California SNAP (CalFresh): Eligibility, Applying, and Recertification

You can qualify for CalFresh, California’s version of SNAP, if your household’s gross monthly income is at or below 200% of the federal poverty level — roughly $2,660 for one person or $5,500 for a family of four under the 2026 guidelines — and you can apply through the BenefitsCal online portal, by mailing Form CF 285 to your county social services office, or by walking it in. The California Department of Social Services sets the rules, but your local county office handles applications, interviews, and ongoing case management.

Income Limits and Who Counts in Your Household

CalFresh eligibility begins with how the program defines your household. Under federal rules, a household is either a person living alone, a person who lives with others but buys and prepares food separately, or a group of people who live together and share meals.1eCFR. 7 CFR 273.1 – Household concept Everyone in your CalFresh household has their income counted together. A roommate who buys their own groceries and cooks separately would not be part of your household even if you share a lease.

California uses a policy called Broad-Based Categorical Eligibility to raise its income ceiling above the standard federal SNAP threshold of 130% of the federal poverty level.   • 1 person: $2,660
  • 2 people: $3,607
  • 3 people: $4,553
  • 4 people: $5,500

After allowable deductions come off your gross income, the remaining amount (your net income) must fall at or below 100% of the FPL. Households where every member is elderly or disabled skip the gross income test entirely, but they still have to meet the net income limit. These figures update each October at the start of the federal fiscal year.5Food and Nutrition Service. SNAP Cost-of-Living Adjustment (COLA) Information

No Asset Test

California’s BBCE policy also eliminates the asset test for most CalFresh applicants. There is no limit on bank accounts, savings, or vehicles for CalFresh eligibility in the state.2Food and Nutrition Service. Broad-Based Categorical Eligibility (BBCE) Money in the bank will not disqualify you, which sets California apart from many other states.

Work Requirements

Most CalFresh recipients between 16 and 59 who are physically and mentally able to work must register for employment, accept suitable job offers, and avoid quitting a job without good cause. Exemptions apply if you already work at least 30 hours per week, attend school at least half-time, care for young children or an incapacitated household member, or receive unemployment benefits.

ABAWD Time Limits Return in June 2026

A stricter rule applies to Able-Bodied Adults Without Dependents (ABAWDs) — adults ages 18 through 64 without a disability who are not responsible for a child under 14. ABAWDs who do not work, volunteer, or participate in a qualifying training program for at least 80 hours per month can only receive CalFresh for three months in any three-year period.6California Department of Social Services. California waived this time limit broadly for years. That changes on June 1, 2026, when most counties will begin enforcing the requirement. Seven counties with higher unemployment stay waived through October 31, 2026: Alpine, Colusa, Imperial, Merced, Monterey, Plumas, and Tulare.6California Department of Social Services. CalFresh Work and Community Engagement Requirements Anywhere else in California, an ABAWD who cannot meet the 80-hour monthly threshold will lose benefits after three months.

You may be exempt from the ABAWD time limit if you are pregnant, have a physical or mental condition that prevents you from working 80 hours per month, are recognized as an Indian or California Indian under the Indian Health Care Improvement Act, experience chronic homelessness tied to a health condition, or attend an Office of Refugee Resettlement training program at least half-time.6California Department of Social Services. Rules for College Students

Students enrolled at least half-time in a college or other institution of higher education face an extra hurdle. They are generally ineligible for CalFresh unless they meet a specific exemption on top of the normal income and household requirements. The school itself determines what counts as half-time enrollment.7Food and Nutrition Service. Students

Common exemptions that make a student eligible include:

  • Working paid hours averaging at least 20 per week. Self-employed students must also earn at least the federal minimum wage times 20 hours.
  • Participating in a state or federally financed work-study program, even before hours are assigned.
  • Being responsible for a child under 6, or a child aged 6 to 11 when adequate childcare is unavailable.
  • Enrolled full-time as a single parent caring for a child under 12.
  • Receiving Temporary Assistance for Needy Families (TANF) benefits.
  • Placed in college through SNAP Employment and Training, a Workforce Innovation and Opportunity Act program, or a Trade Adjustment Assistance program.
  • Under 18 or age 50 and older.

