California Residential Roofing Codes, Permits & Fire Ratings

California’s residential roofing codes govern permits, licensed installation, fire resistance, structural details, energy performance, and solar readiness under the California Residential Code and multiple parts of Title 24. Requirements vary by fire hazard zone, climate zone, and whether the work is new construction, a full re-roof, or a partial repair, and many local jurisdictions add rules on top of the state minimums. When a Permit Is Required

A building permit is required for most residential re-roofing projects, including full replacements and any job that involves new sheathing. Small repairs to an existing roof often do not require one, but the exact threshold is set locally, so check with your building department before starting. Your application typically needs the project scope, material specifications, and the manufacturer’s installation instructions.

Expect at least two inspections. The first happens after the old covering is off but before new materials go on, when the inspector checks the deck and fastener placement. The second comes after the work is finished and covers flashings, vents, and any roof-mounted equipment. Skipping the permit or failing an inspection can bring a stop-work order, a tear-off of non-conforming materials, or complications when you sell the home.

Hiring a Licensed Contractor

Anyone doing roofing work for hire in California must hold a C-39 Roofing Contractor license from the Contractors State License Board. A C-39 holder is authorized to install, repair, and waterproof roofs using asphalt shingles, tile, metal, shakes, and membrane systems.2New York Codes, Rules and Regulations. California Code of Regulations 832.39 – Class C-39 Roofing Contractor Verify license status on the CSLB website before signing a contract. An owner-builder exemption lets you do the work on your own home, but you take on full code compliance responsibility and cannot hire unlicensed workers to perform the roofing.

Fire Rating by Zone

Every California roof carries a fire classification, and the minimum rating depends on where the property sits. The system uses three tiers: Class A (highest), Class B, and Class C. There is no single statewide Class A mandate. Instead, the rules scale with risk:

If you replace more than 50 percent of the total roof area within a single year, the entire roof has to meet the current fire classification for your zone. A partial re-roof that crosses that line triggers a full upgrade. Local ordinances often exceed the state floor, so confirm the applicable rating before choosing materials.

Wildland-Urban Interface Rules

Properties in designated Wildland-Urban Interface fire areas face the strictest requirements, aimed at protecting the whole roof assembly from flying embers and radiant heat rather than just the top layer. Starting January 1, 2026, a standalone California Wildland-Urban Interface Code (Title 24, Part 7) consolidates many of these provisions.4Building Standards Commission. 2025 Title 24 California Code Changes

Roof Assembly

Where the roof profile creates an air gap above a combustible deck, common with barrel tile and some shake profiles, an additional protective layer is required underneath: a 72-pound mineral-surfaced cap sheet meeting ASTM D3909, at least one inch of mineral wool board, or a Class A fire-rated underlayment tested under ASTM E108.5UpCodes. California Building Code 2022 – Materials and Construction Methods for Exterior Wildfire Exposure – Section 705A.2 Bird stops are required at the eaves wherever the roofing profile allows debris to collect, and hip and ridge caps must be sealed against ember intrusion.

Ember-Resistant Vents

Attic and underfloor vents are among the most common ember entry points during a wildfire, and openings larger than 1/8 inch are especially vulnerable.6CAL FIRE. Home Hardening In WUI zones, vents must be either a California State Fire Marshal-approved flame and ember-resistant vent or a WUI vent tested to ASTM E2886. For sloped-roof vents like ridge and dormer vents, mesh must be noncombustible, corrosion-resistant, and sized between 1/16 inch and 1/8 inch.7UpCodes. California Building Code 2022 – Materials and Construction Methods for Exterior Wildfire Exposure – Section 706A.2 Fire-resistant mesh can reduce attic airflow, so coordinate with the building department when changing vent hardware.

Structural and Installation Standards

The Residential Code sets baseline standards for the roof deck, underlayment, and flashing that apply regardless of fire zone. Inspectors check these details before the finish roofing can go on.

Sheathing and Fasteners

Roof sheathing must be solid and at least 1/2-inch thick for new construction with rafters spaced 24 inches on center or less. Fasteners have to be spaced 6 inches on center along panel edges and 12 inches in the field, and they must penetrate at least 3/4 inch into or completely through the framing. Delaminated, water-damaged, or improperly nailed panels will not pass the sheathing inspection.

Underlayment by Slope

Underlayment requirements depend on slope. For asphalt shingle roofs with a slope of 4:12 or greater, a single layer applied parallel to the eaves with two-inch overlaps is sufficient. Roofs between 2:12 and 4:12 need a double-layer application: a 19-inch starter strip at the eaves followed by 36-inch sheets that overlap each preceding course by 19 inches, producing complete double coverage.8UpCodes. California Residential Code 2022 Chapter 9 – Roof Assemblies In areas where wind design applies, near mountains, gorges, or exposed coastline, two layers are required regardless of slope.

