Can You Use an EBT Card Without a PIN in California?

You cannot use an EBT card without a PIN in California in any routine situation. The Golden State Advantage card requires PIN entry for in-store purchases, online grocery orders, and ATM withdrawals. The only exception is a paper voucher process that retailers themselves initiate when their payment terminals are down, and it isn’t something you can request as a workaround. If you’ve forgotten your PIN, call (877) 328-9677 and set a new one through the automated system.

Every Transaction Type Requires Your PIN

Your four-digit PIN is tied to every method of spending or withdrawing your benefits. In-store purchases, online orders with authorized retailers, and ATM cash withdrawals all require it. California’s newer chip-and-tap EBT cards still require PIN entry at the point of sale; the tap feature makes the card harder to skim, but it doesn’t remove the PIN step.1Food and Nutrition Service. Online EBT purchases work the same way. Authorized retailers must use an encrypted PIN entry system so you can type your PIN securely on the website.2Food and Nutrition Service. The Manual Voucher Exception

When a store’s electronic payment system goes down, some retailers can process a CalFresh purchase using a paper voucher instead of the card terminal. This is the only scenario where a transaction goes through without you entering a PIN. You sign the paper form instead, much like writing a check.3Food and Nutrition Service. The process is entirely retailer-driven. The store calls the state’s EBT processor to get an authorization number, which confirms your account has enough funds and places a hold on that amount. The retailer fills out the voucher with your card number, the purchase amount, and the authorization number. You print your name, sign, and keep your copy. The store has 10 calendar days to clear the voucher electronically.3Food and Nutrition Service. SNAP Manual Voucher Process

Don’t treat this as a way around a forgotten PIN. Most stores don’t stock voucher forms because outages are rare, and the stores that do stock them will only use them when their own terminals are down. If the system is working and you can’t remember your PIN, the cashier can’t help you at the register.

How to Reset a Forgotten PIN

If you’ve forgotten your PIN or need to set one for the first time, you have three options. The phone method is quickest and available around the clock.

  • Call (877) 328-9677, the California EBT Customer Service Helpline printed on the back of your card. The call is free from California landlines, though standard cell phone charges may apply. The automated system walks you through selecting a new four-digit PIN.4California EBT Project. When to Call

  • Visit your county public assistance office, where a worker can help you select a new PIN in person.6California EBT Project. Client Frequently Asked Questions

Resetting your PIN does not require a new card. Your existing Golden State Advantage card stays the same, and the new PIN works immediately.7California EBT Project. Access the California EBT Cardholder Website

When you choose a new PIN, note that it cannot start with zero. Avoid obvious patterns like 1234 or repeated digits like 1111, and skip your birth year, the last four digits of your Social Security number, and any part of your phone number or address. Those are the first combinations a thief tries if they get hold of your card. Don’t reuse a PIN already tied to a bank card or phone, since a breach on one account would expose the other.

Letting Someone Else Shop for You

If you can’t shop for yourself due to a disability, illness, or other circumstance, California lets you designate an authorized representative or alternate cardholder. That person can use your EBT card and PIN to buy food or access cash benefits on your behalf. You complete a designation form through your county office.8Department of Public Social Services. EBT

Set this up before you need it. If you’re suddenly hospitalized and nobody else knows your PIN, your benefits sit unused until you recover or go through the reset process. Having a trusted alternate cardholder already designated means your household doesn’t miss meals while you’re out of commission.

Sharing your PIN informally, outside the authorized representative process, is a different matter. The PIN is yours, and the state treats transactions made with it as yours. If someone you handed the card to drains the account, you won’t have the same recourse you’d have against an unauthorized skimmer.
