CalFresh eligibility and benefits come down to three questions: Do you live in California and have a Social Security number for everyone on the application? Does your household’s gross monthly income fall under 200 percent of the Federal Poverty Level, with net income under 100 percent? And how many people share your meals? If you qualify, monthly benefits run from $298 for one person up to $1,789 for a household of eight for the federal fiscal year that runs October 2025 through September 2026.1USDA Food and Nutrition Service. SNAP Cost-of-Living Adjustment (COLA) Information CalFresh is California’s name for SNAP, run by the state Department of Social Services and administered by each of the 58 counties.2California Department of Social Services. Who Qualifies
You need to be a California resident, and every person listed on the application needs a Social Security number.3Santa Clara County Social Services Agency. CalFresh Verification U.S. citizens and most lawfully present noncitizens can qualify. Legal permanent residents who have not yet met federal eligibility requirements may still receive the same benefits through the state-funded California Food Assistance Program (CFAP).4California Department of Social Services. What Is CFAP
Your household means the people who live with you and normally share meals. Spouses living together are always one household. Children under 22 living with a parent must be included in the parent’s household even if they buy and prepare their own food separately.5County of Santa Clara Social Services Agency. CalFresh Household Composition Household size matters because it drives both the income limits and the benefit amount.
Income Limits and the Asset Test
Most households face two income tests. Gross monthly income, before deductions, cannot exceed 200 percent of the Federal Poverty Level for your household size. Net monthly income, after allowable deductions, must fall below 100 percent of the Federal Poverty Level.6Los Angeles County Department of Public Social Services. CalFresh Eligibility Criteria
California has effectively eliminated the asset test for most applicants through broad-based categorical eligibility. Savings accounts, vehicles, and other personal property do not disqualify you.7Food and Nutrition Service. Broad-Based Categorical Eligibility A resource limit can still apply to households where a member has been disqualified for a program violation, and to some households with a senior or disabled member whose income exceeds the standard thresholds.
How Much You Get
Benefit amounts are set federally each October and run through the following September. The current maximum monthly allotments:1USDA Food and Nutrition Service. SNAP Cost-of-Living Adjustment (COLA) Information
- 1 person: $298
- 2 people: $546
- 3 people: $785
- 4 people: $994
- 5 people: $1,183
- 6 people: $1,421
- 7 people: $1,571
- 8 people: $1,789
These are ceilings. Most households receive less, because the county takes your net income, multiplies by 30 percent, and subtracts that from the maximum for your household size. Households with two or more members age 60 and over, or with a disability, are guaranteed a minimum of $60 per month regardless of income.8San Francisco Human Services Agency. Deductions That Raise Your Benefit
Several deductions come off your gross income before the 30 percent calculation, and they’re the reason many households get more than a quick glance at the income tables would suggest:
- A standard deduction: $209 per month for households of one to three, $223 for four, $261 for five, and $299 for six or more.
- An earned income deduction equal to 20 percent of wages, salary, or self-employment income.
- Out-of-pocket dependent care costs that let someone in the household work or attend training.
- Shelter costs (rent or mortgage, property taxes, insurance, utilities) that exceed half of your income after other deductions. For households without an elderly or disabled member, this deduction is capped at $744 per month; the cap does not apply if anyone in the household is 60 or older or has a disability.
- Medical expenses above $35 per month for elderly or disabled household members. California also offers a flat $150 standard medical deduction when verified expenses fall between $35.01 and $185 per month, which cuts paperwork.9California Department of Social Services. For utilities, California uses a Standard Utility Allowance of $663 per month rather than requiring documentation of every bill.
What CalFresh Covers
CalFresh pays for most food and drink at stores that accept EBT, including grocery stores, many farmers’ markets, and some online retailers. Eligible items include fruits, vegetables, meat, dairy, bread, cereals, snack foods, non-alcoholic beverages, and seeds or plants that produce food for your household.11USDA Food and Nutrition Service. What Can SNAP Buy?
You cannot buy alcohol, tobacco, cannabis or CBD products, vitamins or supplements (anything with a Supplement Facts label), hot foods at the point of sale, pet food, cleaning supplies, or personal care items. The hot-food rule trips people up at delis and convenience stores: a cold rotisserie chicken you’d reheat at home is eligible, but the same chicken sold warm off the rotisserie is not.