Flashing and Recover Limits

Metal flashing is required wherever the roof meets a wall, chimney, or valley. These are the most common water-intrusion points, and the final inspection covers them closely.

If you plan to recover an existing roof rather than tear it off, the code does not allow adding new material over a roof that already has two or more layers. Recover is also prohibited when the existing covering is waterlogged, badly deteriorated, or made of slate, clay tile, cement tile, or asbestos-cement tile.9ICC Digital Codes. 2022 California Residential Code Chapter 9 – Roof Assemblies – Section R908.3.1.1 In those cases a complete tear-off is required.

Cool Roof Energy Requirements

Title 24, Part 6 requires certain residential roofs to reflect sunlight and release absorbed heat rather than pushing it into the building. Compliance is verified through product ratings published by the Cool Roof Rating Council.10Cool Roof Rating Council. California Energy Code Whether the rule applies depends on slope, whether the project is new construction or a re-roof, and which of California’s 16 climate zones the home is in.

  • Low-slope roofs (2:12 or less) are covered across most climate zones, both new construction and re-roofing.11Cool California. Cool Roofs – Codes and Standards
  • Steep-slope new construction on single-family homes in Climate Zones 10 through 15 must use roofing with a minimum three-year aged solar reflectance of 0.20, thermal emittance of 0.75, or Solar Reflectance Index of 16.
  • Steep-slope re-roofing on single-family homes in Climate Zones 4 and 8 through 15 must meet the same minimums.

Zones 1 through 3 and 5 through 7 are generally outside the steep-slope requirement, with Zone 4 pulled in for re-roofing only.

Ways to Comply Without Cool Roofing Materials

On a single-family re-roof, the Energy Code accepts several alternatives to the reflectance and emittance minimums:

  • Existing ceiling insulation of at least R-38, or a ceiling assembly U-factor of 0.025 or lower.
  • A code-compliant radiant barrier installed in the attic (not directly above spaced sheathing).
  • No ductwork in the attic, in Climate Zones 2, 4, 9, 10, 12, and 14.
  • At least R-2 continuous insulation above or below the roof deck.
  • Roof area covered by building-integrated photovoltaic or solar thermal panels, which does not have to meet the material minimums.

Solar for New Construction

Since January 1, 2020, new single-family homes and multifamily buildings up to three stories must include a solar photovoltaic system sized to offset the home’s expected annual electricity use based on floor area, orientation, climate zone, and other efficiency features. Limited exemptions cover roofs too small or too shaded for effective production, seasonal properties without year-round utility service, and homes served by a qualifying community solar program.

Where panels are not installed at the outset, the 2025 Energy Code still requires new residential roofs to be solar-ready, meaning the structure must have the load capacity and a designated roof zone for future panels. On a new build, the roofer and structural engineer need to coordinate on this from the design phase. Solar-ready requirements do not attach to a standard re-roof on an existing home.

Extra Steps on Older Homes

Homes built before the 1980s bring two issues newer construction does not, and a re-roof can also trigger insulation work.

Asbestos Testing

Roofing materials manufactured before the mid-1980s may contain asbestos, especially older felt underlayments, cement-fiber shingles, and some adhesive compounds. Federal law under 40 CFR Part 61, Subpart M requires a certified asbestos inspection before demolition or renovation that could disturb suspect materials. If asbestos is found, a registered abatement contractor must handle removal, and the local air quality management district must be notified before work begins. Skipping the inspection or the abatement can produce substantial fines and health risks.

Qualified Historic Buildings

Homes that are registered or qualified historic resources can use the State Historical Building Code, which allows alternative materials and methods to preserve historic character while addressing safety. The SHBC does not exempt historic homes from fire or safety standards, but it does not use the standard triggers (percentage of work, length of vacancy, change of occupancy) to force a full upgrade to current code.12State Historical Building Safety Board. State Historical Building Safety Board Information Manual Local building officials administer these rules, with the State Historical Building Safety Board as the final authority.

Insulation Upgrades Triggered by Re-Roofing

A roof replacement can trigger an attic insulation upgrade under Title 24. For single-family homes with vented attics in Climate Zones 1 through 4, 6, and 8 through 16, the target is R-49 ceiling insulation or a ceiling assembly U-factor of 0.020 when the project qualifies as a covered alteration.13California Energy Commission. 2022 Energy Code Single Family Envelope Exceptions apply when existing insulation already meets R-38, when the attic has knob-and-tube wiring, when disturbing the space would affect asbestos, or when the accessible attic area cannot fit the target R-value. In that last case, you fill whatever space is available. Compliance documentation goes to the building department, so budget for that step at the start of the project.
