The Richmond car tax is an annual personal property tax of $3.70 per $100 of assessed value on vehicles garaged in the city, due June 5 each year.1Richmond. Vehicle Personal Property Taxes It covers passenger cars, trucks, motorcycles, recreational vehicles, boats, and trailers, whether owned by an individual or a business. Most private passenger vehicles qualify for partial state relief that reduces the final bill, and some military and disabled-veteran owners pay nothing at all.
How the Bill Is Calculated
Richmond values your vehicle using the clean trade-in value from the NADA Used Car Guide as of January 1 of the tax year.1Richmond. Vehicle Personal Property Taxes That number reflects what a dealer would pay for the vehicle in good condition with expected mileage. Virginia law requires localities to use a recognized pricing guide and apply it uniformly to the same class of property.2Virginia Code Commission. Virginia Code 58.1-3503 – General Classification of Tangible Personal Property The assessment is done at the VIN level, so your specific vehicle’s features matter.
From there the math is simple. Multiply the assessed value by $3.70 and divide by 100. A car assessed at $15,000 produces a gross bill of $555 before any relief.
Personal Property Tax Relief and Why It Keeps Shrinking
Virginia’s Personal Property Tax Relief Act (PPTRA) offsets part of the bill on qualifying vehicles. A vehicle qualifies if it is a passenger car, motorcycle, autocycle, or pickup or panel truck that is privately owned, used primarily for non-business purposes, and not titled under a business name. Relief applies only to the first $20,000 of assessed value; anything above that is taxed at the full rate.3Virginia Code Commission. Virginia Code 58.1-3524 – Tangible Personal Property Tax Relief
The Commonwealth gives Richmond a fixed $16.7 million each year for the program. City Council then sets the annual relief percentage by dividing that pot across all qualifying vehicles.1Richmond. Vehicle Personal Property Taxes As vehicle values and the number of cars in the city have climbed, the share each car receives has fallen. The relief rate was 58% in 2015 and 22% in 2024. On a $15,000 car with a $555 gross bill, 22% relief knocks off about $122, leaving around $433 owed.
Leased vehicles can still receive the relief. The leasing company is the legal owner, but Virginia law requires PPTRA benefits to pass through to the lessee when the lease makes the lessee responsible for the personal property tax.3Virginia Code Commission. Ask for a High-Mileage Adjustment
The NADA value assumes typical mileage for the vehicle’s age. If your odometer is well above that, the standard valuation overstates what the car is worth. Richmond lets owners request a reassessment by submitting a high-mileage form to the Department of Finance.1Richmond. Vehicle Personal Property Taxes The form is on the city’s vehicle tax webpage. Filing it before the assessment is finalized gives you the best shot at a lower bill, and it is one of the most overlooked ways to cut what you owe.
Military and Disabled Veteran Exemptions
Active-duty service members stationed in Richmond whose legal domicile is another state are exempt from the city’s vehicle personal property tax. The Servicemembers Civil Relief Act bars a state or locality from taxing the personal property of service members present only because of military orders.4Office of the Law Revision Counsel. 50 USC 4001 – Residence for Tax Purposes The exemption does not reach vehicles used in a trade or business, and it does not help a service member who claims Virginia as a legal domicile.
Military spouses get similar protection. Under the Military Spouses Residency Relief Act and the Veterans Benefits and Transition Act, a spouse may elect the service member’s state of legal residence for state and local tax purposes, even without ever living there.5Military OneSource. The Military Spouses Residency Relief Act A spouse with out-of-state domicile who is in Virginia solely to accompany the service member can claim the exemption on vehicles titled in the spouse’s name or jointly with the service member.
Veterans rated 100% permanently and totally disabled due to a service-connected condition may have one motor vehicle fully exempt. The vehicle must be an automobile or pickup truck registered for personal use. If the veteran is married, the exemption applies even when the vehicle is titled in the spouse’s name. Apply through the local Commissioner of the Revenue.6Virginia Department of Veterans Services. Tax Exemptions The exemption ends on the veteran’s death and does not transfer to a surviving spouse.
Proration When You Move or Buy Mid-Year
If you move into Richmond or buy a vehicle partway through the year, the city prorates by whole months. The cutoff is the 15th. Acquire the vehicle or establish residency on or before the 15th, and that month counts. Arrive after the 15th, and taxation starts the following month.1Richmond. Vehicle Personal Property Taxes A car bought on March 12 is taxed for ten months; one bought on March 16 is taxed for nine.
Moving out is less tidy. If you relocate to another Virginia locality that prorates, Richmond adjusts your bill. If the new locality does not prorate, Virginia law blocks a refund because the vehicle will not be taxed in the new jurisdiction until the following January 1.1Richmond. Vehicle Personal Property Taxes Check your destination before counting on money back.
Register the Vehicle Within 60 Days
You must report your vehicle to the Richmond Department of Finance within 60 days of moving into the city or acquiring the car. The city needs the VIN, purchase date, purchase price, and the garaging address. You can register online or in person at the Department of Finance at City Hall. Missing the 60-day window does not erase the tax; it just means the city will back-calculate what you owe once it finds the vehicle.
Paying On Time and What Late Costs
The bill is due by June 5.1Richmond. Vehicle Personal Property Taxes Pay through the city’s online portal, by mailed check, or in person.
Penalties ramp fast. Miss June 5 and a penalty of 2% of the unpaid balance (or $10, whichever is greater) applies right away. If the bill is still unpaid by the first of the following month, the penalty jumps to 10% of the balance (or $10, whichever is greater). Interest accrues monthly on top of that.1Richmond. Letting a bill sit has one more consequence. Virginia law authorizes the state to reduce or withhold your state income tax refund to satisfy delinquent local debts, including unpaid personal property tax.7Virginia Tax. Why Was Your Refund Reduced or Withheld (Offset)? A forgotten car tax bill is a reliable way to lose part of next year’s refund.
Federal Deduction
If you itemize on your federal return, Richmond’s personal property tax counts as a deductible state and local tax, subject to the overall SALT cap. If you use the vehicle partly for business, the business-use share of the tax may be deductible as a business expense instead, which can help if your SALT total is already at the limit.
