Dogs, Licensing, and Barking

Every dog in Chino Hills over four months old needs a license through the Inland Valley Humane Society, which runs animal services for the city. You cannot finish the application without a current rabies certificate and a microchip. If you do not yet have the rabies proof, a 60-day temporary license can be issued while you get the shot. Spayed or neutered dogs qualify for a discounted rate.3Inland Valley Humane Society. Pet Licensing in Inland Valley

Title 6 also covers animals running at large, leash rules, and barking. Barking complaints go to the Inland Valley Humane Society at (909) 623-9777.4City of Chino Hills. Animal Control A dog that barks continuously or intermittently for an extended period can be treated as a code violation.

Noise and Construction Hours

Chapter 8.08 sets the city’s noise standards. Commercial contractors and professional builders are limited to these windows:5City of Chino Hills. Frequently Asked Questions – Construction Hours

  • Monday through Friday, 7:00 a.m. to 7:00 p.m.
  • Saturday, 8:00 a.m. to 6:00 p.m.
  • No construction on Sundays or federal holidays.

Homeowners and tenants doing their own work get extra hours, but only if the noise cannot be heard by a reasonable person past the property line. Under that condition, residents can also work 7:00 p.m. to 10:00 p.m. on weekdays, 6:00 p.m. to 10:00 p.m. on Saturdays, and 8:00 a.m. to 10:00 p.m. on Sundays and holidays.6Noise Pollution Clearinghouse. Chino Hills, CA Code of Ordinances – Noise Quiet projects only. If the neighbor can hear you from their yard, the exception is gone.

Amplified music, commercial equipment, and vehicle noise are governed by the same chapter. Officers evaluate complaints against the code’s sound standards.

Property Maintenance

Title 8 defines the conditions that count as a public nuisance. Owners have to control trash and debris, keep vegetation trimmed, and keep inoperable or dismantled vehicles out of view from the street. When the city finds a nuisance, the owner is typically ordered to correct it or face enforcement, which can include abatement liens against the property. Overgrown lots, abandoned furniture, and visible junk are the most common triggers.

Fences and Building Changes

Freestanding walls and fences up to six feet in side and rear yard setbacks, and up to four feet in the front yard setback, do not need a building permit. Anything taller does, and any project that departs from the standard setbacks needs a Variance approved through the planning process.7City of Chino Hills. Frequently Asked Questions – Fence Heights The Development Code also sets zoning districts, residential design standards, grading rules, and water conservation requirements through chapters like 16.06, 16.07, and 16.10.8Municode Library. Running a Business, Including From Home

Title 5 requires anyone conducting business in Chino Hills to hold a valid business license. That covers storefronts, warehouses, and spare bedrooms alike. A business run from a residence, even if the work itself happens elsewhere, needs both a business license and a Home Occupation Permit. The city only accepts electronic applications through its online portal.9City of Chino Hills. Frequently Asked Questions – Permits

The Home Occupation Permit stays valid as long as you renew the business license annually before it expires and have not moved to a new address within the city. Selling cottage food from home is allowed only for products approved by the California Department of Public Health, and the license-plus-permit requirement still applies.9City of Chino Hills. Frequently Asked Questions – Permits

Short-Term Rentals Are Banned

Chino Hills does not allow short-term rentals. Listing a home or a room on Airbnb, Vrbo, or any similar platform for stays shorter than 30 days is not legal here. Rentals of 30 days or longer are allowed.10City of Chino Hills. Frequently Asked Questions This is a flat prohibition, not a permit program, so there is no application that would make a short stay compliant.

Temporary Signs

Sign rules catch real estate agents and small business owners off guard more than any other provision. For temporary signs tied to events like open houses:

  • Apply for a permit at least four business days before the event. Permits last six months.
  • Each sign is capped at four square feet in area and four feet in height.
  • Signs go in the landscaped parkway only. Sidewalks, medians, utility poles, and light poles are off-limits.
  • Identical signs must be at least 100 feet apart, with a maximum of 15 signs per event.
  • In the public right-of-way, signs can only be out Fridays through Sundays, plus Memorial Day and Veterans Day, between 7:00 a.m. and 6:00 p.m.

Signs placed without a permit or in prohibited spots are pulled by code enforcement. As of January 1, 2026, the removal fee is $76 per sign.11City of Chino Hills. Temporary Single Exhibition Event Signs Political signs and yard sale signs fall under separate rules.

Fines for Violations

When a violation is charged as an infraction, fines tier up within a one-year window:12Municode Library. Title 1 – General Provisions – Chino Hills, CA

  • First conviction: up to $100.
  • Second conviction within one year: up to $200.
  • Third or later conviction within one year: up to $500.

Administrative citations are a separate track. They are issued directly by code enforcement officers rather than through the court, and the fine amounts are set by City Council resolution, which can run higher than the infraction schedule depending on the violation.12Municode Library. Title 1 – General Provisions – Chino Hills, CA

How to Appeal an Administrative Citation

The code lays out a two-step process, and the first step is mandatory. Within 15 days of the citation’s issuance, submit a written request for an initial administrative review to the City Clerk, with a copy of the citation and a detailed explanation of why you are contesting it. The supervising department director reviews and responds within 15 days.12Municode Library. Title 1 – General Provisions – Chino Hills, CA

If that review goes against you, you have another 15 days to request a formal administrative hearing. That request has to come with an advance deposit equal to the fine. If paying the deposit is not possible, you can apply for a hardship waiver by submitting a signed affidavit under penalty of perjury along with documents showing inability to pay. The City Clerk decides hardship requests within 15 days, and that decision is final.12Municode Library. Title 1 – General Provisions – Chino Hills, CA Skipping the initial review and going straight to a hearing request is not allowed.

How to Report a Violation

The city accepts complaints four ways:13City of Chino Hills. Report a Violation

  • Online through the CodeReport portal, which lets you upload photos from a phone.
  • By phone at (909) 364-2757.
  • In person at City Hall, 14000 City Center Drive, Chino Hills, CA 91709.
  • By written complaint mailed to City Hall.

Anonymous submissions are not accepted. You have to identify yourself, but the city keeps the reporting party’s identity confidential during the investigation. Health and safety risks are handled first; everything else is worked in the order received.14City of Chino Hills. Code Enforcement

When Federal Law Overrides the Code

A handful of federal rules limit what the city can enforce, and they come up more than most residents realize.

The FCC’s Over-the-Air Reception Devices (OTARD) rule bars local governments from restricting satellite dishes one meter or less in diameter on property the user owns or controls. A local rule that unreasonably delays installation, raises its cost, or blocks an acceptable signal is preempted.15eCFR. 47 CFR 1.4000 – Restrictions Impairing Reception of Television Broadcast Signals

The Fair Housing Act requires the city to make reasonable accommodations in its rules and policies when needed to give a person with a disability equal opportunity to use and enjoy their home.16Office of the Law Revision Counsel. 42 USC 3604 That can mean exceptions to zoning restrictions, occupancy limits, or building requirements. A blanket refusal to consider such requests violates federal law regardless of what the local code says.

Businesses open to the public also have to meet ADA accessibility standards on top of local building codes. Title III of the ADA requires removal of architectural barriers in existing buildings when readily achievable, and new construction or alterations have to meet the ADA Standards for Accessible Design.17ADA.gov. Businesses That Are Open to the Public Service animals are treated as working animals under the ADA, not pets, and businesses cannot charge fees for them that are not charged to other customers or demand special ID or training paperwork.18ADA.gov.