Students who receive most of their meals through a campus meal plan are ineligible even if they meet an exemption. Temporary COVID-era student exemptions expired in July 2023.7Food and Nutrition Service. Students

Noncitizen Eligibility

CalFresh is open to certain noncitizens. Lawful permanent residents who have held that status for five or more years generally qualify. Refugees, asylees, and trafficking victims are eligible without a waiting period. Noncitizen children under 18 and noncitizens who receive disability-related benefits also qualify regardless of how long they have been in the country.

Under current USCIS guidance, non-cash benefits like SNAP are not counted in public charge determinations, so using CalFresh should not affect a green card application or visa renewal. Immigration policy in this area is actively debated, and if status is a concern for anyone in your household, talking to an immigration attorney before applying is a reasonable step. Only noncitizen household members applying for CalFresh need to submit immigration documentation; U.S. citizen household members do not need to disclose anyone else’s status.8California Department of Social Services. How to Apply

California uses Form CF 285 as the CalFresh application. You can submit it three ways:

  • Online through the BenefitsCal portal.
  • By mail to your county social services office.
  • In person at the county office, which lets staff flag missing paperwork on the spot.

  • Identity: driver’s license, state ID, or passport for the primary applicant.
  • Residency: rental agreement, utility bill, or other document showing your California address.
  • Social Security numbers for every household member applying for benefits.
  • Earned income: pay stubs or an employer statement covering the last 30 days. Self-employed applicants need income and expense records or tax returns.
  • Unearned income: award letters or bank statements for Social Security, unemployment, veterans’ benefits, child support, or similar payments.
  • Bank statements for all household members. California has no asset limit, but interest income and balances may still be reviewed.
  • Immigration documentation (alien registration card or visa) for any noncitizen applying.

To boost your benefit amount, bring proof of monthly expenses too: rent or mortgage, property tax, utilities, childcare, and any child support anyone in the household pays. If a member is 60 or older or disabled, documentation of out-of-pocket medical costs above $35 per month can raise your allotment through the medical expense deduction.4California Department of Social Services. What Happens After You Apply

Once your application is filed, the county schedules a mandatory interview. Most interviews are by phone, but you can ask for an in-person meeting.9California Department of Social Services. If your household has very little income or resources and needs food right away, you may qualify for expedited processing. Expedited cases must receive benefits within seven calendar days of applying.10Food and Nutrition Service. Once approved, the county mails you a Golden State Advantage EBT card. It works like a debit card at any authorized grocery store or farmers’ market. Benefits load automatically each month on a date tied to the last digit of your case number: numbers ending in 1 load on the 1st, 2 on the 2nd, and so on, with case numbers ending in 0 loading on the 10th.

Keeping Your Benefits Active

Approval is not the end of the paperwork. California requires regular check-ins so your benefit amount tracks your circumstances.

The Semi-Annual Report (SAR 7)

Six months into your certification period, you file a Semi-Annual Report using Form SAR 7. It asks about changes in income, household members, and expenses during the reporting month.11Los Angeles County Department of Public Social Services. Semi-Annual Reporting It is due by the 5th of the month after the reporting month. Miss the deadline and your benefits can be suspended or terminated. The county will not assume nothing changed; filing is on you.

Annual Recertification (CF 37)

Before your certification period ends, usually every 12 months, the county mails you a recertification form (CF 37). Complete it, return it, and complete a new interview before the period expires or you will lose benefits.9California Department of Social Services. Letting the deadline pass means starting a brand-new application from scratch, which can leave you without benefits for weeks.

Households leaving the CalWORKs cash assistance program receive five months of Transitional CalFresh benefits automatically, without a new application, as long as they received CalFresh during their last month on CalWORKs. When the transitional period ends, the county moves you to regular CalFresh through a standard recertification.
