAM), a cleared fingerprint background check, and an approved application filed with the Physical Therapy Board of California (PTBC). The California PT license requirements also carry $450 in state fees for physical therapists, on top of exam and fingerprinting costs, and the full process typically takes several months from application to license issuance.
Education You Need
Your degree must be a Doctor of Physical Therapy (DPT) from a program accredited by the Commission on Accreditation in Physical Therapy Education (CAPTE). CAPTE is the only accrediting body the U.S. Department of Education recognizes for entry-level PT programs, so there is no alternative route.1Commission on Accreditation in Physical Therapy Education. Commission on Accreditation in Physical Therapy Education The degree has to be fully conferred before the PTBC will act on your application.
Your school sends proof of completion directly to the PTBC, either as an official transcript or a Certificate of Completion (the P1E form). The board will not accept records that come from you or arrive by hand.
The Two Required Exams
You must pass both a national clinical exam and a California-specific jurisprudence exam. Neither can be waived, even if you already hold a license in another state.
National Physical Therapy Examination (NPTE)
The NPTE is a 225-question, five-hour exam administered at Prometric centers by the Federation of State Boards of Physical Therapy (FSBPT).2Physical Therapy Board of California. Examination Information You register and pay through the FSBPT. The exam fee is $485, with an additional $112 Prometric testing center fee.3Federation of State Boards of Physical Therapy. Exam Registration and Scheduling New graduates can register once they are within 90 days of graduation. If you have already taken the NPTE for licensure elsewhere, you can request a score transfer to the PTBC instead of retaking it.
CAL-JAM
The CAL-JAM replaced the older California Law Exam as of July 1, 2024. It is an online, on-demand exam covering the laws and regulations that govern physical therapy practice in California.4Physical Therapy Board of California. CAL-JAM (Jurisprudence Assessment Module) The format is 50 questions in one hour. You pay $65 to the FSBPT and about $29.50 to Prometric, for a combined cost around $95.5Physical Therapy Board of California. Examination Information Every applicant takes it, regardless of experience elsewhere.
Submitting Your Application
Applications go through the PTBC’s BreEZe online system. The board acknowledges receipt within 30 days and issues the license within 45 days of the last requirement being satisfied.6Physical Therapy Board of California. Process Map Real-world timing depends on how quickly your background check clears and whether the PTBC flags anything missing.
Two state fees apply to physical therapists: a $300 nonrefundable application processing fee and a $150 initial license fee, totaling $450, both paid by credit card at submission.7Physical Therapy Board of California. Fees These are separate from exam fees.
You also need a Live Scan fingerprint submission, which sends your prints to the California Department of Justice and the FBI. Processing fees run $32 to DOJ and $17 to FBI, plus a rolling fee averaging around $25 at the Live Scan location, for roughly $74 in total.8Physical Therapy Board of California. Fingerprinting If you are outside California, use ink-on-card fingerprinting and pay a $49 card processing fee directly to the PTBC.7Physical Therapy Board of California. Fees

Working Before Your License Arrives
New graduates can apply for Physical Therapist License Applicant (PTLA) status, which lets you practice under supervision while your license application is pending. You cannot begin working as a PTLA until the PTBC grants that status in writing.10Physical Therapy Board of California. License Applicant Status It is worth pursuing if you have a job lined up, since the stretch between passing exams and receiving the actual license can run several weeks.
If You Already Hold a License in Another State
Already-licensed PTs apply through endorsement rather than the new-graduate track. You still have to meet California’s education standard and pass the CAL-JAM, but your existing NPTE score can transfer instead of retaking the national exam.11Physical Therapy Board of California. US-Educated PT/PTA Applicant – Endorsement Endorsement applicants must submit license verification from every state where they have ever held a credential. Fees match the new-graduate pathway: $300 for application processing and $150 for the initial license.7Physical Therapy Board of California. Fees
One important boundary: California is not a member of the Physical Therapy Licensure Compact.12PT Compact. PT Compact Map A compact privilege from another state does not let you practice here. You still need the full endorsement application.
If You Were Educated Outside the United States
Foreign-educated PTs have an extra step after passing the NPTE and CAL-JAM: a nine-month supervised clinical service period in California before the PTBC issues a license.13Physical Therapy Board of California. Clinical Service Period You cannot start that clinical service until the PTBC authorizes it in writing, and both the supervising physical therapist and the facility must be pre-approved. The supervisor must be APTA-certified and physically on-site during patient care.
If you already hold a full license and have been practicing in another U.S. jurisdiction, a Work Verification form can reduce the nine-month requirement by one month for each month worked, potentially eliminating it.13Physical Therapy Board of California. Clinical Service Period
Keeping Your License Active
California PT licenses renew every two years. The biennial renewal fee is $300.14Legal Information Institute. California Code of Regulations Title 16 Section 1399.50 – Physical Therapist Fees Renewal notices go out roughly 90 days before expiration, and the PTBC suggests submitting at least six weeks early because processing takes three to six weeks.
Each two-year cycle requires 30 hours of continuing competency. Within those 30 hours:
- At least four hours of basic life support through a hands-on course comparable to or more advanced than the American Heart Association’s BLS for Healthcare Providers. The PTBC credits this at four hours regardless of actual course length.
- At least two hours of ethics, laws, and regulations covering California-specific standards.
- The remaining 24 hours from approved continuing education in any relevant clinical or professional area.15Physical Therapy Board of California. Continuing Competency
Keep completion certificates for five years after each course. The PTBC runs random audits, and failing to produce records is itself grounds for discipline, separate from whether you actually completed the hours.15Physical Therapy Board of California. Continuing Competency Practicing on an expired license violates the Physical Therapy Practice Act and can lead to discipline up to and including revocation.
What It All Costs
Budget for fees that go to three different places: the PTBC, the FSBPT, and the testing center.
- NPTE exam fee: $4853Federation of State Boards of Physical Therapy. Exam Registration and Scheduling
- NPTE Prometric fee: $1123Federation of State Boards of Physical Therapy. Exam Registration and Scheduling
- CAL-JAM: approximately $95 ($65 to FSBPT plus $29.50 to Prometric)5Physical Therapy Board of California. Examination Information
- Application processing fee: $3007Physical Therapy Board of California. Fees
- Initial license fee: $1507Physical Therapy Board of California. Fees
- Live Scan fingerprinting: approximately $748Physical Therapy Board of California. Fingerprinting
That totals around $1,216 before passport photos or any score-transfer fees. Once licensed, plan on the $300 biennial renewal plus the cost of continuing competency courses.14Legal Information Institute. California Code of Regulations Title 16 Section 1399.50 – Physical Therapist Fees
