Yes, you can go to a casino at 18 in Florida, but the games open to you are a short list. Poker and bingo at tribal casinos, poker and other non-banked games at state-licensed cardrooms, parimutuel wagering at horse tracks and jai alai frontons, and lottery tickets are all legal at 18. Slot machines, blackjack and other banked card games, and sports betting are closed to you until you turn 21.
Poker and Bingo at Seminole and Miccosukee Casinos
The Seminole Tribe runs Florida’s largest casino network, including the Hard Rock properties in Hollywood and Tampa. Under the 2021 gaming compact between the tribe and the state, the default minimum age for gaming on tribal property is 21. The compact carves out two exceptions: anyone 18 or older can play poker and bingo, provided they don’t consume alcohol on the gaming floor.1Office of Governor Ron DeSantis. 2021 Gaming Compact Between the Seminole Tribe of Florida and the State of Florida Hard Rock Casino Hollywood lists 18 as the minimum age for its poker room.2Hard Rock Casino. The physical layout matters. At 18 you can walk into the poker room, but you cannot step onto the slot floor or sit at a blackjack table. The poker room is typically walled off or otherwise separated from the main casino floor, and tribal security enforces that line. If you look young, expect to show ID more than once.
The Miccosukee Tribe runs a separate gaming facility near Miami under its own compact. Entry requires a valid government-issued photo ID, and the age pattern mirrors the Seminole venues: poker is open at 18, slots are reserved for guests 21 and older.
Parimutuel Wagering and State-Licensed Cardrooms
Florida has a long history of parimutuel wagering at horse tracks and jai alai frontons. Under state law, anyone 18 or older can place bets at a parimutuel performance.3Justia Law. Florida Code 550.0425 – Minors Attendance at Pari-Mutuel Performances; Restrictions Minors can attend with a parent or guardian, but only adults can wager.
Many of these facilities also host state-licensed cardrooms, and those are often the most straightforward places for an 18-year-old to find a competitive poker game. Florida law prohibits anyone under 18 from playing in a licensed cardroom.4The Florida Legislature. Florida Code 849.086 – Cardrooms Authorized These rooms operate under state oversight rather than tribal authority, so the age rule is consistent across locations.
Florida Lottery
You can buy lottery tickets at 18. State law makes it illegal to sell a ticket to anyone under 18, whether at a retail counter or a self-service machine, and retailers must post signs saying so.5Florida Senate. Florida Code 24.1055 – Prohibition Against Sale of Lottery Tickets to Minors; Posting of Signs; Penalties On the prize side, no payment goes to anyone under 18 unless the ticket was purchased by someone else and given to the minor as a gift.6The Florida Legislature. Cruise Ship Casinos
Casino cruise ships leaving from Florida ports are the one place an 18-year-old can legally play slot machines. Onboard casinos stay closed until the vessel clears state waters, then operate under the cruise line’s own age policy.7Florida Fish and Wildlife Conservation Commission. What You Can’t Play Until You Turn 21
Several of the most popular forms of gambling in Florida are completely off-limits until your twenty-first birthday:
- Slot machines. Available only at tribal casinos, where the 2021 gaming compact sets the floor at 21.1Office of Governor Ron DeSantis. 2021 Gaming Compact Between the Seminole Tribe of Florida and the State of Florida
- Banked card games. Blackjack, baccarat, and other dealer-banked games at tribal casinos require age 21 under the same compact.
- Sports betting. Hard Rock Bet is the only legal sports betting platform in Florida, and the minimum age is 21.10Hard Rock Bet. Online Sportsbook and Casino
- Daily fantasy sports. Florida treats DFS as a 21-and-over activity.
Because the Seminole Tribe holds exclusive rights to offer slot machines and banked card games in Florida, no state-licensed venue offers them. There is no legal workaround on land. That is the single biggest surprise for visitors coming from states where the entire casino floor opens at 18.
If You Try to Gamble Underage
Florida gambling statutes come down hard on operators who let minors play, so venues check IDs aggressively and security teams don’t hand out second chances.11Florida Senate. Florida Code 849.04 – Permitting Minors and Persons Under Guardianship to Gamble
For an underage player caught gambling, the most immediate consequence is forfeiture. Florida law provides that all money at stake in, or won through, illegal gambling is subject to civil forfeiture by the state. You’ll also be ejected and almost certainly hit with a permanent trespass order; coming back after that creates a separate criminal problem that has nothing to do with gambling law.
Using a fake ID to get past security makes things much worse. Possessing a fraudulent identification document is its own criminal offense in Florida, with penalties that dwarf anything tied to the gambling itself. Bring a valid government-issued photo ID every visit, and stay out of areas restricted to guests 21 and older.
