Can You Renew a Learner’s Permit in Virginia?

You can’t renew a learner’s permit in Virginia, because the standard learner’s permit doesn’t expire in the first place. Under state law, it stays valid until you either get a driver’s license or stop meeting the qualifications that made you eligible.1Virginia Code Commission. Code of Virginia 46.2-335 – Learners Permits; Fees; Certification Required If your card is lost or damaged, you need a replacement, not a renewal, and that costs $2 online or in person.

Why There’s No Renewal Process

A Virginia driver’s license carries a printed expiration date. A learner’s permit does not. The statute says a non-motorcycle learner’s permit lasts “until the holder thereof either is issued a driver’s license…or no longer meets the qualifications for issuance.”1Virginia Code Commission. Code of Virginia 46.2-335 – Learners Permits; Fees; Certification Required There is no renewal cycle, no eight-year clock, and no fee to keep it active.

If you’ve seen claims online that Virginia learner’s permits expire after a set number of years, those are wrong for the standard permit.

The Motorcycle Permit Exception

Motorcycle learner’s permits work differently. They expire 12 months after issuance. To get another one, you file a new application, pay the $3 fee again, and retake the knowledge and vision exams.1Virginia Code Commission. Code of Virginia 46.2-335 – Learners Permits; Fees; Certification Required This is the one scenario where something close to a renewal exists, and even then it’s a fresh application rather than a renewal transaction.

When a Permit Can Become Invalid

Although there’s no expiration date, your permit can still become invalid if you no longer meet the original eligibility rules. Two common examples: losing legal presence in the United States, or a parent or guardian revoking the consent they gave for a minor. If that happens, the DMV can cancel the permit and you’d need to apply from scratch rather than request a replacement card.

Replacing a Lost or Damaged Permit

Most people searching for how to renew a Virginia learner’s permit actually need a replacement card. You don’t retake any tests to get one.

Online

If you’re 18 or older, you can order a replacement through the DMV’s online portal for $2. Online replacement isn’t available if you’re under 18, your credential is suspended or revoked, you owe the DMV money from a prior transaction, you need an updated photo, or you want to upgrade to a REAL ID-compliant card.2Virginia Department of Motor Vehicles. In Person

If you don’t qualify for the online option, go to any DMV customer service center with a completed Driver’s License and Identification Card Application (form DL 1P), one proof of identity, and the $2 fee. You’ll have a new photo taken while you’re there. If you’re also upgrading to a REAL ID credential, bring one proof of identity, two proofs of Virginia residency, and proof of your Social Security number.3Virginia Department of Motor Vehicles. If You Need a REAL ID-Compliant Permit

Since May 7, 2025, a REAL ID-compliant credential or a passport has been required to board domestic flights and enter certain federal facilities.4Transportation Security Administration. REAL ID If your learner’s permit isn’t compliant and you want it to be, you can upgrade in person at a DMV customer service center. You’ll need proof of identity, two proofs of Virginia residency, proof of legal presence, and your Social Security number.3Virginia Department of Motor Vehicles. Moving to a Driver’s License Instead

If you’ve been holding your permit for a while and are wondering about renewal, the real next step is probably the driver’s license. The path depends on your age.

If You’re Under 18

Three requirements come before the road test:

You also have to be at least 16 years and three months old before the DMV will issue the license.8Virginia Code Commission. Code of Virginia 46.2-334 – Conditions and Requirements for Licensure of Persons Under 18

If You’re 18 or Older

Adults don’t have to serve the nine-month holding period, take driver education, or document 45 supervised hours. You can schedule the road skills test whenever you feel ready, provided you pass the vision screening and meet the standard eligibility requirements.9Virginia Department of Motor Vehicles.
