The Clearwater sales tax rate is 7%, made up of Florida’s 6% state sales tax and a 1% Pinellas County discretionary surtax known as the Penny for Pinellas. That full 7% applies to most retail purchases of tangible goods, but the county’s 1% portion only hits the first $5,000 of any single item, so very large purchases are taxed at a slightly lower effective rate.
How the 7% Rate Is Built
Florida charges a statewide 6% sales tax on retail sales of tangible personal property and certain services.1Florida Legislature. Florida Statutes 212.05 – Sales, Storage, Use Tax State law lets each county add a discretionary surtax of up to 1%,2Florida Senate. Florida Statutes 212.055 – Discretionary Sales Surtaxes and Pinellas County uses the full penny. The result for Clearwater buyers is a flat 7% at the register on most taxable transactions.
The 1% Penny for Pinellas is a voter-approved surtax that funds local infrastructure like roads, stormwater systems, and public buildings. The current authorization runs from 2020 through 2029.3Penny for Pinellas. FAQs
The $5,000 Cap on the County Portion
The county surtax only applies to the first $5,000 of any single item of tangible personal property.4Florida Legislature. Florida Statutes 212.054 – Discretionary Sales Surtax; Administration Buy a $10,000 piece of equipment and you’ll pay 1% on the first $5,000 ($50) plus 6% on the full $10,000 ($600), for $650 in tax rather than $700. Items normally sold together as a working unit count as one item for the cap.
What Clearwater’s 7% Actually Covers
Tangible personal property sold at retail is the obvious category: furniture, electronics, clothing, building materials, and so on. Leasing or renting that kind of property is taxable at the same rate.1Florida Legislature. Florida Statutes 212.05 – Sales, Storage, Use Tax
A few less obvious categories catch people off guard:
- Commercial real property rentals carry a separate 2% state tax on lease payments for office space, warehouses, and retail storefronts, and the county surtax applies too.5Florida Department of Revenue. Sales and Use Tax on the Rental, Lease, or License to Use Real Property
- Specific services are taxable at 6%: security and protection services, nonresidential cleaning, and commercial pest control. Florida does not tax services broadly, so the list of taxable services is narrow.1Florida Legislature. Florida Statutes 212.05 – Sales, Storage, Use Tax
- Electricity is taxed at a reduced state rate of 4.35% instead of the standard 6%.1Florida Legislature. Florida Statutes 212.05 – Sales, Storage, Use Tax
Residential rentals longer than six months are not subject to sales tax. Personal services like haircuts and legal fees aren’t taxed either.
What’s Exempt

Florida Statutes 212.08 – Sales, Rental, Use, Consumption, Distribution, and Storage Tax; Specified Exemptions Prepared food sold for immediate consumption, like restaurant meals and hot deli items, is still taxable.

Resale Purchases

Annual Resale Certificate for Sales Tax The certificate doesn’t cover items your business consumes itself, like office supplies or equipment. Nonprofit Organizations
A 501(c)(3) organization can apply for a Consumer’s Certificate of Exemption (Form DR-14) by submitting Form DR-5 to the Florida Department of Revenue. The certificate is valid for five years and has to be shown to the vendor at purchase.8Florida Department of Revenue. Nonprofit Organizations and Sales and Use Tax One trap: payment has to come from the organization’s funds, not a representative’s personal funds with later reimbursement.

Pay Tourist Development Tax The “bed tax” applies to any rental of six months or less, whether a hotel chain or a privately listed vacation rental. The owner or property manager collects and remits it.
Use Tax on Online and Out-of-State Purchases

Florida Sales and Use Tax The most common triggers are online purchases from smaller sellers without Florida collection obligations and items you bring home from a trip. The county surtax applies to use tax too, with the same $5,000-per-item cap.
Sales Tax Holidays
Florida runs annual tax-free periods that suspend both the state tax and the county surtax on qualifying items. For 2026, the Back-to-School holiday runs August 1 through August 31 and covers clothing and accessories up to $100 per item, school supplies up to $50, learning aids up to $30, and computers and related accessories up to $1,500.
Disaster preparedness supplies became permanently exempt starting August 1, 2025. That covers batteries, generators, fire extinguishers, smoke and carbon monoxide detectors, fuel containers, tarpaulins, and similar items year-round, with no price caps. Worth remembering before hurricane season on the Gulf Coast.
