You can carry a gun in Shenandoah National Park if you comply with Virginia’s firearm laws and keep the weapon out of any federal building inside the park. Since 2010, federal law has deferred to the host state on firearm possession in national parks, so Virginia’s rules on open carry, concealed carry, and transport are what govern you on the trails, campgrounds, and roads.1Office of the Law Revision Counsel. 54 U.S.C. 104906 – Protection of Right of Individuals to Bear Arms2National Park Service. Firearms in National Parks The place most visitors get into trouble is walking into a visitor center or ranger station armed, which is a separate federal crime regardless of what Virginia allows.
Who Can Carry and How
Virginia allows open carry of a firearm without any permit. If you are at least 18 and are not otherwise prohibited from possessing a gun, you can openly carry a handgun, rifle, or shotgun on Shenandoah’s trails, in its campgrounds, and along its roadsides.3Virginia State Police. Firearms and Concealed Weapons FAQ Open carry means the firearm is visible and not hidden on your person or in your clothing. Anyone convicted of a felony cannot carry at all, and minors under 18 cannot possess handguns or assault firearms.4Virginia Code Commission. To carry a concealed handgun, you need a valid concealed handgun permit (CHP). Virginia residents apply at the circuit court in their city or county of residence, must be at least 21, and must show handgun competence through an in-person course. Online-only certifications have not been accepted since January 1, 2021. The permit is good for five years.5Virginia State Police. Resident Concealed Handgun Permits
Out-of-state visitors have two paths. Virginia honors concealed carry permits from other states if the holder is at least 21, carries a government-issued photo ID along with the permit, has not previously had a Virginia CHP revoked, and the issuing state makes 24-hour verification available to Virginia law enforcement. Most states meet that bar, so a valid home-state permit will usually work in Shenandoah. If your state does not issue permits, you can apply directly to the Virginia State Police for a non-resident CHP by mail; the age and training requirements are the same as for residents.6Virginia State Police. Where Guns Are Banned Inside the Park
Federal law draws a hard line at buildings. Under 18 U.S.C. 930, possessing a firearm in any federal facility is a crime, and a federal facility includes any building owned or leased by the federal government where federal employees regularly work.7Office of the Law Revision Counsel. 18 U.S. Code 930 – Possession of Firearms and Dangerous Weapons in Federal Facilities In Shenandoah, that covers visitor centers, ranger stations, fee collection buildings, park headquarters, and maintenance buildings. Entrances are posted.
Knowingly bringing a firearm into one of these buildings carries a fine, up to one year in prison, or both. If prosecutors can show you intended to use the firearm in a crime, the maximum climbs to five years.7Office of the Law Revision Counsel. 18 U.S. Code 930 – Possession of Firearms and Dangerous Weapons in Federal Facilities Secure your firearm in your vehicle before you walk in.
No Shooting and No Hunting
Carrying a firearm and firing one are treated very differently. Under 36 CFR 2.4, discharging a weapon inside a national park unit is prohibited unless hunting is specifically authorized by federal statute for that park.8eCFR. 36 CFR 2.4 – Weapons, Traps, and Nets Hunting is not authorized in Shenandoah.9National Park Service. Safety – Shenandoah National Park You cannot fire your weapon for any reason within park boundaries, including target practice.
Some trails and gravel roads in Shenandoah connect to the Rapidan Wildlife Management Area and to private land where hunting is legal. You can transport your firearm through the park to reach those areas; just do not discharge it until you are outside park boundaries. Violations of NPS regulations are federal misdemeanors.10eCFR. 36 CFR 1.3 – Penalties
Transporting a Firearm in Your Vehicle
If you are driving Skyline Drive or parking at a trailhead without a concealed carry permit, Virginia law still lets you keep a handgun in your personal vehicle. The handgun has to be secured in a container or compartment such as the glove box, center console, or trunk. The compartment does not need to be locked.11Virginia State Police. Transporting Firearms Through Virginia This applies to handguns in personal, private vehicles.
For rifles and shotguns, the safest approach is unloaded in a case with ammunition stored separately, especially if you are passing through the park to reach a hunting area. Virginia does not specifically require long guns to be cased in a vehicle, but doing so avoids any question about whether the firearm is being carried concealed on your person.
Alcohol and Concealed Carry
If you hold a concealed carry permit and carry your handgun while under the influence of alcohol or illegal drugs in a public place, you commit a Class 1 misdemeanor. A conviction revokes your permit, and you cannot reapply for five years.12Virginia Code Commission. Virginia Code 18.2-308.012 – Prohibited Conduct
There is a separate rule for restaurants. If you carry a concealed handgun into any restaurant or establishment licensed to serve alcohol for on-premises consumption, you cannot drink while there. Doing so is a Class 2 misdemeanor even if you are nowhere near intoxicated.12Virginia Code Commission. Virginia Code 18.2-308.012 – Prohibited Conduct This affects the dining facilities at Big Meadows Lodge and Skyland Resort if they hold an ABC license.
Bears and Self-Defense
Shenandoah has black bears, and the common question is whether you can use a firearm against an aggressive animal. Virginia’s brandishing statute exempts justifiable self-defense, so pointing a firearm at a genuine threat would not violate the brandishing law.13Virginia Code Commission. Virginia Code 18.2-282 – Pointing, Holding, or Brandishing Firearm; Penalty The bigger problem is that actually firing the weapon violates the NPS discharge prohibition. You would have to convince a federal judge or jury that the circumstances justified the shot, which is a high bar when the Park Service recommends bear spray, food storage protocols, and documented deterrence techniques that work without lethal force. Carrying bear spray alongside your firearm is the safer legal strategy; using spray does not trigger the regulatory exposure that a gunshot does.
