California single mother assistance programs cover cash aid, health insurance, food benefits, childcare, housing help, utility discounts, and refundable tax credits. A single mother with one child and no other income can qualify for roughly $1,175 per month in CalWORKs cash aid, free health coverage through Medi-Cal, and up to $785 per month in food benefits through CalFresh.1Employment and Human Services Department. CalWORKs Fact Sheet2USDA Food and Nutrition Service. SNAP Cost-of-Living Adjustment Information Most of these programs run through your county welfare office, and eligibility turns on household income, family size, and California residency.
CalWORKs Cash Aid
CalWORKs, the California Work Opportunity and Responsibility to Kids program, is the state’s main source of monthly cash grants for families with children. To qualify, you must live in California and have a child who lacks adequate parental support because a parent is absent, has a disability, or has died.3California Department of Social Services. CalWORKs Countable resources cannot exceed $12,552, or $18,829 if someone in the household is 60 or older or has a disability. Your home and one vehicle do not count.
Grant amounts depend on family size, where you live, and whether an adult in the home is exempt from work requirements. As of October 2024, a non-exempt family of three with no other income receives about $1,175 per month. An exempt family of the same size, where the adult cannot work due to a disability or similar condition, receives $1,314.1Employment and Human Services Department. CalWORKs Fact Sheet Other household income reduces the grant, though CalWORKs disregards a portion of earnings so that working doesn’t erase the benefit.
Welfare-to-Work Hours
Adults on CalWORKs must take part in Welfare-to-Work activities. Single parents put in 30 hours per week, or 20 hours per week if they are caring for a child under six.4California Department of Social Services. Eligibility and Participation – Program Requirements Approved activities include job search, vocational training, community service, work experience, adult education, and subsidized employment.
You can be exempt if you are pregnant, caring for a child younger than two, physically or mentally unable to work, age 60 or older, or caring for a household member who cannot care for themselves.5California Department of Social Services. Welfare-to-Work Program Domestic violence survivors can request a waiver. These exemptions matter, because missing required hours without one can reduce or end your grant.
Child Support Cooperation
CalWORKs requires you to cooperate with your county’s child support agency to establish paternity and pursue a support order against the absent parent. Refusing to cooperate cuts your grant by 25%.6Santa Clara County Social Services Agency. CalWORKs – Failure to Cooperate If cooperating would put you or your child in danger, you can claim good cause for non-cooperation. Situations involving domestic violence, threats of harm, or ongoing safety concerns qualify, and the 25% penalty is lifted while the claim is reviewed. If there is any history of abuse from the other parent, tell your caseworker before the child support referral goes out.
While you are on CalWORKs, the state keeps most of the child support collected on your behalf. California passes through $50 per month to families with one child and $100 to families with two or more.7California Department of Child Support Services. Child Support Pass-Through Infographic Once you leave CalWORKs, the full support payment comes to you.
The 60-Month Clock
CalWORKs cash aid for adults has a cumulative lifetime limit of 60 months. The months don’t need to be consecutive. When the limit runs out, adults lose eligibility but children in the household continue to receive a smaller grant through a safety-net provision.8California Department of Social Services. CalWORKs FAQ If your application is denied or your benefits are cut, you have 90 days from the notice date to request a state hearing. Filing before the effective date of the change keeps your current benefits in place until the hearing is decided, though you may have to repay them if the county’s decision is upheld.
Medi-Cal Health Coverage
Medi-Cal is California’s Medicaid program, offering free or low-cost coverage for doctor visits, hospital care, prescriptions, mental health treatment, and preventive services. Adults qualify at household income up to 138% of the Federal Poverty Level. Children have a more generous ceiling of 266% of the FPL, so your kids may be covered even when your own income is above the adult cutoff.9Covered California. Medi-Cal
Pregnancy gets special treatment. Income limits are more generous while you are pregnant, and California now extends full Medi-Cal coverage for 12 months after delivery regardless of income changes, covering all medically necessary care rather than just pregnancy-related services.10Department of Health Care Services. Medi-Cal Postpartum Coverage Extension Postpartum coverage used to end at 60 days. You can apply through coveredca.com or at your county social services office, and CalWORKs recipients are generally enrolled automatically.
Food Help: CalFresh and WIC
CalFresh is California’s version of SNAP, delivering monthly food benefits on an EBT card that works at grocery stores, farmers’ markets, and participating online retailers.11California Department of Social Services. CalFresh Program California uses broad-based categorical eligibility, so households with gross monthly income at or below 200% of the Federal Poverty Level can qualify with no asset limit.12USDA Food and Nutrition Service. Broad-Based Categorical Eligibility The maximum allotment for a household of three is $785 per month, though your actual amount depends on net income after deductions for housing, childcare, and other allowable expenses. Benefits buy groceries and food-producing seeds and plants; they don’t cover alcohol, tobacco, vitamins, hot prepared meals, or household supplies.
