Yes, you can get food stamps on disability in California. Disability income from SSI, SSDI, VA compensation, state disability, or workers’ compensation does not disqualify you from CalFresh, and being classified as disabled actually opens up deductions and exemptions that most other applicants don’t get. For many recipients, that means a larger monthly benefit and less paperwork to keep it.
Who Counts as Disabled for CalFresh
CalFresh uses a specific definition. You qualify as disabled if you receive benefits from one of several recognized programs: Supplemental Security Income (SSI), Social Security Disability Insurance (SSDI), state disability or blindness payments, veterans’ disability compensation, or certain other federal disability payments.1Food and Nutrition Service. This label matters. Disabled status unlocks a medical expense deduction, removes the cap on the shelter deduction, exempts you from work rules, and can extend your certification period.
SSI Recipients
If you receive SSI, you are eligible for CalFresh as long as you meet the standard requirements. Until June 2019, SSI recipients in California were locked out of CalFresh under the “cash-out” rule; Assembly Bill 1811 reversed that.2California Department of Social Services. SSDI and Other Disability Income
SSDI, veterans’ disability compensation, workers’ compensation disability payments, and state disability insurance all count as unearned income. SSDI is often higher than SSI, so you may sit closer to the income limits, but many SSDI recipients still qualify once deductions are applied.
Income Limits
California uses broad-based categorical eligibility, so most households face a gross income limit of 200% of the federal poverty level and no asset test.3California Department of Social Services. The one situation that changes this: if a household member has been disqualified for an intentional program violation, the household loses the broad-based advantage and becomes subject to the standard 130% gross limit and a resource test.
Deductions That Change the Math
The distance between your gross income and your net income is where disability status pays off. Several deductions can pull your countable income well below what looks disqualifying on paper.
Standard Deduction

Medical Expense Deduction
This one is only for household members who are elderly (60+) or disabled. You can deduct out-of-pocket medical expenses over $35 per month.6eCFR. 7 CFR 273.9 – Income and Deductions California gives you two options:
- Standard medical deduction: verified expenses between $35.01 and $185 per month give you a flat $150 deduction with no itemizing.7DPSS ePolicy. CalFresh Cost-of-Living Adjustments for Federal Fiscal Year 2026
- Actual expense deduction: if your monthly medical costs exceed $185, you deduct everything over $35.
Qualifying costs include prescriptions, co-pays, Medicare premiums, health insurance premiums, dental care, hearing aids, eyeglasses, medical supplies, and the cost of maintaining a service animal. Transportation to medical appointments and home health aide expenses also count.6eCFR. 7 CFR 273.9 – Income and Deductions Document everything. This is often the deduction that decides whether you qualify and how much you get.
Shelter Deduction
Households can deduct shelter costs (rent or mortgage, property taxes, insurance, utilities) that exceed half of income after other deductions. For most households the deduction caps at $744 per month in FY2026.5California Department of Social Services. If housing eats most of your disability check, the full excess reduces your countable income.
Earned Income Deduction
If anyone in the household works, 20% of gross earned income comes off automatically, whether or not the disabled member is the one earning it.

A worked example. You live alone, receive $1,000 per month in SSDI, and have $300 per month in medical costs. Start with $1,000 gross. Subtract the $209 standard deduction, leaving $791. Subtract $265 in medical expenses (the amount over $35), and your net income is $526. Your benefit is $298 minus 30% of $526, which comes to about $140 per month. Without documenting the medical expenses, the same person receives significantly less.
Rules That Don’t Apply to You
CalFresh normally requires non-disabled adults 16 to 59 to register for work and accept suitable employment. A separate rule limits able-bodied adults without dependents (ABAWDs) 18 to 52 to three months of benefits in any three-year window unless they meet work activity requirements.
Disabled individuals are exempt from both.8Food and Nutrition Service. SNAP Work Requirements If a physical or mental limitation keeps you from working, you don’t have to register for work, participate in training, or track the ABAWD clock. The exemption applies no matter which disability program pays you.
If You Live With Other People
Being under someone else’s roof doesn’t automatically fold you into their CalFresh case. If you are 60 or older with a permanent disability and cannot purchase and prepare your own meals because of that disability, you can apply as your own household, provided the combined income of the others you live with (not counting a spouse) is below 165% of the federal poverty level.9California Department of Social Services. How to Apply
Apply online at BenefitsCal.com or GetCalFresh.org, in person at your county social services office, by mail, or by phone at 1-877-847-3663.10California Department of Social Services. CalFresh You only need your name, address, and signature to start; the county can begin processing from there.
You’ll then need to provide proof of identity, proof of income such as a disability award letter or benefit statement, and Social Security numbers for everyone in your household.11GetCalFresh.org. Apply for California Food Stamps Online If you plan to claim the medical expense deduction, bring pharmacy receipts, insurance premium statements, medical bills, and records of transportation to appointments. Thorough documentation directly increases your benefit.
An interview by phone or in person follows. The county has 30 days to process your application.12California Department of Social Services. Initial Application for CalFresh, Cash Aid, and/or Medi-Cal In an emergency you may qualify for expedited service that delivers benefits within three calendar days: gross monthly income under $150 with $100 or less in cash and bank accounts, or housing costs that exceed combined income and liquid resources.
Keeping Your Benefits
Once approved, report within 10 days if your household’s total monthly income goes over your Income Reporting Threshold, which sits at 130% of the federal poverty level for your household size.13California Department of Social Services. Most households recertify every 12 months, with a semi-annual report at six months. Benefits load monthly onto an EBT card that works at most grocery stores and many farmers’ markets.
The 36-Month Certification for Elderly and Disabled Households
If every member of your household is elderly or disabled and no one has earned income, you may qualify for the Elderly Simplified Application Project (ESAP). Your certification period stretches to 36 months and you skip semi-annual reports entirely.15County of Santa Clara Social Services Agency. If You’re Denied
You have 90 days from the date of the action to request a state hearing.16California Department of Social Services. If you were already receiving CalFresh before the disputed action, you can ask for benefits to continue at the previous level while the hearing is pending.
