Yes, you can have ammunition shipped to your home in Illinois. State law allows it as long as you hold a valid Firearm Owner’s Identification (FOID) Card, send the seller copies of the right documents before shipping, and the package travels by a private carrier authorized to transport ammunition.1Illinois General Assembly. Illinois Compiled Statutes 430 ILCS 65/3 The rules are not complicated, but a few of them catch buyers by surprise.
What You Need Before You Order
Two documents gate every ammunition shipment into Illinois:
- A copy of your valid FOID Card.
- A copy of your Illinois driver’s license or state ID.
The ammunition can only be shipped to an address that appears on one of those two documents.1Illinois General Assembly. Illinois Compiled Statutes 430 ILCS 65/3 This is the single most common reason an order gets rejected. If you moved and your driver’s license still shows the old address, update it first, or use a state ID that carries the current one. Sellers will refuse to ship when the addresses don’t match, and they are not willing to make exceptions.
You need a valid FOID Card to possess ammunition in Illinois at all, whether you bought it in a shop, at a gun show, or online. No FOID, no delivery. If you don’t yet hold one, you apply through the Illinois State Police website using your Illinois driver’s license or state ID number and a recent headshot. The fee is $10 and the card is good for 10 years.2Illinois State Police. Firearm Owner’s Identification (FOID) The statutory processing window is 30 days, though real wait times have varied.
How the Order and Delivery Work
Most online ammunition retailers run a separate checkout flow for Illinois buyers. You upload your FOID Card and your driver’s license or state ID, and the retailer verifies both before releasing the order. Expect to do this every time with a new seller, and sometimes on every order with the same seller.
Some retailers simply won’t ship to Illinois. That is a business choice, not a legal bar: the verification work is more than they want to take on. If one seller declines, another will accept the order.
Unlike firearms, ammunition carries no waiting period in Illinois. Once your documents clear, the order can ship right away.
Which Carriers Actually Deliver Ammunition
Illinois law lists U.S. mail as one permitted shipping method, but the U.S. Postal Service classifies small arms ammunition as nonmailable under federal law and will not accept it.3Office of the Law Revision Counsel. 18 U.S. Code 1716 – Injurious Articles as Nonmailable In practice, your ammunition will arrive by UPS or FedEx, and both carriers restrict how it moves.
FedEx accepts small arms ammunition only through FedEx Ground within the contiguous 48 states. No air service. Nothing to or from Alaska or Hawaii. Packages must be tendered at staffed FedEx locations rather than unstaffed drop boxes.
UPS treats ammunition as a restricted item. Shipments generally move via ground service, and packages cannot be dropped at UPS Access Point or third-party retail locations unless they qualify as limited-quantity packages under Department of Transportation rules.
Small arms ammunition typically ships as a “limited quantity” under DOT hazmat regulations. The outer package has to display a specific diamond-shaped marking, but it does not require full hazmat shipping papers.4eCFR. 49 CFR 172.315 – Limited Quantities The seller handles the labeling. For you, this is why ammunition deliveries can be slower than ordinary packages and why you’ll usually see a hazmat surcharge on the invoice.
Age Limits That Affect Who Can Order
Illinois and federal law both set age floors, and the stricter one controls.
Under federal law, a licensed dealer cannot sell handgun ammunition to anyone under 21 or rifle and shotgun ammunition to anyone under 18.5ATF. Minimum Age for Gun Sales and Transfers Online retailers shipping into Illinois are licensed dealers, so those limits apply to home delivery.
Illinois adds the FOID requirement on top. Getting a FOID Card under 21 requires written consent from a parent or legal guardian who is themselves eligible for the card, plus a clean record. So an 18-year-old with a parent-sponsored FOID Card can order rifle and shotgun ammunition online, but cannot order handgun ammunition from a dealer until turning 21.
Ammunition You Cannot Have Shipped at All
A FOID Card does not unlock every type of ammunition. Several categories are illegal to possess in Illinois no matter who sells them or where you live:
- Armor-piercing bullets, defined as handgun projectiles with cores made entirely from hard metals such as tungsten alloys, steel, iron, brass, bronze, beryllium copper, or depleted uranium, and fully jacketed bullets larger than.22 caliber designed for handguns whose jackets weigh more than 25% of the projectile’s total weight. Sporting ammunition and lead-core projectiles are excluded.6Illinois General Assembly. Illinois Compiled Statutes 720 ILCS 5/24-2.1
- Dragon’s breath shotgun shells, loaded with pyrophoric mesh metal designed to throw a flame or fireball.
- Bolo shells, which expel two or more metal balls connected by solid wire.
- Flechette shells, which expel fin-stabilized metal darts or wire projectiles.
- Explosive bullets, defined as projectiles containing an explosive charge designed to detonate on contact with flesh.7Illinois General Assembly. Illinois Compiled Statutes 720 ILCS 5/24-3.1
Possessing armor-piercing bullets, dragon’s breath shells, bolo shells, or flechette shells is a Class 3 felony carrying two to five years in prison.6Illinois General Assembly. Illinois Compiled Statutes 720 ILCS 5/24-2.1
Illinois also regulates .50 BMG caliber cartridges under the Protect Illinois Communities Act, the state’s assault weapons law. That framework handles grandfathering, registration, and exemptions differently from the flat bans above.8Illinois State Police. Protect Illinois Communities Act – Regulation on Assault Weapons
The Cook County Ammunition Tax
If your shipping address is in Cook County, expect an added cost. Cook County imposes a tax on retail ammunition sales, separate from state and local sales tax. Whether a particular online retailer collects it on orders shipped into the county depends on that retailer’s tax obligations, so check the final total at checkout before you place the order.
What Happens If You Accept Ammunition Without a Valid FOID
Receiving a shipment of ammunition when you don’t have a valid FOID Card carries real exposure. If you are otherwise eligible for a card but don’t currently hold one, the charge is a Class A misdemeanor, up to one year in jail and a fine up to $2,500. A second offense becomes a Class 4 felony with one to three years in prison.9Illinois General Assembly. Illinois Compiled Statutes 430 ILCS 65/14 – Penalty
If your card has been revoked, you’re ineligible to renew, or you were never eligible, possession is a Class 3 felony carrying two to five years. An expired card is treated more leniently: if it has been expired for six months or less and was not revoked, the offense drops to a petty offense.9Illinois General Assembly. Illinois Compiled Statutes 430 ILCS 65/14 – Penalty If you’re waiting on a renewal and an old order shows up, that distinction matters. Check your card’s expiration before you click buy.
