Carbondale Sales Tax: Rate Breakdown, Exemptions, and Online Orders

The Carbondale sales tax on general merchandise is 9.75%. That total comes from three separate taxes charged on the same purchase: a 6.25% Illinois state rate, a 1% Jackson County rate, and a 2.5% Carbondale home rule municipal tax. Groceries, medicine, prepared meals, vehicles, and cannabis each follow their own rules, so the number on your receipt can land well above or well below 9.75% depending on what you bought.

How the 9.75% Breaks Down

Carbondale is a home rule municipality under the Illinois Constitution, which gives it broad authority to levy its own taxes.1Illinois General Assembly. Illinois Constitution – Article VII The city uses that authority to charge a 2.5% Home Rule Municipal Retailers’ Occupation Tax that stacks on top of the state and county rates.2Justia Law. Illinois Compiled Statutes 65 ILCS 5 – Article 8 Finance The three pieces work out this way:

  • State of Illinois: 6.25%, the base rate charged statewide.
  • Jackson County: 1%, a county retailers’ occupation tax that applies throughout the county.
  • Carbondale home rule: 2.5%, authorized under 65 ILCS 5/8-11-1 and collected by the Illinois Department of Revenue on the city’s behalf.

Home rule taxes must be set in quarter-percent increments, with no statutory maximum, which is why Carbondale’s rate sits at 2.5% rather than a round number.2Justia Law. Illinois Compiled Statutes 65 ILCS 5 – Article 8 Finance Clothing, electronics, furniture, and most other tangible goods sold at a Carbondale store carry the full 9.75%.

Groceries and Medicine

Effective January 1, 2026, Illinois eliminated the 1% state sales tax on qualifying groceries under Public Act 103-0781.3Illinois Department of Revenue. FY 2026-11, Municipal and County Grocery Occupation Tax Rate Bread, milk, produce, and other food meant to be eaten off-premises used to carry that 1% state rate. It is now 0% at the state level. The home rule and standard local sales taxes have long excluded qualifying food from their base, so those layers don’t apply either.4Illinois Department of Revenue. Home Rule and Non-Home Rule Sales Taxes

The same legislation lets municipalities and counties impose their own local grocery occupation taxes if they choose. Whether Carbondale or Jackson County has adopted one affects what you pay on food. The current local grocery rate can be confirmed through the Illinois Department of Revenue’s MyTax Illinois Tax Rate Finder or by calling the city directly.

Prescription and nonprescription medicines, medical appliances, insulin, syringes, and diabetic testing supplies are taxed at the reduced 1% state rate.5Illinois General Assembly. 86 Administrative Code 130.311 – Drugs, Medicines, Medical Appliances, and Grooming and Hygiene Products Like groceries, these items are excluded from the home rule tax base, so the 1% is the only sales tax that applies.

Prepared Food and Drinks

Carbondale charges a separate food and beverage tax on meals and drinks prepared for immediate consumption. It is independent of the general sales tax and applies on top of it. Restaurants, bars, coffee shops, caterers, and any business selling ready-to-eat food collect it. Both alcoholic and non-alcoholic drinks sold for on-site or immediate consumption are covered.

Unprepared grocery items are not. The line matters at places like grocery delis and convenience stores: a packaged loaf of bread is a grocery item, while a sandwich made at the deli counter is a taxable prepared meal. The rate on this tax has changed over time, and the current figure is maintained in the Carbondale city code and available from the city clerk’s office.

Vehicles, Boats, and Other Titled Property

The 2.5% home rule tax does not apply to anything that must be titled or registered with a state agency. That carve-out covers cars, trucks, motorcycles, boats, trailers, aircraft, and manufactured homes.2Justia Law. Illinois Compiled Statutes 65 ILCS 5 – Article 8 Finance The statute removes titled property from the home rule base entirely, so this isn’t an exemption the city could rescind.

When you buy a vehicle from a Carbondale dealer, state and county taxes still apply, but Carbondale’s 2.5% does not appear on the deal. Tax is calculated based on the address where the vehicle will be titled and registered, not the dealership’s location. A buyer who lives outside Carbondale and registers at an outside address pays only the taxes in their home jurisdiction.

Buying a vehicle out of state and bringing it into Illinois generally triggers Illinois use tax. Some states have reciprocal agreements that credit tax already paid in the selling state, which can reduce or eliminate the Illinois liability. The secretary of state’s office handles titling and collects any remaining tax at that point.

Online Orders Shipped to Carbondale

Illinois uses destination-based sourcing for remote sales, so the tax rate charged on an online order is based on where the buyer receives the goods. A Carbondale address pulls the full 9.75% combined rate on general merchandise, the same as a counter purchase downtown.

Remote retailers must collect and remit Illinois sales tax once they hit $100,000 or more in cumulative gross receipts from Illinois sales during the applicable lookback period.6Illinois Department of Revenue. FY 2026-12, Destination-Based Retailers Occupation Tax Changes As of January 1, 2026, the previous 200-transaction alternative threshold is gone; only the dollar threshold matters. Marketplace facilitators such as Amazon and eBay handle collection for most third-party sales on their platforms. If a small out-of-state seller falls below the $100,000 threshold and doesn’t collect Illinois tax, the buyer technically owes use tax on the purchase.

Cannabis

Adult-use cannabis sold in Carbondale carries multiple tax layers that push the effective rate well above 9.75%. On top of the standard sales tax, including home rule, the state imposes a purchaser excise tax tied to THC content:7Illinois Department of Revenue. Cannabis Taxes

  • 10% on cannabis flower or product with THC at or below 35%.
  • 20% on cannabis-infused products such as edibles and tinctures.
  • 25% on cannabis flower or product with THC above 35%, including most concentrates.

Municipalities and counties can also impose additional cannabis-specific retailers’ occupation taxes on adult-use sales.7Illinois Department of Revenue. Cannabis Taxes Medical cannabis is treated differently and taxed at the same lower rate as qualifying drugs and medicine, not at the adult-use rates.

Nonprofit Exemption

Qualifying nonprofits can apply for a full exemption from state and local sales tax on their purchases. The organization must be not-for-profit and operated exclusively for charitable, religious, educational, or governmental purposes. The application is Form STAX-1, filed with the Illinois Department of Revenue on paper or through MyTax Illinois. There is no fee, processing can take up to 90 days, and the exemption is not retroactive.8Illinois Department of Revenue. Sales and Property Tax Exemptions Once approved, the Department issues an exemption number the organization gives to vendors to make tax-free purchases.
