California SNAP Eligibility: Income, Assets, and Work Rules

You qualify for California SNAP, known in the state as CalFresh, if your household’s gross monthly income is at or below 200 percent of the federal poverty level, you live in California, and you meet the program’s rules on citizenship or immigration status, student status, and (for some adults without children) work. For a single person in 2026, that income ceiling is $2,610 per month before deductions.1Santa Clara County Social Services Agency. CalFresh Program Monthly Allotment and Income Eligibility California is more generous than many states: it uses the 200 percent cutoff rather than the federal 130 percent baseline, and it waives the asset test for most applicants.2Food and Nutrition Service. Broad-Based Categorical Eligibility

Income Limits by Household Size

Gross income means everything the household brings in before deductions: wages, self-employment income, Social Security, child support received, and similar sources. The 2026 monthly gross income ceilings are:

  • 1 person: $2,610
  • 2 people: $3,526
  • 3 people: $4,442
  • 4 people: $5,360
  • 5 people: $6,276
  • 6 people: $7,192
  • 7 people: $8,110
  • 8 people: $9,026

Each additional person adds $918 to the limit.1Santa Clara County Social Services Agency. CalFresh Program Monthly Allotment and Income Eligibility

Households that include someone 60 or older or a person with a disability face an additional net income test. After allowable deductions (a standard deduction, 20 percent of earned income, shelter costs above half of remaining income, and unreimbursed medical costs over $35 for the elderly or disabled member), net income must fall below 100 percent of the federal poverty level, which is $1,330 per month for one person in 2026.3Los Angeles County Department of Public Social Services. CalFresh Eligibility Criteria4HHS ASPE. 2026 Poverty Guidelines Households without an elderly or disabled member only need to pass the gross income test.

Who Counts in Your Household

CalFresh counts your household as the people who live together and regularly buy and prepare food as a group. Spouses, and children under 22 living in the same home, are always counted together, even if they cook separately.5San Francisco Human Services Agency. Check CalFresh Eligibility Everyone in the household pools income for the financial tests, so household composition directly affects whether you qualify.

There is an important exception for people 60 and older or with a permanent disability: they can be treated as their own separate household, even while sharing a home, if they can’t buy and prepare food for themselves. In that situation only the senior’s or disabled person’s own income counts toward their CalFresh case.

People experiencing homelessness qualify. The program’s definition is broad: anyone without a fixed nighttime residence, anyone staying in a shelter or temporary accommodation, or anyone sleeping in a place not meant for regular housing. You do not need a permanent address to apply, and homeless applicants get a standard shelter deduction of roughly $199 per month without having to verify actual shelter costs.6Food and Nutrition Service. The Asset Rule in California

Most CalFresh applicants face no asset test. Under California’s Modified Categorical Eligibility, savings accounts, retirement funds, stocks, and vehicles don’t count against you.2Food and Nutrition Service. Broad-Based Categorical Eligibility That’s a real difference from many other states, and from the old federal baseline that still shapes a lot of people’s assumptions about SNAP.

The exception is a household where someone has been disqualified for an intentional program violation (lying on an application, trading benefits for cash). Those households lose categorical eligibility and have to meet the standard federal resource limits.7California Department of Social Services. ACL No. 14-56 – CalFresh Modified Categorical Eligibility

Citizenship and Immigration Status

Immigration status matters. After the passage of H.R. 1, the non-citizens who can receive federal CalFresh benefits include lawful permanent residents (green card holders), Cuban and Haitian entrants, and citizens of Compact of Free Association nations (Micronesia, the Marshall Islands, and Palau). The five-year waiting period for lawful permanent residents still applies: green card holders generally need five years of U.S. residency or 40 qualifying work quarters before they can get federal CalFresh.8Santa Clara County Social Services Agency. CalFresh Implementation of H.R. 1 Changes to Noncitizen Eligibility Policy

California fills part of this gap with the California Food Assistance Program (CFAP), which pays state-funded benefits identical to CalFresh for people who are ineligible for federal benefits solely because of immigration status. CFAP covers lawful permanent residents who haven’t met the five-year rule, parolees, conditional entrants, and people who have been battered or abused by a spouse or parent.9California Department of Social Services. Who is Eligible? People who lost eligibility specifically because of H.R. 1’s changes are not covered by CFAP. Only the people actually applying for benefits need to show immigration documents; other household members do not.

