Casino Gambling Age in Washington State: 18 or 21?

The casino gambling age in Washington State is 18 under state law, but in practice many casinos require you to be 21. The deciding factor is almost always alcohol: if a venue serves liquor on the gaming floor, the entire floor becomes off-limits to anyone under 21, regardless of what the gambling statute says. Tribal casinos set their own minimums through their compacts, and some choose 21 even without the alcohol issue. Before you drive anywhere, call the specific casino and ask.

The 18 Rule Under State Law

RCW 9.46.228 makes it unlawful for anyone under 18 to play authorized gambling activities, including card games, punchboards, and pull-tabs, or to participate in fundraising events.1Washington State Legislature. Washington Code 9.46.228 – Gambling Activities by Persons Under Age Eighteen Prohibited Minors can play bingo, raffles, and amusement games only when commission rules specifically allow it.

The state lottery works the same way. Under RCW 67.70.120, lottery tickets cannot be sold to anyone under 18, though an adult can buy a ticket as a gift for a minor.2Washington State Legislature. Washington Code 67.70.120 – Ticket or Share Sales

Horse racing is the exception people miss. Advance deposit wagering accounts, which are the main way to bet on races remotely, require the account holder to be at least 21.3Washington State Legislature. Washington Code 67.16 – Horse Racing

Why Alcohol Service Raises the Age to 21

Washington’s liquor laws run on a separate track from its gambling laws, and when the two overlap, the stricter rule wins. Under RCW 66.44.310, it is a misdemeanor for anyone under 21 to enter or remain in an area the Washington State Liquor and Cannabis Board has classified as off-limits to minors. The Board can designate any portion of a licensed premises as restricted to those 21 and older.4Washington State Legislature. Washington Code 66.44.310 – Minors Frequenting Off-Limits Area

When a casino or card room pours alcohol directly on the gaming floor, that entire floor becomes an off-limits area. An 18-year-old who could legally gamble under the gambling statute still cannot step onto that floor if the venue holds a spirits, beer, and wine license for the space. Facilities that want to admit 18-year-olds for gambling typically keep the bar physically separate from the gaming tables. Venues that don’t want to build that separation default to 21-and-over to protect their liquor license.

Restaurants and hotel areas inside a casino property that the Board designates separately may still allow guests under 21. The gaming floor is what matters for your question. If you are between 18 and 20, call ahead.

Tribal Casinos Set Their Own Age

Washington’s 29 federally recognized tribes operate casinos under tribal-state compacts, which are formal agreements negotiated by the director of the Washington State Gambling Commission.5Washington State Gambling Commission. Tribal Gaming Compacts and Amendments Because each tribe negotiates its own, the minimum age for patrons varies from one facility to the next.

Many tribal casinos admit gamblers at 18. Others set the floor at 21, often because they serve alcohol throughout the gaming floor. A person who plays slots at one tribal casino without issue could be turned away at another casino a few miles down the road. Check the facility’s website or call.

Commercial Card Rooms

Commercial card rooms are a separate category from tribal casinos. They offer house-banked card games under state licensing and follow the 18-and-over rule set by the Washington Administrative Code.7Washington State Gambling Commission. The alcohol rule applies here too. A card room that serves liquor in the gaming area will typically restrict entry to 21 and older. Whether an 18-year-old can get in depends on whether the venue physically separates its gaming area from zones where liquor is poured.

Identification at the Door

Every casino and card room in Washington will ask for ID before letting you onto the gaming floor, and again when you collect a significant payout. Accepted forms are a valid state driver’s license, a current passport, a tribal enrollment card with a photo, or a federal military ID. If you cannot produce valid identification, expect to be denied entry or to have your payout held.
