Can I Use My Illinois Link Card in Another State?

Using your Illinois Link card in another state works the same way it works at home: swipe or insert at any authorized retailer, enter your PIN, and the transaction routes back to Illinois for approval. Federal law requires every state’s EBT system to accept cards issued by every other state, so your SNAP benefits are good at participating stores in all 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and Guam.1eCFR. 7 CFR 274.8 – Functional and Technical EBT System Requirements You don’t have to call the Illinois Department of Human Services before you leave. TANF cash benefits travel with you too, with a few extra wrinkles around fees and allowed locations.

The parts worth knowing before you go are the ones that aren’t obvious at the register: ATM surcharges outside Illinois, replacement cards that mail only to your Illinois address, and the inactivity rules that can quietly expunge benefits from an unused account.

Where Your Card Works

Look for the Quest logo or a general EBT symbol at the entrance or checkout. Any store displaying one is connected to the national EBT network and can process your Illinois card. Major grocery chains and big-box retailers participate almost universally, regardless of state. Farmers’ markets in many areas also accept EBT, but equipment varies by booth. The USDA’s SNAP retailer locator at fns.usda.gov will let you search for authorized stores near any address in the country.

If a cashier in another state tells you they can’t take an out-of-state EBT card, they’re mistaken. Federal rules explicitly require retailers to accept cards from every state, with or without a photo on the card, as long as you enter a valid PIN.1eCFR. 7 CFR 274.8 – Functional and Technical EBT System Requirements Ask for a manager if you need to.

Online Grocery Orders

SNAP online purchasing is available in all 50 states and the District of Columbia, so your Illinois Link card can also be used for delivery or pickup orders through participating retailers while you’re traveling.2Food and Nutrition Service. Stores Accepting SNAP Online Major options include Amazon, Walmart, Aldi, and delivery platforms like Instacart. Which retailers show up depends on the delivery address, so check the FNS site or the retailer’s checkout page to confirm SNAP EBT is accepted at the location where you’re ordering.

One narrow boundary: if you were certified for Illinois’s Restaurant Meals Program in Cook or Franklin County, those restaurant benefits are tied to Illinois certification and may not work at RMP restaurants in other states.3Food and Nutrition Service. SNAP Restaurant Meals Program

Cash Withdrawals Outside Illinois

If your Link card carries TANF cash benefits, you can withdraw at ATMs or get cashback at point-of-sale terminals nationwide. The surprise is on fees. Illinois prohibits surcharges on Link card ATM withdrawals inside the state, but that protection stops at the state line.4Illinois Department of Human Services. Link Card Use at Automated Teller Machines (ATMs) Out-of-state ATM owners can set whatever surcharge they want. Read the fee disclosure on the screen before you confirm the withdrawal, and consider getting cashback at a grocery checkout instead, which is usually free.

SNAP benefits can’t be withdrawn as cash anywhere. A Link card that only carries SNAP will not work at an ATM at all.4Illinois Department of Human Services. Link Card Use at Automated Teller Machines (ATMs)

Federal law also blocks TANF cash transactions at liquor stores, casinos and gambling establishments, and adult entertainment venues in every state.5Office of the Law Revision Counsel. 42 USC 608 – Prohibitions; Requirements The blocks apply the same way in Illinois and anywhere you travel.

If Your Card Is Lost or Stolen While Traveling

Call the Illinois Link Help Line at 1-800-678-LINK (5465), or TTY 1-877-765-3459, to report the card and request a replacement.6Illinois Department of Human Services. Report or Replace Lost/Damaged Link Card The problem is where it goes. The replacement is mailed to the address your local Family Community Resource Center has on file, and there’s no option to redirect it to a temporary address on the road. If you’re on an extended trip, plan on someone at your Illinois address receiving the card and forwarding it, or wait until you’re home. Confirm your FCRC has your correct Illinois address before you leave.

Skimming at unfamiliar terminals is a real risk. Cover the keypad every time you enter your PIN, avoid easy PINs like 1234 or 1111, change your PIN regularly (ideally before each benefit issuance date), and check your balance often for charges you didn’t make. Your state agency and EBT processor will never call or text asking for your PIN or card number, so treat any such message as phishing. If you see unauthorized charges, change your PIN right away to stop further theft, then contact your local SNAP office to report the stolen benefits.7Food and Nutrition Service. Benefits Can Expire on an Unused Card

If the card sits unused for too long while you’re away, your benefits can disappear. Any SNAP allotment that goes untouched for nine months (274 days) is permanently expunged from your account under federal rules.8eCFR. 7 CFR 274.2 – Providing Benefits to Participants Benefits are drawn down first-in, first-out, so the oldest issuance is the first to be used and the first to be expunged.

Even earlier than that, Illinois can move benefits on accounts inactive for three months (91 days) into off-line storage.8eCFR. 7 CFR 274.2 – Providing Benefits to Participants The benefits aren’t lost at that stage, but reaching them may take extra time. A single small purchase every couple of months is enough to keep the account active and reset the expungement clock.

Keeping Your Case Active During a Long Trip

Illinois doesn’t set a hard time limit on how long you can be temporarily out of state while keeping your SNAP benefits, as long as you intend to return. DHS generally won’t ask you to verify that intent unless something looks off, but sustained out-of-state activity on your card can prompt follow-up at your six-month mid-point report or your next recertification.9Illinois Department of Human Services. SNAP Customers Temporarily Out of State

If a recertification interview comes due while you’re away, Illinois can do it by phone instead of requiring you to appear in person at your FCRC.10Illinois Department of Human Services. Telephone Interview You’ll still have to send in any verification the caseworker asks for. Miss the call or miss the document deadline and your case will be denied for missed interview or failure to verify, so make sure your caseworker has a working phone number for you before you travel.

Visiting Versus Moving

Traveling with your Link card is one thing. Moving is another. SNAP, TANF, and Medicaid cases cannot be transferred between states.11Illinois Department of Human Services. Change of Address, Income or Assets If your trip has turned into a permanent move, you have to contact your FCRC, ask them to close your Illinois case, and apply fresh in your new state.

Order matters. You generally cannot be enrolled in the same benefits program in two states at once, and your new state may hold your application until Illinois shows your case closed. If you keep collecting Illinois benefits after you’re no longer an Illinois resident, you may face an overpayment claim and be required to pay the money back. SNAP recipients are required to report a change of address within ten days.12Illinois Department of Human Services. Reporting Changes – SNAP

Expect a gap. Once your Illinois case closes, the new state’s application still needs time to process. Bring your Illinois closure confirmation when you apply, and plan for a short stretch without coverage during the handoff.
