California Real Estate Continuing Education Requirements

To renew a California real estate license, you must complete 45 clock hours of continuing education approved by the Department of Real Estate (DRE) during the four years before your expiration date.1Department of Real Estate. Renewing Your License The California real estate continuing education requirements apply to both salespersons and brokers, and the specific course mix depends on whether this is your first renewal or a later one. Courses finished outside that four-year window don’t count, so timing matters as much as hours.

First Renewal Requirements

Your first renewal is the most prescriptive. Instead of a single survey course, you take individual courses in each mandatory subject so the core pre-licensing material gets reinforced.

Salespersons

Salespersons renewing an original license must complete 45 hours that include:2Department of Real Estate. Continuing Education Requirements – Section: Salespersons Renewing for the First Time

  • Four separate three-hour courses in ethics, agency, trust fund handling, and risk management (12 hours)
  • A three-hour fair housing course with an interactive role-play component where you act as both consumer and real estate professional
  • A two-hour implicit bias training covering the impact of implicit, explicit, and systemic bias on consumers and steps to address your own biases3California Legislative Information. California Business and Professions Code 10170.5
  • At least 18 hours of consumer protection courses
  • Remaining hours in either consumer protection or consumer service courses to reach 45 total

Brokers

Brokers renewing for the first time follow the same structure with one addition: a three-hour course on management and supervision of real estate offices and licensed activities.2Department of Real Estate. Continuing Education Requirements – Section: Salespersons Renewing for the First Time That brings the mandatory subject hours to 20 before the 18-hour consumer protection minimum and any electives.

Subsequent Renewal Requirements

From the second renewal onward, you still owe 45 hours, but you can bundle the mandatory subjects into a single nine-hour survey course covering all seven required topics: ethics, agency, trust fund handling, fair housing, risk management, management and supervision, and implicit bias training.4Department of Real Estate. Continuing Education – Frequently Asked Questions You can still take the subjects as individual courses if you want more depth in a particular area.

The rest of the breakdown holds: at least 18 hours of consumer protection courses, with the remaining hours as consumer protection or consumer service electives.5Department of Real Estate. Approved Courses, Exams, and Recordkeeping

The DRE approves individual courses, not providers as a whole. Each approved course carries its own approval number, and providers hold a CE sponsor identification number.6Department of Real Estate. Course Provider Handbook Confirm a current DRE approval number before you pay for anything.

Every CE course ends with a final exam, and you need 70% or higher to pass. A failed attempt gives you one retake; after a second failure, you re-register for the course.6Department of Real Estate. Course Provider Handbook

Providers issue a certificate of completion for each course. Keep those certificates for at least five years, because the DRE randomly audits licensees after renewal to verify course completion. If you’re audited and your records don’t match what you reported, you could face disciplinary action.7Department of Real Estate. What Happens If You Miss the Deadline

Miss your expiration date and you enter a two-year late renewal window. You cannot perform any activity that requires a real estate license during this time. To reinstate, you still need all 45 hours of CE plus a late renewal fee. Here’s the trap: your 45 hours must fall within the four years before the date you actually submit the late application, not the four years before the original expiration date.8California Department of Real Estate. FAQ – Real Estate Licenses Courses that have aged out of that rolling window have to be retaken.

Let the two-year late period expire and the right to renew is gone entirely. You’d start over with a new application, pre-licensing education, and the state licensing exam.

Practicing without a valid license is a criminal offense in California. Acting as a broker or salesperson without a current license carries a fine of up to $20,000, up to six months in county jail, or both; corporations face fines up to $60,000.9California Legislative Information. California Business and Professions Code 10139 Commissions earned during unlicensed activity are also legally unenforceable.

Exemptions and Extensions

70/30 Exemption

If you are 70 or older and have held an active California real estate license in good standing for 30 continuous years, you can request a full exemption from CE. “Good standing” means your license has never been suspended, revoked, or restricted through disciplinary action.10Department of Real Estate. 70/30 Continuing Education Exemption for Long-Time Licensees File the Continuing Education Extension/Exemption Request form with proof of age and license history. The first application must go in by mail or in person rather than through eLicensing.

Active-Duty Military Waiver

Under California Business and Professions Code Section 114.3, active-duty members of the U.S. Armed Forces may receive a waiver of renewal fees, CE requirements, and other renewal obligations while on active duty.11California Department of Consumer Affairs. California Renewal Waivers for Licensees on Active Duty in the Armed Forces Notify the DRE within 60 days of receiving your discharge notice.

90-Day Extension

If you submitted CE documentation in good faith but the DRE finds it doesn’t meet the requirements, the Commissioner can grant a 90-day extension to fix the deficiency.12California Legislative Information. California Business and Professions Code 10171.2 It’s a correction mechanism for honest mistakes, not a general grace period.

NAR Ethics Training Is Separate

If you belong to the National Association of Realtors, you have a separate ethics obligation on top of DRE requirements. NAR members must complete at least 2 hours and 30 minutes of Code of Ethics training every three years. Failure results in suspension of NAR membership in January and February of the following year, with automatic termination on March 1 if the training remains incomplete.13National Association of REALTORS®. Code of Ethics Training Requirements (Existing Members) Depending on format and provider, a single course may satisfy both the NAR ethics obligation and the California CE ethics requirement. Confirm with your local association and the provider before counting one course toward both.
