Can You Rent a Car in Hawaii at 18? Turo, Costs, Fee Waivers

Renting a car in Hawaii at 18 is possible, but narrowly. Nearly every national rental chain sets its minimum age at 20 or 21 for Hawaii locations, which rules out the airport counters most travelers default to. The realistic options are peer-to-peer platforms, chiefly Turo, and a handful of local car-sharing services on the islands.

Why the National Chains Are Mostly Closed to You

Hawaii doesn’t set a statutory minimum age for renting a car, so each company picks its own floor. In Hawaii, almost all of them land above 18:

  • Hertz: minimum age 20 at most U.S. locations, and Hawaii is not among its 18-year-old exceptions (Michigan, New York, and Quebec).1Hertz. Under 25 Car Rental
  • Dollar and Thrifty: underage range of 20 to 24 in Hawaii, so 20 is the youngest they’ll rent to.
  • Avis: minimum age 21 in most states, with exceptions only for New York and Michigan.2Avis. Minimum Age to Rent a Car
  • Enterprise: minimum age 21 at Hawaii locations.3Enterprise. Kahului Airport (OGG) Car Rental
  • National: minimum age 21 across the U.S., except in Michigan and New York.4National Car Rental. How Old Do You Have to Be to Rent a Car

Some smaller local agencies may rent to 18-year-olds, but policies shift. Call and confirm before you book a flight around the assumption that you’ll have a car at pickup.

Turo and Local Car-Sharing Are the Workable Path

Turo sets its minimum rental age at 18 in Hawaii.5Turo. Car Rental Hawaii You’re booking directly from individual owners who list their vehicles, not from a fleet, so inventory varies by island and season. During summer and the winter holidays it tightens quickly, and the better-priced cars go first.

Two things to know going in. Turo charges a young driver fee for renters aged 18 to 24; the amount varies by trip, is shown at booking, and cannot be waived or refunded after a completed trip.6Turo Support. Booking a Car And protection choices are capped: renters aged 18 to 20 can select the Standard or Minimum protection plans but cannot choose the Premier tier, so the lowest-deductible option is off the table.7Turo Support. Local car-sharing services operate on several islands and tend to be more flexible with younger drivers. Some accept both credit and debit cards regardless of age, which matters if you don’t yet have a credit card in your name. Fleets are smaller than the national chains, so check what’s available on your specific island.

Documents to Have Ready

  • A valid, non-expired, government-issued driver’s license. Most agencies and platforms also require that you’ve held the license for at least a year.
  • A credit card in your name. Traditional rental companies almost always require this for the security deposit; peer-to-peer platforms are generally more flexible with debit cards.
  • If you’re visiting from outside the U.S., bring your home-country license plus an international driving permit, especially if your license isn’t in English.8AAA. IDP International Driving Permit

You don’t need to carry your own personal auto policy to rent in Hawaii. State rental companies are required to provide minimum liability coverage with the rental: $20,000 per person and $40,000 per accident for bodily injury, plus $10,000 for property damage. Whether that’s enough is a separate question, but lacking a personal policy doesn’t disqualify you.

What It Will Actually Cost

Expect to pay more than the headline rate. At the traditional chains, drivers under 25 pay a daily young renter surcharge; Hertz, for example, charges $25 per day for renters under 25, which adds $175 to a week-long rental before taxes.1Hertz. Under 25 Car Rental Similar fees apply at the other majors, and the total can rival the base rental.

On Turo, the young driver fee for 18 to 24 varies by trip rather than following a fixed daily rate, and you’ll see it calculated at booking.6Turo Support. Booking a Car

On top of that, Hawaii rentals carry a rental motor vehicle surcharge tax, the general excise tax, and airport concession fees if you pick up at an airport. Budget roughly 30 to 40 percent above the advertised daily rate once everything stacks together. Picking up off-airport can trim the airport-specific charges.

Ways to Get the Young Driver Fee Waived

If you have USAA insurance eligibility, this is the most useful door open to an 18-year-old. Hertz, Avis, and Budget waive underage fees for USAA members aged 18 to 24; Enterprise, Alamo, and National waive them for members aged 21 to 24.9USAA. USAA Member Car Rental Discounts For an 18-year-old, the Hertz, Avis, or Budget partnership is potentially the only route into a major national chain in Hawaii, though each location still applies its own policies, so confirm before you count on it.

The AAA young renter waiver at Hertz is worth knowing about but won’t help yet. It starts at age 20 and runs through 24, with savings of up to $29 per day, a 24-hour advance reservation, and a credit card in your own name.10AAA. Hertz AAA Member Benefits

Active-Duty Military on Official Orders

If you’re an active-duty service member traveling on orders, the U.S. Government Rental Car Program lets service members as young as 18 rent. A young driver fee may still apply for ages 18 to 20, but it’s reimbursable under the Joint Travel Regulations. Drivers 21 and older face no age-related costs through the program.11Defense Travel Management Office. Rental Car Program

Insurance Quick Notes

Because Hawaii rentals come with basic liability built in, you’re not driving uninsured. If you carry a personal auto policy, its liability and collision coverage generally extends to rentals, though your deductible still applies.12CTAHR. Rental Car Insurance: Who Needs It? A Collision Damage Waiver (sometimes called a Loss Damage Waiver) removes your financial responsibility for damage to the rental itself; it’s worth considering if you don’t have personal collision coverage. Some credit cards include rental damage protection as a cardholder benefit, but exclusions for certain vehicles and rental lengths are common, so read the terms. On Turo, remember that at 18 to 20 your protection tops out at Standard; the Premier tier with the lowest deductible is off limits.7Turo Support. Protection Plans – In Detail

Booking Practicalities

Start on Turo early. Hawaii inventory thins out fast in summer and over the winter holidays, and entering your actual age at search time means every fee is calculated correctly before you commit. Discovering a surcharge at checkout is annoying; discovering you’re ineligible after landing is worse.

At pickup, bring your physical license and the card you used to book. Walk the vehicle before you drive off and take photos from every angle, with close-ups of existing scratches and dents. Two minutes of phone pictures can head off a damage dispute at return. Confirm the fuel policy and the return time while you’re standing there, so late fees and refueling charges don’t surprise you on the back end.
