You cannot complete a North Carolina concealed carry permit application entirely online. Most county sheriff’s offices let you fill out the application, upload supporting information, pay the fee, and book an appointment through an online portal, but state law requires you to appear in person for fingerprinting and verification of your original documents. The process is hybrid: start on the web, finish at the sheriff’s office.
What You Can Do Online and What You Cannot
Many counties run web portals that handle the paperwork side of the application. Mecklenburg County’s system walks applicants through the full application and collects payment before booking a fingerprint appointment.1Mecklenburg County Sheriff’s Office. Concealed Handgun Permit Director Wake County offers a similar portal for both new applications and renewals.2Wake County Government. Concealed Carry Handgun Permits
What a portal will not do is fingerprint you, review and notarize your documents, or accept a scanned copy of your training certificate in place of the original. Your application will not be processed until you complete those steps in person.1Mecklenburg County Sheriff’s Office. So the online piece saves you time at the counter. It doesn’t replace the counter.
Before You Start the Application
Eligibility
North Carolina requires that you be at least 21, a U.S. citizen or lawful permanent resident, and a resident of the state for at least 30 days before you apply. You must have no physical or mental condition that would prevent you from safely handling a handgun, and you must have completed an approved firearms training course.
Several things disqualify you outright: a felony conviction, an outstanding felony indictment, certain violent or threatening misdemeanor convictions, fugitive status, unlawful drug use, a dishonorable military discharge, and involuntary commitment to a mental health facility. The full list mirrors state law and federal prohibitions under 18 U.S.C. 922.2Wake County Government. Concealed Carry Handgun Permits
Firearms Training
You need to pass an eight-hour course approved by the North Carolina Criminal Justice Education and Training Standards Commission before you apply.3Legal Information Institute (LII). 12 NC Admin Code 09F 0102 – Topical Areas The course covers when deadly force is legally justified, where carry is prohibited, and storage rules. It includes a written exam, and you must score at least 70 percent on the commission-provided questions.
The live-fire portion requires 30 rounds at a target from 3, 5, and 7 yards, with at least 10 rounds at each distance. You need 21 hits out of 30 to pass.4Legal Information Institute. 12 NC Admin Code 09F 0105 – Instructor Responsibilities Course prices run roughly $50 to $150 depending on the instructor, separate from the permit fee. When you pass, you’ll get an original certificate of completion. Keep that certificate. You will hand it over at your appointment, and copies are not accepted.
Documents to Bring to the Appointment
Gather everything before you go. Missing a single item means another trip.
- Your original training certificate.
- A North Carolina driver’s license or state ID showing your current residential address.
- A DD-214, if you’ve been discharged from the military.
- If you were born abroad: a naturalization certificate or valid U.S. passport for naturalized citizens; a Consular Report of Birth Abroad or Certificate of Citizenship for those born abroad to U.S. parents; or a valid Permanent Resident Card for lawful permanent residents.
You will also sign a release authorizing the sheriff to access your mental health records as part of the background check.2Wake County Government. Concealed Carry Handgun Permits This isn’t optional. Without it, the sheriff cannot process your application.
Fees and Payment
The statutory application fee is $80, and a $10 fingerprint processing fee is added on top, bringing a new permit to $90.5North Carolina General Assembly. NC General Statutes Chapter 14 Article 54B The fee is non-refundable even if your application is denied. Renewals cost $75, and a duplicate permit costs $15.
Most sheriff’s offices take cash, certified checks, money orders, and debit or credit cards. If you pay through a county portal, expect a small convenience fee on top of the $90. Mecklenburg County, for example, adds a per-transaction fee for online payments.1Mecklenburg County Sheriff’s Office. What Happens After You Submit
Once the sheriff has your completed application, your fingerprints, and your signed mental health release, the clock starts. State law gives the sheriff 45 days from receiving all required materials and records to either issue or deny the permit.6North Carolina General Assembly. North Carolina Code 14-415.15 – Issuance or Denial of Permit In practice, the 45-day clock doesn’t start until mental health records come back, which can take time. Some counties report the full process from application to permit in hand runs closer to 90 days.7Forsyth County Sheriff’s Office. Carry Concealed Handgun Permit – New Application
An approved permit is valid for five years from the date of issuance. If the sheriff denies your application, you’ll get the reasons in writing, and you can appeal by filing a petition with a district court judge in the district where you applied. Wake County charges a $150 filing fee for that appeal, and the judge generally reviews it without a hearing.2Wake County Government. Concealed Carry Handgun Permits
Renewing Through the Same Online Portals
Your permit is good for five years, and you can apply for renewal up to 90 days before it expires.8Greene County, North Carolina. Concealed Carry Permits The renewal fee is $75, and you do not need to retake the training course as long as the permit has not yet expired.5North Carolina General Assembly. NC General Statutes Chapter 14 Article 54B Counties that offer online application portals generally handle renewals the same way, with the in-person visit still required for document review and, in many cases, new fingerprints.
If your permit has already lapsed, the path narrows. Within the first 60 days after expiration, some sheriffs will let you apply as a new applicant (the $90 fee and new fingerprints) without retaking the course, at their discretion. Past 60 days, you must retake the eight-hour firearms training course and start the application from scratch.8Greene County, North Carolina.
