The Cheboygan Secretary of State office is located at 300 Mill Street in Cheboygan, MI 49721, and handles driver’s licenses, state IDs, vehicle titles and registration, watercraft and snowmobile registration, and voter registration for residents of Cheboygan County and the surrounding area.
Hours and Contact
Standard hours run 9:00 a.m. to 5:00 p.m. on Monday, Tuesday, Thursday, and Friday. Wednesday shifts later, 11:00 a.m. to 7:00 p.m., which is the slot to use if you can’t break away during a normal workday. The office closes on state holidays and occasionally for staff training, so a quick check of the Michigan Department of State website before a first visit saves a wasted trip.
To confirm hours or book an appointment, call the statewide line at 888-SOS-MICH (888-767-6424).1Michigan Department of State. Scheduling an Office Visit Appointments open up to six months in advance, and online booking sends a confirmation email. Walk-ins are allowed, but staff fit them into the next available slot, which may be later that day or the next business day. For anything beyond a quick tab renewal, book ahead.
What You Can Do at the Cheboygan Office
Driver’s Licenses and State IDs
The branch processes new license applications, renewals, replacements, and state identification cards. One thing it doesn’t do: the driving skills test. Michigan contracts road testing to independent third-party businesses, so schedule that separately before coming in for your license.2Michigan Department of State. You can also join the Michigan Organ Donor Registry during any license or ID transaction. A red heart on your license or ID confirms enrollment.3Michigan Department of State. Michigan Organ Donor Registry
Vehicle Titles and Registration
When you buy a vehicle from a private seller, you have 15 days from the sale date to transfer the title. Miss that window and a $15 late fee applies on top of the regular title costs.4Michigan Department of State. Title Transfer and Vehicle Registration The office handles title transfers, plate assignments, and tab renewals.
The key form is the TR-11L, “Application for Michigan Vehicle Title,” which asks for the VIN, odometer reading, purchase price, and buyer and seller details. It’s available as a PDF on the Michigan Secretary of State website, and filling it out before you arrive cuts most of the counter time.5Michigan Secretary of State. The state collects a 6% use tax on the purchase price at the time of title transfer.6Michigan Legislature. Watercraft and Snowmobile Registration
Boat owners and snowmobile riders can register or renew at the Cheboygan branch. The process mirrors car registration: bring proof of ownership and expect to pay the applicable fees and use tax.
Voter Registration
Residents who have moved, turned 18, or become newly eligible can register at any Secretary of State office. More than 14 days before an election, Cheboygan can handle it on the spot. Inside that 14-day window or on Election Day, you’ll need to register at your local clerk’s office instead and bring proof of residency.8Michigan Department of State. Register to Vote
Documents to Bring
For a license or state ID, documents fall into three categories:
- Legal presence: a U.S. passport, birth certificate, certificate of naturalization, or immigration documents proving authorization to be in the country.
- Social Security number: your Social Security card is simplest. A W-2, 1099, or pay stub showing the full SSN also works. People not eligible for an SSN can present a letter of ineligibility from the SSA dated within 30 days.
- Michigan residency: two documents showing your name and physical Michigan address, dated within the last 90 days. Utility bills, bank statements, insurance documents, and lease agreements all qualify.
For a vehicle transaction, bring the completed TR-11L, the signed-over title from the seller, proof of Michigan no-fault insurance, and payment for the use tax and fees. The seller’s signature on the title certificate is what makes the transfer official under state law.9Michigan Legislature. Michigan Compiled Laws 257.233
Fees and Payment
The office accepts cash, checks or money orders made payable to “State of Michigan,” and credit or debit cards including Visa, Mastercard, American Express, and Discover. Mobile wallets, including Apple Pay, Google Pay, and Samsung Pay, also work. A processing fee applies to card transactions, so cash or check saves a few dollars.10Michigan Department of State. Budget for the title application fee, plate fees, and the 6% use tax on any vehicle purchase. Duplicate titles and title corrections each cost $15.11Michigan Department of State. REAL ID
Since May 7, 2025, federal law requires a REAL ID-compliant license or another acceptable document to board domestic flights, enter military bases, and access certain federal buildings. If your Michigan license lacks a star in the upper corner, the Cheboygan office can convert it during your visit.12Michigan Department of State. REAL ID
Converting costs nothing extra when done at the same time as a renewal or replacement. On its own, it’s a $9 correction fee for a license and $10 for a state ID. Bring your current Michigan license and a document proving U.S. citizenship or legal presence, such as a birth certificate or valid U.S. passport.12Michigan Department of State. REAL ID
Michigan also offers an enhanced driver’s license, which is automatically REAL ID-compliant and doubles as a border-crossing document for land and sea travel to Canada, Mexico, Bermuda, and the Caribbean. For Cheboygan County residents who cross into Ontario with any regularity, the enhanced license is the more practical choice.13Michigan Department of State. Enhanced License and ID
Skip the Trip
Several transactions don’t require a visit. The Secretary of State’s online portal handles vehicle and watercraft registration renewals, duplicate license and title orders, address changes, voter registration, and organ donor enrollment.14Michigan Department of State. Online Services
Michigan also runs self-service kiosks in retail locations around the state. These handle registration renewals for cars, motorcycles, snowmobiles, and watercraft, and can renew or replace a license or ID when no new photo is required.15Michigan SELF-SERVICE STATION. Registration Renewal and More There is no kiosk in Cheboygan itself; the nearest listed station is at the Alpena Meijer, roughly 60 miles south on M-32. For most Cheboygan residents, the online portal is the more practical alternative when a counter visit isn’t required.