If You’re a College Student

Students enrolled at least half-time in college or university generally cannot get CalFresh unless they meet an exemption. The rule applies to students aged 18 to 49. The exemption list is long, and many California students meet one:

  • Working at least 20 hours per week, or averaging 80 hours per month10Santa Clara County Social Services Agency. CalFresh Student Eligibility Exemptions
  • Receiving federal or state work-study for the current term, even if the job hasn’t started
  • Approved for a Cal Grant A or B funded through TANF
  • Caring for a child under 12 (full-time student) or under 6 (part-time student)
  • Receiving CalWORKs
  • Enrolled in Extended Opportunity Programs and Services (EOPS)
  • Enrolled in a Workforce Innovation and Opportunities Act program
  • Enrolled in a state or local employability program with components like adult basic education, career and technical education, or work-readiness training
  • Not planning to register for the next regular school term

One exemption is enough. Meeting an exemption only clears the student rule; you still have to pass the regular income tests.11California Department of Social Services. Policy Guidance – Section: Student Resources

Work Requirements for Adults Without Dependents

Adults aged 18 to 64 who aren’t caring for children or disabled household members face a time limit on benefits. These “able-bodied adults without dependents” (ABAWDs) can receive only three months of CalFresh in any 36-month period unless they work or participate in a work program averaging at least 20 hours per week.12California Department of Social Services. Able-Bodied Adults Without Dependents The three months don’t have to be consecutive. The hours can come from paid work, volunteering, or a qualifying training program; earning at least $217.50 per week before taxes also counts, even with fewer than 20 hours.

You’re exempt from the time limit if you fall into any of these groups:

  • Under 18 or over 64
  • A parent or caregiver responsible for a child under 14
  • Unable to work due to a physical or mental health condition
  • Pregnant at any stage
  • Experiencing chronic homelessness tied to a health issue
  • Struggling with a substance use disorder connected to a health condition
  • American Indian, Urban Indian, or California Indian under the Indian Health Care Improvement Act
  • Living in a county where the work requirement is currently waived

If you lose your exemption and aren’t meeting the work hours, the three-month clock starts. After it runs out, you’d need to work the required hours for at least one month to restart.12California Department of Social Services. Able-Bodied Adults Without Dependents

How Much You’ll Receive If You Qualify

Benefits aren’t a flat amount. The county starts with the maximum allotment for your household size and reduces it by 30 percent of your net income after deductions. A household with no net income after deductions gets the full maximum. The FY2026 maximum monthly allotments are:

  • 1 person: $298
  • 2 people: $546
  • 3 people: $785
  • 4 people: $994
  • 5 people: $1,183
  • 6 people: $1,421
  • 7 people: $1,571
  • 8 people: $1,789

Each additional member adds $218.1Santa Clara County Social Services Agency. CalFresh Program Monthly Allotment and Income Eligibility The deductions that pull your net income down include a standard deduction based on household size, 20 percent of earned income, dependent care costs, excess shelter costs (capped at $744 per month for households without an elderly or disabled member, uncapped for those with one), and medical costs over $35 per month for elderly or disabled members.13California Department of Social Services. How to Apply and How Fast You’ll Get a Decision

Apply online at BenefitsCal, the state’s official portal. The older GetCalFresh.org site no longer accepts applications and redirects there.14GetCalFresh. CalFresh (SNAP) in California You can also file a paper application (Form CF 285) with your county social services office by mail, fax, or in person.15California Department of Social Services. Application for CalFresh Benefits (Form CF 285) Submit the application first and send verification documents later; your benefit start date is tied to the filing date, not the date everything is verified.

You’ll be scheduled for a mandatory interview, usually by phone. Households where every adult is 60 or older or has a disability can ask to waive the face-to-face interview.16California Department of Social Services. CalFresh Recertification for Older Adults Standard processing is 30 days from the filing date.17California Department of Social Services. Expedited service cuts the timeline to three calendar days. You qualify if any one of these applies:

The second condition catches people the first one misses: someone earning $1,500 a month but paying $1,800 in rent, with $50 in the bank, qualifies for expedited service even though their income is well above $150.
