Who Needs One

Chapter 5.04 is written broadly. If you provide goods or services in Hesperia, you need a license, whether you run a storefront, a restaurant, a professional office, a construction crew, a mobile cart, or a consulting practice.1City of Hesperia. Business License For-profit status doesn’t matter.

Home-based businesses are included and must complete the Home Occupation Permit section built into the standard application form. Expect limits on signage, foot traffic, noise, and how much of your home you can devote to the business.2City of Hesperia. Business Center

Contractors based outside Hesperia who come into the city for a project need a license as well. Specialized operations have extra layers: massage facilities, for example, must meet additional requirements under Chapter 5.20 on top of the standard license.3Hesperia, CA. Hesperia Code 5.20 – Massage Facilities and Massage Therapists Rental property owners carry a separate obligation under Chapter 5.72, covered further down.

What to Gather Before You Apply

Pull these together before you start the form:

  • Your legal business name and any DBA registered with San Bernardino County.
  • Your ownership structure: sole proprietorship, partnership, LLC, or corporation.
  • A Federal Employer Identification Number, or your Social Security Number if you’re a sole proprietor.
  • Any state license number and expiration date your profession requires (contractors, cosmetologists, and similar).
  • Zoning confirmation from the Planning Department that your intended use is allowed at the proposed location.
  • A certificate of occupancy, for businesses in commercial or industrial space, confirming the building is cleared for its intended use.

The application also asks for a detailed description of your business activities. Be specific. A vague description can stall review or lead to denial if the city cannot tell whether what you do fits the site’s zoning.4City of Hesperia. Business License Application

If your proposed use doesn’t match the existing zoning, you may need a Conditional Use Permit, which adds time and cost.5City of Hesperia. Planning

How to Submit the Application

Three options: the online Laserfiche portal, mail, or in person at the Building and Safety Department at City Hall. If your business is in a commercial or industrial space, you will need to appear in person so the city can issue both the license and the certificate of occupancy at the same time.2City of Hesperia. Once submitted, the application routes to Planning for zoning, Fire for life-safety, and Building and Safety for code compliance. How long this takes depends on your business type and whether anything surfaces during review. Questions go to Building and Safety at (760) 947-1311.1City of Hesperia.