A narrow exception exists through the Restaurant Meals Program, which lets some recipients use EBT at approved restaurants. Every member of the household must be at least 60 years old, have a disability, be experiencing homelessness, or be the spouse of someone in one of those categories.12County of Sonoma. CalFresh Restaurant Meals Program If even one member doesn’t fit, the household isn’t eligible for the restaurant option.
How to Apply
The fastest route is BenefitsCal, California’s online portal. The older GetCalFresh.org site no longer accepts applications and redirects there.13GetCalFresh. CalFresh (SNAP) in California You can also submit Form CF 285 at your county office in person, by mail, or by fax.14California Department of Social Services. Application for CalFresh Benefits If you’re applying for Medi-Cal or cash aid at the same time, the SAWS 1 multi-program application covers everything.
Gather these before you start: proof of identity for each household member (driver’s license, state ID, or birth certificate), Social Security numbers, proof of California residency such as a utility bill or lease, pay stubs from the last 30 days, any benefit award letters, and records of shelter costs.15California Department of Social Services. Initial Application for CalFresh, Cash Aid, and/or Medi-Cal/Health Care Programs If anyone in the household is 60 or older or has a disability, bring documentation of out-of-pocket medical expenses too, since those can meaningfully raise the benefit.
After the application comes in, a county eligibility worker will schedule a phone interview. The county verifies your information against electronic databases and the documents you submitted. The process takes up to 30 days. Households with very low income and few resources may qualify for expedited processing, which loads benefits onto an EBT card within three calendar days.
Keeping Benefits Once You’re Approved
California uses semi-annual reporting. Six months into your certification period, you file Form SAR 7, a short report on changes to income, address, or household size.16California Department of Social Services. SAR 7 Eligibility Status Report It covers the fifth month of the period and is due in the sixth.17Los Angeles County Department of Public Social Services. Semi-Annual Reporting Miss the deadline and benefits are suspended. Mark the date.
Between reports, you generally don’t need to flag minor changes. The exception: if your gross household income crosses the Income Reporting Threshold (IRT) the county assigned you, you must notify them within 10 days.18San Francisco Human Services Agency. Keep CalFresh
Every 12 months you recertify on Form CF 37, with another interview. Submit before your certification period ends to avoid a gap. More than 30 days past the deadline and you have to start a brand-new application.19California Department of Social Services. CF 37 – Recertification for CalFresh Benefits
Work Requirements Starting June 2026
Beginning June 1, 2026, California will apply stricter federal work rules to CalFresh recipients classified as Able-Bodied Adults Without Dependents (ABAWDs). The rule applies if you are 18 to 64, physically and mentally able to work at least 20 hours per week, and do not have a dependent child under 14.20California Department of Social Services. CalFresh Work and Community Engagement Requirements
If you fit that description, you must work or participate in a qualifying activity for at least 80 hours per month. Qualifying activities include paid employment, self-employment, volunteering, and work or training programs such as CalFresh Employment and Training (CFET).21USDA Food and Nutrition Service. SNAP Work Requirements Without the hours and without an exemption, you can only receive benefits for three months in any 36-month period.
The June 2026 change pulls several previously exempt groups into the requirement: adults 55 through 64, parents whose youngest child is 14 or older, people experiencing homelessness, veterans, and former foster youth. These individuals must meet the 80-hour requirement unless they qualify for another exemption, such as a physical or mental health condition that limits their ability to work. A new exemption covers individuals who are Native American, Alaska Native, or Tribal Members under the Indian Health Care Improvement Act.22County of Santa Clara Social Services Agency. CalFresh Update: ABAWD Time Limit Implementation
If this change may affect you, contact your county office before June 2026. CFET provides free job training along with support for transportation, work supplies, and interview clothing, which can satisfy the activity requirement.
If You’re Denied or Your Benefits Are Cut
You have 90 days from the date on the notice to request a state hearing with the California Department of Social Services. After 90 days, you can still request one but must show good cause for the delay.23California Department of Social Services. State Hearing Requests
The 10-day mark inside that window matters. File within 10 days of a notice reducing or cutting off your benefits and you can keep your current amount while the hearing is pending, a protection called aid paid pending. If the decision ultimately goes against you, you may have to repay what you received during that stretch. Request a hearing after the 10-day window and your benefits drop to the new amount, or stop entirely, while you wait.