College students have an extra hurdle. Attending school at least half-time means you also need a separate exemption, such as working 20 hours a week, participating in work-study, caring for a child under six, or being a single parent enrolled full-time with a child under 12. Without one of those, you won’t qualify no matter how low your income is.
WIC, the Special Supplemental Nutrition Program for Women, Infants, and Children, covers pregnant women, new mothers up to six months postpartum, breastfeeding mothers up to 12 months postpartum, and children under five. Income eligibility is 185% of the FPL, and already receiving CalFresh, CalWORKs, or Medi-Cal automatically satisfies it.13California WIC Program. Am I Eligible? WIC provides specific nutritious foods rather than a general food budget. Postpartum packages include milk, eggs, whole grains, cereal, canned fish, legumes, and a $48 cash-value benefit for fruits and vegetables.14WIC Works Resource System. Food Package VI – Postpartum You can receive WIC and CalFresh together, and WIC visits include nutrition counseling and referrals.
Tax Credits That Pay in a Lump Sum
Tax credits often deliver the largest single payout available to low-income single mothers, and they are the benefits most often missed. You claim them when you file your tax return.
The federal Earned Income Tax Credit is the biggest piece. For the 2025 tax year, a single parent with one qualifying child can receive up to $4,328, rising to $7,152 with two children and $8,046 with three or more. Income ceilings depend on the number of children and reach $61,555 for three or more.15Internal Revenue Service. Earned Income and Earned Income Tax Credit Tables The EITC is fully refundable, so you get the money even if you owe no federal tax. You need some earned income to qualify, but CalWORKs or CalFresh income does not count against you.
California stacks its own credit on top. CalEITC pays up to $3,756 for families with three or more children, with an income limit of $32,900. It is available to filers using an Individual Taxpayer Identification Number, so undocumented parents who file taxes can claim it.16Franchise Tax Board. Eligibility and Credit Information – CalEITC If you qualify for CalEITC and have a child under six, you can also claim the Young Child Tax Credit, worth up to $1,189.
For 2026, the federal Child Tax Credit is $2,200 per qualifying child, with up to $1,700 refundable through the Additional Child Tax Credit. The refundable portion phases in based on earnings above $2,500, so very low earners receive less than the full refundable amount. A single mother with two young children earning around $25,000 could end up with well over $10,000 across these credits combined. Free Volunteer Income Tax Assistance sites across California can help you claim everything you’re entitled to.
Housing and Utility Programs
Affordable housing is the hardest benefit to actually land. The federal Housing Choice Voucher program, commonly called Section 8, pays the difference between 30% of your income and fair market rent in your area.17U.S. Department of Housing and Urban Development. Housing Choice Voucher Program It is a real benefit, but California waiting lists are either closed or stretch years. Many local agencies prioritize applicants who are homeless or facing immediate displacement.
Emergency Housing Vouchers move faster for families in crisis. They prioritize people who are homeless, at risk of homelessness, or fleeing domestic violence, sexual assault, or stalking.18U.S. Department of Housing and Urban Development. Emergency Housing Vouchers Referrals come through local continuums of care and public housing authorities, so your route in is your county’s homeless services hotline or a domestic violence service provider.
Utilities are easier to get help with. The Low Income Home Energy Assistance Program offers a one-time annual payment toward heating or cooling bills and emergency help when you face a shutoff.19Administration for Children and Families. Low Income Home Energy Assistance Program For ongoing relief, two California programs reduce the monthly bill:
- CARE offers a 30% to 35% discount on electric bills and a 20% discount on natural gas bills for income-qualified households.
- FERA offers an 18% discount on electric bills for households whose income is above the CARE limit but still within FERA thresholds.
Both run through the California Public Utilities Commission, and you enroll through your utility company.20California Public Utilities Commission. CARE/FERA Program If you qualify for CalFresh or Medi-Cal, you likely meet the CARE income rules too.
Childcare and Job Training
Childcare costs can swallow an entire CalWORKs grant, so California funds a three-stage subsidized childcare system. Stages One and Two are entitlements for CalWORKs families, meaning you are guaranteed a spot if you meet the rules. Stage One starts when you begin Welfare-to-Work activities, and families move to Stage Two once the county finds them stable. Together these cover childcare for up to 24 months after you leave cash aid.21California Department of Social Services. CalWORKs Child Care
Stage Three picks up after that 24-month window, but it is not an entitlement. Availability depends on funding, and your income must stay below 85% of the state median income.22California Department of Social Services. Subsidized Programs When funding runs short, Stage Three waitlists get long. If you’re nearing the end of Stage Two, start the Stage Three paperwork early.
For job training beyond CalWORKs, America’s Job Center of California locations around the state offer free services funded by the federal Workforce Innovation and Opportunity Act. They provide skills assessments, career planning, resume help, and funding for training or certificate programs in high-demand fields.23Employment Development Department. Workforce Innovation and Opportunity Act The training funding is especially useful because it can pay tuition for programs leading to higher-paying work, turning public assistance into a bridge toward supporting your family on your own.
