California Wholesale License Costs: Vehicle, Alcohol, and Tobacco

A California wholesale license cost depends entirely on what you plan to sell. The basic seller’s permit from the California Department of Tax and Fee Administration (CDTFA), which covers most wholesalers of tangible goods, is free to obtain and free to renew.1California Department of Tax and Fee Administration. Obtaining a Seller’s Permit Specialized wholesale licenses for vehicles, alcohol, tobacco, and firearms carry their own fees, ranging from a few hundred dollars to $1,200 or more per year.

The Seller’s Permit Is Free

If you buy tangible goods from suppliers and resell them, the license you need is a seller’s permit. It lets you issue a resale certificate to your suppliers so you aren’t charged sales tax on inventory you plan to resell.2California Department of Tax and Fee Administration. Resale Certificates You then collect sales tax from your own customers and remit it to the state. There is no application fee and no renewal fee.1California Department of Tax and Fee Administration. Obtaining a Seller’s Permit

One cost does catch some applicants off guard. The CDTFA can require a security deposit between $2,000 and $50,000 if you have a history of unpaid taxes or the agency considers your business a compliance risk.3California Department of Tax and Fee Administration. Compliance Manual Chapter 4 Most first-time applicants without prior tax problems are not asked for one. When a deposit is required, the amount is based on your estimated tax liability rather than a fixed figure.

You apply online through the CDTFA website. The agency says it may issue the permit the same day, though more complex applications take longer.4California Department of Tax and Fee Administration. Do You Need a California Seller’s Permit (Publication 107)

Surety Bond

Every dealer must post a surety bond. Wholesale-only dealers selling fewer than 25 vehicles per year post a $10,000 bond. All other dealers post a $50,000 bond.6California Legislative Information. California Vehicle Code Division 5 Chapter 4 Article 1 You don’t pay the full amount. You pay a bond premium to a surety company, typically 1% to 3% of the bond value per year. That works out to roughly $100 to $300 annually for a $10,000 bond, and $500 to $1,500 for a $50,000 bond.

Education, Testing, and Fingerprints

Before submitting your application, you must complete a dealer education program through an approved provider and pass a DMV written test. Education costs vary by provider. Live Scan fingerprinting is required for every person listed on the application as an owner or partner, generally $50 to $100 per person including state and federal processing fees.

The DMV’s investigation can run 120 days, including an in-person inspection of your business location.

The most common dealer license (Type 01) costs $200 to apply for and $90 to renew every three years. Manufacturers who also sell at wholesale (Type 07) pay $150 for both the initial application and each three-year renewal.13Bureau of Alcohol, Tobacco, Firearms and Explosives. Startup Costs That Stack On Top

The license fee is rarely the only check you write to open a wholesale business.

If you form an LLC, the California Secretary of State charges $70 to file articles of organization. Corporations use a separate fee schedule. A federal Employer Identification Number (EIN) is required if you hire employees, operate as a partnership or corporation, or pay sales and excise taxes. The EIN application is free and done online, but form your entity with the state first; the IRS warns that skipping that step can delay your EIN.16Internal Revenue Service. Most California cities and counties also require a local business license or tax certificate. Those fees vary by municipality, so check with your city clerk before you open.

For most wholesale businesses that don’t deal in regulated goods, the state license is the seller’s permit, and it costs nothing.
