Legalizing sports betting in Georgia would almost certainly require a constitutional amendment, because the state constitution restricts most forms of gambling to the lottery. In March 2026, House Resolution 450 proposed putting sports betting legalization on the ballot. It needed 120 votes to pass; it got 63, with 98 voting no. That defeat signals legalization isn’t close.
