Can You Renew Your Permit After It Expires in PA?

You can renew a permit after it expires in PA, as long as it has not been too long since your original physical examination. PennDOT calls it an extension rather than a renewal, but the effect is the same: you file Form DL-31, pay $6, and get another year to practice and pass your road test.¹ You do not have to retake the written knowledge test to extend.

The Three-Year Cutoff

The date that controls everything is the physical examination date on your original application. If three years have passed since that date and you have not completed the road test, PennDOT will not extend the permit. You have to start over with a new application and retake the written knowledge exam.²

Before you go to a Driver License Center, dig out your original paperwork and check that date. If you are still inside the three-year window, an extension is straightforward. If you are past it, plan on paying the full initial application fee again and studying for the knowledge test.

PennDOT also offers the same one-year extension to permit holders who failed the skills test three times inside the permit’s original year.¹

One boundary worth flagging: motorcycle learner’s permits cannot be extended at all. Pennsylvania limits motorcycle permit applicants to three permits within a five-year period, with no renewal option.³

The Form and the Fee

Everything runs through PennDOT Form DL-31, “Non-Commercial Learner’s Permit Application to Add/Extend/Replace/Change/Correct.”² Download it from PennDOT’s website or pick one up at any Driver License Center.

You will fill in your permit number, full legal name, date of birth, and current address, and complete the Social Security Authorization section so PennDOT can verify your number.²

The extension fee for a Class A, B, or C learner’s permit is $6.⁴ Make checks or money orders payable to PennDOT.

How to Submit It

You cannot handle this online.⁵ Your two options are in person or by mail.

In Person

Walking into a Driver License Center is the faster route. Bring the completed DL-31 and payment. If your information checks out, the extended permit is issued that day. Centers accept debit cards, credit cards, checks, and money orders, but no cash.¹

By Mail

Mail the completed DL-31 with a check or money order to:

Bureau of Driver Licensing, P.O. Box 68272, Harrisburg, PA 17106-8272²

Mail turnaround is slower than a walk-in visit. Do not drive on your expired permit while you wait for the new one.

If the Permit Holder Is Under 18

Minors have to complete a parental consent section on the DL-31, signed by a parent, legal guardian, person in loco parentis, or a spouse who is at least 18. Without that signature, PennDOT will not process the extension.²

The extension does not reset the supervised driving requirements a minor has to meet before taking the road test:

Holding the permit for at least six months before testing. Time held before the expiration still counts.³
65 hours of behind-the-wheel practice, including at least 10 hours at night and 5 in bad weather.⁶
A parent or guardian signature certifying those hours were completed.³

Do Not Drive Until It Is Extended

An expired permit is not a valid permit. Driving on one can bring a traffic citation and fines. If you notice yours has lapsed, stop driving until you extend it or apply for a new one. Handled in person, the extension is usually a same-day fix.
