Yes. Licensed naturopathic doctors in Oregon can prescribe medication, and the list of what they can prescribe is one of the broadest in the country. It covers most FDA-approved drugs a primary care patient would need, including antibiotics, blood pressure medications, thyroid drugs, antidepressants, hormones, and many controlled substances. A short list of high-risk categories is off-limits.
What Oregon NDs Can Prescribe
Oregon uses a permissive formulary. An ND can prescribe any drug listed in the American Hospital Formulary Service classification system unless the state has specifically excluded it.1Oregon Board of Naturopathic Medicine. Prescribing Authority, Licensure Requirements and Formulary Compendium Because the AHFS covers virtually every FDA-approved medication, the practical result is that most prescription drugs are available through an Oregon ND.
In day-to-day practice, that includes antibiotics, antihypertensives, thyroid medications, antidepressants, anti-inflammatories, hormones, and diuretics, among others.2Oregon Public Law. What Oregon NDs Cannot Prescribe
Oregon Administrative Rule 850-060-0223 carves out specific categories that fall outside ND prescribing authority. These are the drugs you will need to see a different provider for:
- General anesthetics of any kind.
- Injectable ketamine when intended for general anesthesia.
- Barbiturates as a class, with three exceptions: phenobarbital, butalbital, and primidone.
- Most systemic chemotherapy drugs. A specific list of oral and topical antineoplastic agents is permitted, including methotrexate, tamoxifen, and anastrozole.
- Mifepristone and misoprostol when used together as an abortifacient.2Oregon Public Law. Oregon Administrative Rule 850-060-0223 – Formulary Compendium Exclusions
For treatments in these categories, an Oregon ND will refer you to a conventional specialist.
Controlled Substances
Oregon NDs can prescribe controlled substances, but only if the individual ND holds a separate registration with the federal Drug Enforcement Administration. A separate DEA registration is required at each location where the ND prescribes or dispenses them.3Drug Enforcement Administration Diversion Control Division. Registration Q and A The Oregon Board of Naturopathic Medicine confirms that controlled substance prescribing falls within an ND’s scope of practice when that DEA registration is in place.1Oregon Board of Naturopathic Medicine. Every prescriber in Oregon must also register with the state’s Prescription Drug Monitoring Program, which tracks controlled substance prescriptions and must be checked before writing certain prescriptions.
NDs can also prescribe buprenorphine and other medications for opioid use disorder. A federal omnibus bill removed the previous “X waiver” requirement, so this treatment now sits directly within the ND scope of practice.1Oregon Board of Naturopathic Medicine. How to Confirm Your ND Can Prescribe
Prescribing authority belongs to naturopathic doctors who are licensed by the Oregon Board of Naturopathic Medicine, not to anyone using the title “naturopath.” A licensed ND has completed an accredited four-year doctoral naturopathic medical program with substantial pharmacology training and passed the Naturopathic Physicians Licensing Examinations.4American Association of Naturopathic Physicians. Regulated States and Regulatory Authorities
Licenses must be renewed every year by December 31, and an ND who fails to renew has a lapsed license and no prescribing authority. To stay active, Oregon NDs must complete 32 hours of approved continuing education each year, at least 10 of which must be in pharmacology.5Oregon Board of Naturopathic Medicine. Continuing Education If you want to verify an individual provider, the OBNM is the licensing authority to check with.
Insurance and Primary Care Status
Oregon recognizes naturopathic doctors as primary care practitioners trained in both conventional medical sciences and natural medicine.6Oregon Board of Naturopathic Medicine. About the Oregon Board of Naturopathic Medicine State law requires insurers to let naturopathic physicians choose whether to be credentialed as a primary care provider or a specialty care provider.7Oregon Public Law. Oregon Code 743B.407 – Naturopathic Physicians When your ND is credentialed as primary care, prescriptions and visits are generally processed under normal copays and deductibles rather than through a separate alternative care benefit with lower annual caps. If coverage matters to you, confirm with both the practice and your insurer how your ND is credentialed under your plan.
