City of Albany Parking Tickets: Fines, Deadlines, and Appeals

An Albany parking ticket gives you 20 days to pay the fine or request a hearing. Miss that window and the amount doubles automatically, and unpaid tickets can lead to a booted vehicle, a tow, or a hold on your New York registration. Fines run from $25 for an expired meter up to $150 for parking in an accessible space without a placard.

What Your Ticket Costs

Albany sets fine amounts by violation type in its municipal code:

  • $150 — parking in a handicapped space without authorization
  • $100 — parking within 15 feet of a fire hydrant, or blocking a handicapped-accessible curb ramp
  • $75 — double parking
  • $50 — blocking a driveway, obstructing traffic, or parking in a no-stopping zone
  • $35 — tow-away zone, fire lane, crosswalk, sidewalk, snow emergency route, or no-parking zone; also alternate side violations, parking more than 12 inches from the curb, and parking on the wrong side of the street
  • $25 — overtime meter, no-standing zone, or bus stop

The 20-Day Deadline

You have 20 days from the date of the violation to pay or request a hearing. If you do neither, the fine doubles automatically with no additional notice. A $35 alternate-parking ticket becomes $70. A $100 hydrant ticket becomes $200. The doubling is treated as a default guilty plea, so you also lose your chance to contest the ticket through normal channels.1City of Albany, NY. The clock starts the day the ticket was written, not the day you found it on your windshield. If the ticket has been sitting under your wiper for a week, you already have less time than you think.

How to Pay

The fastest option is paying online at albany.rmcpay.com, the city’s third-party payment portal, where you enter your ticket number and pay by credit or debit card. Most online payments process within 24 to 48 hours.2City of Albany. Parking Violations Bureau

You can also pay in person at the Parking Violations Bureau, 24 Eagle Street, Room 203, Albany, NY 12207, during standard business hours. Mailed check or money order payments go to the address printed on the ticket.

How to Contest a Ticket

If the ticket was issued in error, request a hearing by submitting the hearing request form to the Parking Violations Bureau. You can deliver it in person, mail it, or submit it through the city’s website.2City of Albany. Parking Violations Bureau

Gather your evidence before you file. Useful material includes photos of the parking signs or the meter, a payment receipt showing the meter was fed, or registration documents if the ticket was written against the wrong vehicle. An Administrative Law Judge reviews the case and mails a written decision to the vehicle’s registered owner, usually within several weeks.

Request the hearing within the 20-day window. If you miss it, you’re deemed to have pleaded guilty, the fine doubles, and the hearing option is gone.

What Happens If You Ignore the Ticket

Enforcement escalates in a predictable sequence, and each step adds cost.

At 20 days, the fine doubles. At six months without payment, the city refers your debt to a collections agency.2City of Albany. Parking Violations Bureau

Once your outstanding fines and penalties reach $200, your vehicle becomes eligible for booting. Enforcement officers can immobilize it with a wheel boot anywhere they find it, at any time. Separately, three or more unpaid tickets within an 18-month period triggers a report to the New York State DMV for a registration hold.2City of Albany. Parking Violations Bureau

A registration hold means you cannot renew until every outstanding Albany parking debt is cleared. Albany is listed as a participating scofflaw jurisdiction, so the hold appears when you try to renew online or at any DMV office.3New York State Department of Motor Vehicles. Towing and Impound Costs

If your vehicle is towed, Albany caps the towing fee for passenger vehicles at $200. Storage at the impound lot runs up to $50 per day, starting 24 hours after the vehicle arrives. Dollying the vehicle onto the truck adds $25, and winching runs $55 per hour when needed.4City of Albany. Common Council Resolution on Towing and Storage Charges

A vehicle towed for scofflaw violations isn’t released until the outstanding fines, towing charge, and all accumulated storage fees are paid in full. Five days in the lot can mean $200 in towing plus $200 in storage on top of the doubled fines that triggered the tow.

Accessible Parking and Out-of-State Placards

The $150 handicapped-space fine does not apply if you display a valid disability placard or plate, even one issued by another state. The federal Uniform System for Parking for Persons with Disabilities requires states to recognize each other’s placards, so an out-of-state visitor with proper credentials can use Albany’s accessible spaces without penalty.5eCFR. 23 CFR Part 1235 – Uniform System for Parking for Persons with Disabilities

Bankruptcy Does Not Erase These Fines

Chapter 7 bankruptcy will not discharge Albany parking tickets. Fines and penalties payable to a government entity are excluded from discharge under federal law, so the city can resume collection once the case closes.6Office of the Law Revision Counsel. 11 USC 523 – Exceptions to Discharge Chapter 13 can fold the fines into a three- to five-year repayment plan, with any remaining balance potentially discharged on completion, though the cost of filing makes that route impractical for parking debt alone.
