The Class E license in West Virginia is the state’s standard driver’s license for personal vehicles: cars, SUVs, and small trucks that don’t require a commercial endorsement. If you’re 18 or older, live in West Virginia, and can prove your identity and legal presence in the U.S., you can apply directly at any DMV regional office. Applicants under 18 go through a three-stage graduated program first. The license comes in a standard version and a REAL ID version with a gold star, and you choose between them when you apply.
What to Bring to the DMV
First-time applications have to be done in person. Photocopies aren’t accepted, so bring originals of everything.
You need to prove four things: identity, Social Security number, legal presence in the United States, and West Virginia residency. A birth certificate, U.S. passport, or other federally recognized ID handles identity and legal presence. Non-citizens bring immigration documents showing lawful status. Your Social Security number is verified directly with the Social Security Administration.
Residency requires two separate documents, each showing your name and West Virginia physical address. The DMV accepts utility bills no more than 60 days old, rental or lease agreements, mortgage documents, W-2 forms issued within the past 18 months, a West Virginia voter registration card, tax records, or a valid West Virginia vehicle registration card, among others.1West Virginia Division of Motor Vehicles. If you already hold a license from another state, bring it. You’ll have to surrender it before West Virginia will issue your Class E. The DMV also runs your record through the National Driver Register, a federal database flagging anyone whose driving privileges have been suspended, revoked, or denied in any state.3National Highway Traffic Safety Administration. National Driver Register Any outstanding suspension in another state has to be cleared before West Virginia will give you a license.
If You’re Under 18
You can’t apply directly for a full Class E license before 18. West Virginia uses a graduated driver licensing system with three stages, and each one phases in more driving privileges.4West Virginia Division of Motor Vehicles. GDL Brochure
- Level 1 (Instruction Permit) is available at 15. You drive only with a licensed driver 21 or older in the vehicle, no more than two non-family passengers, between 5 a.m. and 10 p.m. The fee is $7.50.
- Level 2 (Intermediate License) is available at 16. You can drive unsupervised between 5 a.m. and 10 p.m. Night driving still requires a supervising driver 21 or older, with exceptions for work, school activities, religious events, and emergencies. For the first six months you can’t carry non-family passengers under 20; for months seven through twelve you can carry one. The fee is $7.50.
- Level 3 (Full Class E) is available at 17 if your driving privileges haven’t been suspended or revoked. No additional testing is required if you held a Level 2 license in good standing. The fee is $2.50 per year the license is valid.
Violating the conditions of any GDL level carries fines of $25 for a first offense, $50 for a second, and $75 for a third or later offense.5West Virginia Legislature. West Virginia Code 17B-2-3A – Graduated Driver License
Vision, Knowledge, and Road Tests
At the DMV office, you’ll complete a vision screening on the spot. If you need corrective lenses to pass, your license gets a restriction requiring you to wear them while driving. Fail the screening, and you may need clearance from an optometrist or ophthalmologist before the DMV will move forward.
First-time applicants also take a written knowledge test covering West Virginia traffic laws, road signs, and safe driving practices. If you fail, you have to wait seven days to retake it.6West Virginia Division of Motor Vehicles. What You Should Know The state’s official driver’s licensing handbook is the best way to prepare.
The road skills test checks your ability to control the vehicle, follow signals, change lanes, and perform maneuvers like parallel parking. A traffic violation during the test, or failure to complete a required maneuver, is an automatic fail. Bring a properly registered and insured vehicle with valid inspection stickers; you can’t take the test without one.
If you’re transferring a valid license from another state, both the written and road tests are typically waived.
Fees
West Virginia charges $5 per year for a Class E license. What you pay at the counter depends on how many years remain until your next renewal date, which falls on the birthday when your age becomes divisible by five (25, 30, 35, 40, and so on). A 21-year-old renewing for the first time would pay $20 for a license valid until age 25.7West Virginia Division of Motor Vehicles. A duplicate license, for a lost or destroyed card or to update information, costs $7.50.8West Virginia Legislature. Standard License or REAL ID
You pick one or the other at application. The REAL ID version has a gold star on the front and costs $10 more.2West Virginia Division of Motor Vehicles. West Virginia DMV Drivers Licenses and ID Cards
Since May 7, 2025, a standard license without the gold star is no longer accepted for boarding domestic flights or entering secure federal buildings.9Transportation Security Administration. REAL ID A standard license still works for everyday driving, banking, and voting. Skip the REAL ID and you’ll need another federal ID like a passport to fly within the country.
Documentation for a REAL ID license is similar to the standard Class E. If you’re upgrading at renewal and never previously held a REAL ID card, you’ll need to bring the full set of identity, Social Security, and residency documents again.2West Virginia Division of Motor Vehicles. Renewing Later
Your Class E license is valid for five years once you’re in the regular cycle. During the initial phase-in, the DMV may issue a license lasting three to seven years to align your expiration with the five-year schedule.10West Virginia Division of Motor Vehicles. License Renewal
Renewals can be completed online, at a self-service kiosk, or in person. Online renewal only works for straightforward cases without a name or address change. For a name update, address change, or new photo, you need to come in.
Let your license lapse more than six months and the DMV will make you retake both the written knowledge test and the road skills test before issuing a new one.10West Virginia Division of Motor Vehicles. License Renewal Renewal notices go out as a courtesy, but tracking the expiration date is on you.
Keeping Your License
West Virginia uses a point system for traffic violations, including those committed in other states. Hitting 12 or more points triggers an automatic suspension, ranging from 30 days at 12–13 points up to 120 days at 20 or more.11West Virginia Division of Motor Vehicles. Point System If it’s your first point-based suspension in two years, you can pay a $200 penalty before the suspension starts and avoid it entirely, which also waives the reinstatement fee. That option is available once every two years.12Cornell Law Institute. West Virginia Code 91-5-7 – The Point System
A DUI conviction brings its own revocation period, starting at six months for a standard first offense and escalating sharply with repeat offenses or any injury or death involved.13West Virginia Legislature. West Virginia Code 17C-5-2 – Penalties for DUI Refusing a chemical breath or blood test at a DUI stop is a separate administrative revocation on top of any criminal charges.
A few other triggers can cost you the license. Driving without the required liability insurance (minimums are $25,000 per person and $50,000 per accident for bodily injury, plus $25,000 for property damage) can lead to suspension of both your license and registration.14West Virginia Offices of the Insurance Commissioner. Auto Mandatory Limits Reinstatement after an insurance lapse generally requires an SR-22 filing from your insurer for about three years. Falling six or more months behind on child support, or failing to respond to a subpoena in a paternity or support case, can also result in suspension through the Bureau for Child Support Enforcement.15West Virginia Legislature. West Virginia Code 48-15-205 – Form of Notice of Action Against a License Medical conditions that significantly impair safe driving, such as uncontrolled seizure disorders or severe vision loss, can lead to disqualification when the DMV reviews reports from healthcare providers.
Reinstatement after any suspension or revocation is not automatic. For point-based cases, you wait out the suspension, pay a reinstatement fee, and sometimes complete a driver improvement program. The DMV recommends calling 1-800-642-9066 to confirm the exact amount owed before paying through its online portal.16West Virginia Division of Motor Vehicles. Drivers License Reinstatement Fees DUI reinstatements usually require an alcohol education or safety program, SR-22 insurance, and sometimes a hearing.
