Can You Get the HOPE Scholarship Back After Losing It?

You can get the HOPE Scholarship back after losing it by bringing your cumulative HOPE GPA up to 3.0 at the next credit-hour checkpoint — 30, 60, or 90 attempted semester hours — with an active FAFSA or GSFAPP on file when you cross that mark. Georgia allows this restoration one time only. Miss every remaining checkpoint, or regain the scholarship and lose it a second time, and the money is gone permanently.¹

You Only Get One Chance to Regain HOPE

Georgia law gives you a single restoration. If you fall below 3.0 at a checkpoint, climb back to 3.0 at a later checkpoint to get HOPE reinstated, and then drop below 3.0 again at the next checkpoint, you are permanently ineligible.¹ There is no third try. That makes the semesters after restoration the most important ones of your college career — plan course loads around protecting the GPA, not stretching it.

The Three Checkpoints: 30, 60, and 90 Hours

The Georgia Student Finance Commission only evaluates your HOPE GPA at three moments: 30, 60, and 90 attempted semester hours (or the quarter-hour equivalents of 45, 90, and 135).² If your cumulative GPA is below 3.0 at one of those thresholds, you lose funding. If it’s at or above 3.0 the next time you hit one, funding resumes.

Nothing happens between checkpoints. A student who loses HOPE at 30 hours cannot regain it until reaching 60 attempted hours, no matter how strong the grades in between. Someone who loses it at 60 has to wait until 90. If you cross 90 hours still below 3.0, you’re out of chances.

What Counts Toward the Hour Count

Attempted hours include every credit you’ve taken at any postsecondary institution after high school graduation — not just your current school.² Classes you paid for yourself, courses funded by other loans, and withdrawn courses on your transcript all count. Transferring does not reset the clock.

How Your HOPE GPA Actually Gets Calculated

The number that decides restoration is not the GPA on your school transcript. Georgia runs its own calculation, and two features of it drive whether you can realistically climb back to 3.0.³

Retaken Courses Count Both Times

If you retake a course, both grades stay in your HOPE GPA. Your college may replace the old grade on its transcript. The state does not.³ Retaking a D and earning an A helps, but the D still sits in the calculation, and both attempts eat into the 127-hour lifetime cap.

The STEM Weighting Bonus

Approved science, technology, engineering, and math courses carry a 0.5-point bonus on grades of B, C, or D in the HOPE GPA calculation. An A already has full weight and gets no bump; an F gets nothing.⁴ The bonus applies to eligible courses taken from fall 2017 forward at approved Georgia institutions. A B in an approved organic chemistry course, for instance, is treated as a 3.5 in the HOPE GPA.

The qualifying courses are listed in the STEM Weighted Course Directory, updated each year and posted on GAfutures.org by February 1.⁵ If you’re within striking distance of 3.0, check the directory before you register. The weighting can be the difference between crossing the line and missing it.

Filing the Application That Triggers Restoration

Hitting 3.0 at a checkpoint does not restart your funding on its own. You need an active application on file with the Georgia Student Finance Commission. Either the FAFSA or the Georgia Student Finance Application (GSFAPP) works — file whichever fits your situation, but file it.⁶ The GSFAPP is available at GAfutures.org and is the simpler option if you’re not seeking federal aid.⁷

For the 2025–2026 school year, the federal FAFSA deadline is June 30, 2026, but state deadlines may be earlier.⁸ File early. A late application can push your restored funding back a full term even when your GPA already qualifies.

Once you apply, your college’s financial aid office certifies your academic record and reports it to the Georgia Student Finance Commission. The commission confirms your GPA and checkpoint status, notifies both you and the school, and disburses funds directly to the institution to be applied against tuition and approved fees. If you paid your balance out of pocket while HOPE was suspended, the school may issue a refund for the covered portion.

If a Crisis Caused the Loss: Reviews and Exceptions

Two paths let you challenge or bypass the standard checkpoint process, and they are not interchangeable.

Administrative Review

Use this when you believe your eligibility was decided incorrectly — hours miscounted, a grade reported wrong, that sort of error. Submit a written request with documentation to the GSFC Program Administration Office, which typically responds within about two weeks.⁹

Exception Request

An exception is for circumstances beyond your control that forced you to withdraw: serious illness or injury, a psychiatric emergency, mandatory active-duty military service, or a death in your immediate family.⁹ A rough semester without a qualifying crisis, or a change of major, does not qualify.

The GSFC Board of Commissioners decides exceptions at quarterly meetings, typically in August, November, February, and May. Documentation is due by close of business on the first Friday of the month before the meeting. You’ll hear back within five business days of the decision.⁹ Medical records, military orders, and death certificates are the standard supporting documents. Each recipient gets one exception, applied to one school term only.⁵ A granted exception can wipe the affected term from your checkpoint calculation and hour count, sometimes restoring eligibility without waiting for the next standard review.

The Caps That Can End HOPE Anyway

Regaining eligibility doesn’t override the program’s hard limits. HOPE has a lifetime cap of 127 attempted semester hours (190 quarter hours), combining every HOPE scholarship and grant dollar you’ve ever received.¹⁰ Cross that line and funding ends, no matter what your GPA is. Dual enrollment hours taken in high school at a Technical College System or University System of Georgia school do not count toward the cap.

There’s a time limit, too. Students who first received HOPE on or after July 1, 2011, have seven years from their high school graduation date to use it, extended to ten years for active-duty military service.² Once that window closes, remaining hours don’t help.

Both caps matter especially when you’re regaining HOPE. Every withdrawn course and retake that helped you rebuild your GPA also burned attempted hours. If your degree requires more than 127 credit hours, as some architecture and engineering programs do, HOPE won’t stretch to cover the extra.

Regaining at 3.3 Can Restore Zell Miller

The Zell Miller Scholarship is the higher-tier award, paying more per credit hour than HOPE at public institutions. If you previously held Zell Miller, lost it along with HOPE by falling below 3.0, and then reach a 3.3 cumulative HOPE GPA at the 60- or 90-hour checkpoint, Zell Miller is restored along with HOPE. Like HOPE restoration, this upgrade only happens once. If you lost Zell Miller earlier while keeping HOPE, and then later lost HOPE, you cannot recover Zell Miller through this route.
