Yes, you can use CalFresh in another state. Your California EBT card works at any authorized SNAP retailer in all 50 states and the District of Columbia, so a trip won’t interrupt your food benefits. A permanent move is the situation that requires action: you’ll need to close your CalFresh case and apply for SNAP in your new state, because receiving benefits from two states in the same month is a federal violation.
Where Your Card Works
Federal regulations require every state’s EBT system to accept cards issued by any other state. The technical term is interoperability, and in practice it means your CalFresh card will process at any store displaying the Quest logo or any other authorized SNAP retailer, anywhere in the country.1eCFR. 7 CFR 274.8 – Functional and Technical EBT System Requirements Grocery chains, corner stores, and participating farmers’ markets are all included. The retailer doesn’t have to do anything special; if it processes SNAP, it must accept your California card.
No extra fees apply to out-of-state EBT food purchases. A retailer can charge general fees it imposes on all customers, like a bag fee, but those have to be paid with cash or another method and can’t come out of your SNAP balance.
If you lose your card while traveling, call California’s EBT customer service line at (877) 328-9677 to freeze it and request a replacement. You can also order a replacement through BenefitsCal or the ebtEDGE mobile app.2Department of Social Services. EBT Card The new card goes to the address on file, so for a long trip, coordinate with someone at home or update your mailing address before you leave.
How Long You Can Be Away
Taking a trip doesn’t put your benefits at risk. Federal SNAP residency rules are broad: you have to live in the state where you applied, but you don’t have to prove intent to stay permanently.3eCFR. 7 CFR 273.3 – Residency If California is where you actually live and you plan to return, a temporary absence doesn’t change your status. The one exception written into the rule: someone visiting a state purely as a tourist can’t claim residency there to apply for SNAP.
California’s own policy allows a temporary absence from the county or state to last up to one year when the recipient intends to return.4DPSS ePolicy. 63-401 Residency The deciding factor is your intent to come back, not the exact number of days you’re gone. Absences for temporary work, caring for a sick relative, or a job search in another area all qualify, so long as you plan to return.
Extended out-of-state use will get noticed, though. County caseworkers monitor transaction locations, and a pattern of purchases in another state can trigger a residency review. If you’ll be away for more than a few weeks, contact your county worker ahead of time. You may be asked to confirm your intent to return and to respond in writing. Ignoring that kind of request can get your case closed for non-cooperation, which has nothing to do with whether you were actually eligible.
If You’re Moving Permanently
Federal law prohibits anyone from receiving SNAP benefits in more than one state during the same month.3eCFR. 7 CFR 273.3 – Residency A permanent move means you need to close your CalFresh case before, or immediately after, applying for food assistance in your new state.
Report your new address to your county worker within 10 calendar days of the move. You can do it by phone, in person, in writing, or through a status report form. Once the closure is processed, the county issues a Notice of Action confirming the end date. Keep that notice. Your new state can verify your case status through federal databases, but having the document in hand speeds up the intake interview if the database hasn’t updated.
When you apply in your new state, standard processing takes up to 30 days from the application date. If you have little or no income when you apply, you may qualify for expedited processing, which delivers benefits within seven days. Each state runs its own version of SNAP under a different name, and while the federal eligibility framework is largely the same everywhere, income thresholds, deductions, and benefit amounts vary.
Your Remaining Balance After Closure
Closing your CalFresh case doesn’t wipe out the money already on your card. Any unspent balance stays available at authorized SNAP retailers nationwide, and the card keeps working for food purchases until the balance runs out.
The one risk is inactivity. If you don’t use your EBT card for nine consecutive months, any remaining SNAP balance is permanently expunged, and there’s no recovering it. During a move, when a hundred other things are competing for your attention, make a point of using the card at least once every few months. Even a small purchase resets the inactivity clock.
Penalties for Collecting in Two States
Receiving SNAP from two states at the same time is treated as an intentional program violation. Someone found to have misrepresented their identity or residence to receive benefits in multiple states faces a 10-year disqualification from SNAP nationwide.5eCFR. Subpart F – Disqualification and Claims A disqualification imposed in one state carries over to every other state. Moving somewhere new doesn’t let you start fresh.
For less severe violations, the penalty structure escalates with each offense:6eCFR. 7 CFR 273.16 – Disqualification for Intentional Program Violation
- First violation: 12-month disqualification from SNAP
- Second violation: 24-month disqualification
- Third violation: permanent disqualification
You also have to pay back every dollar of benefits you weren’t entitled to. The debt doesn’t disappear when you leave the state. California can refer delinquent claims to the Treasury Offset Program after 180 days, which intercepts federal tax refunds and other federal payments to collect what you owe.7Federal Register. Food Stamp Program – Recipient Claim Establishment and Collection Standards If you delay reporting a permanent move and keep using benefits, the county can establish an overpayment claim for every month you collected CalFresh after you stopped being a California resident.8CDSS – CA.gov. All County Letter 13-79 – CalFresh Administrative Overissuances Most people in this situation didn’t set out to commit fraud; they moved, applied in the new state, and never got around to closing California.
One Note on Cash Benefits
If your EBT card also carries CalWORKs cash benefits, the cash side doesn’t travel as reliably as the food side. SNAP interoperability is federally mandated, so food purchases work everywhere. Cash benefits run under different rules, and some out-of-state ATMs or point-of-sale terminals may not process CalWORKs withdrawals even though the same card buys groceries without issue. Run a small cash transaction early in your trip so you know what works.
