California Veterans Education Benefits: Fee Waiver Plans A–D

The California Veteran Dependent College Fee Waiver pays the full systemwide tuition and mandatory fees at every California Community College, California State University, and University of California campus for eligible children, spouses, and surviving spouses of disabled or deceased veterans. You apply through your local County Veterans Service Office (CVSO) using a DVS-40 form, and once approved you receive an award code your school uses to zero out your tuition. Which of the four eligibility plans you fall under determines the paperwork, the income rules, and whether you can also collect federal VA education benefits at the same time.

What the Waiver Pays and What It Doesn’t

The waiver, administered by the California Department of Veterans Affairs (CalVet), covers mandatory systemwide tuition and fees at any public California college or university.1California Department of Veterans Affairs. California Veteran Dependent College Fee Waiver At UC and CSU, that is thousands of dollars a year. It applies to most undergraduate degrees and many traditional graduate programs.

It does not cover books, parking, student health insurance, or room and board. Campus-based fees, which vary by school, are separate from systemwide tuition and are not waived. Self-supporting graduate professional programs, including executive MBAs, certain online master’s programs, and professional law degrees at UC, sit outside the waiver.2UC Berkeley Office of the Registrar. The Four Eligibility Plans

Every applicant qualifies under one of four plans. Each ties to a different relationship between the dependent and the veteran, and each carries its own age, income, and marital-status rules.

Plan A: Dependents of Totally Disabled or Deceased Wartime Veterans

Plan A covers the unmarried child, spouse, or surviving spouse of a wartime veteran who died of a service-connected cause or carries a 100-percent service-connected disability rating from the VA. Children must be between 14 and 27, with the ceiling raised to 30 if the child is a veteran. Spouses and surviving spouses have no age limit.3Southwestern College. Plan B: Children of Service-Connected Disabled Veterans

Plan B is the most commonly used. It covers the unmarried child of a veteran who carries any service-connected disability rating, even zero percent, and the veteran does not need to have served during wartime. Plan B has an income cap. The student’s own adjusted gross income plus any financial support received from a parent cannot exceed the annual limit, which for the 2026–2027 academic year is $22,941.5Orange County Veterans Service Office. College Tuition Fee Waiver Students who worked the prior year file a signed federal tax return; students with no reportable income submit a letter of non-filing from the IRS or the California Franchise Tax Board, dated after the April tax deadline.

Plan C: Dependents of California National Guard Members

Plan C applies when a California National Guard member was killed or permanently disabled during active state service. The activation orders must have been issued under Military and Veterans Code section 146, covering emergencies like natural disasters or civil unrest when the Governor calls the Guard into state service.6California Legislative Information. Plan D: Medal of Honor Recipients and Their Children

Plan D covers Medal of Honor recipients and their unmarried children under 27. Benefits are limited to undergraduate studies, unlike Plans A through C, which can extend into state-supported graduate programs. Applicants face the same income cap used for Plan B, tied to the California income tax filing threshold ($22,941 for a single filer under 65 in 2026). The Plan A Trade-Off With Chapter 35

Plan A carries a decision the other plans don’t force. You cannot collect the state fee waiver and federal VA Chapter 35 Dependents’ Educational Assistance in the same term. Applicants sign an election form choosing one or the other.3Southwestern College. Cal Vet Fee Waiver

Compare the two before choosing. Chapter 35 pays a monthly living stipend the state waiver does not. If your tuition is modest, as it can be at a community college, or your living costs are high, the federal benefit may be worth more than the tuition the state would erase. If you’re headed to UC or CSU with limited outside support, the waiver often wins. Run the numbers for your specific campus and housing situation rather than defaulting to whichever paperwork feels easier.

The 21st-Birthday Rule That Catches Families

Plan A adds a timing rule for children that trips people up. The qualifying event — the veteran’s death, or the VA’s issuance of a total disability rating — must have occurred before the child turned 21.8California State University Channel Islands. The saving detail is that the VA’s effective date, not the date on the decision letter, controls. If the VA backdates a 100-percent rating to a date before the child’s 21st birthday, the child still qualifies, even if the letter arrived years later.9Veterans Affairs. How to Apply

You apply through your local County Veterans Service Office by submitting a DVS-40 form with supporting documents. CalVet lists CVSO locations on its website. Both the student and the veteran must sign the application, and if you plan to attend more than one school, you file a separate application for each.10CalVet. College Fee Waiver

The core document package:

  • The veteran’s DD-214 discharge papers.
  • The VA award letter confirming the service-connected rating or service-connected death. Plan A requires a 100-percent total disability rating or service-connected death; Plan B accepts any service-connected rating.
  • Proof of relationship: a birth certificate for a child, a marriage certificate for a spouse, or adoption records where applicable.
  • For Plans B and D only, income documentation: a signed copy of the student’s prior-year federal tax return, or a letter of non-filing from the IRS or California Franchise Tax Board if the student had no reportable income.

Once the CVSO has a complete file, processing runs about 14 business days. Missing signatures or documents get the packet returned, which adds weeks. When approved, you receive an Award Code Letter by email; you take that letter to your school’s financial aid or veterans benefits office, which applies the code to waive your tuition.

Renewing Every Year

Approval is annual. Each authorization letter covers one academic year — fall through the following spring and summer — and you renew through your CVSO by resubmitting updated documentation, including current income verification for Plans B and D.2UC Berkeley Office of the Registrar. GI Bill In-State Tuition and Priority Registration

Two other benefits sit alongside the fee waiver and are worth knowing about.

Under 38 U.S.C. § 3679, any public university that accepts GI Bill funding must charge in-state tuition rates to veterans discharged after at least 90 days of active service who live in the state where the school is located. The same protection extends to spouses and children using transferred Post-9/11 GI Bill benefits, Fry Scholarship recipients, and participants in Veteran Readiness and Employment.11Office of the Law Revision Counsel. 38 USC 3679 Since August 2022, dependents using the Survivors’ and Dependents’ Educational Assistance (DEA) program also qualify.12U.S. Department of Veterans Affairs. In-State Tuition Rates Under The Veterans Choice Act A school still charging out-of-state tuition to a GI Bill user living in California is violating the conditions of its VA approval.

California law also gives veterans and current service members priority course registration at CSU campuses and community colleges, and asks the UC system to do the same. The priority covers all degree and certificate programs once the school verifies military status. Eligibility requires an honorable, general, or other-than-honorable discharge and eligibility for federal GI Bill benefits; dishonorable or bad-conduct discharges are excluded.13California Legislative Information.
