CNMI REAL ID Driver’s License: Documents, Fees, and Validity

To get a CNMI REAL ID driver’s license, you apply in person at the Bureau of Motor Vehicles with proof of identity, Social Security number, two proofs of CNMI residency, and documentation of lawful status, then pay the $50 operator’s license fee. The card is valid for three years and carries a gold star in the upper corner showing it meets the federal verification standards TSA has required for domestic flights since May 7, 2025.1Transportation Security Administration. Who Qualifies

You must live on Saipan, Tinian, or Rota and show lawful status in the United States. The CNMI code lists the eligible categories: U.S. citizens and nationals, lawful permanent residents, conditional permanent residents, refugees, asylees, holders of valid nonimmigrant visas, people with approved or pending asylum or temporary protected status applications, those with deferred action, and applicants with a pending adjustment of status to permanent residency.2Commonwealth Law Revision Commission. CW-1 transitional workers qualify under the nonimmigrant visa category while their authorized stay is current.3USCIS. CW-1 CNMI-Only Transitional Worker Because that visa has a defined end date, CW-1 holders receive a temporary REAL ID that expires with the visa rather than the standard three-year card.

Age minimums: fifteen and a half for a learner’s permit through driver education, sixteen for a regular operator’s license.4Commonwealth Law Revision Commission. Public Law 15-25

Documents You Need to Bring

The Bureau of Motor Vehicles verifies four things, and every document must be an original or certified copy. Photocopies are not accepted.

Identity and Date of Birth

One primary document. An unexpired U.S. passport or a certified birth certificate is the most direct route. Non-citizens can present an unexpired foreign passport with a valid visa, or an employment authorization card.

Social Security Number

Your Social Security card is simplest, but a W-2, an SSA-1099 or non-SSA-1099, or a pay stub showing your full name and nine-digit SSN also satisfies the federal standard.5Transportation Security Administration. REAL ID Frequently Asked Questions The name on the document must match your identity document exactly.

Two Proofs of CNMI Residency

Two separate documents showing your physical address in the Commonwealth. Utility bills, signed rental agreements, bank statements, and government mail are commonly accepted. A P.O. box does not count; the address must be a physical street address, and your full legal name must appear on each document.2Commonwealth Law Revision Commission. Commonwealth of the Northern Mariana Islands Code Title 9 – 2208 Issuance of Licenses and Identification Cards

Lawful Status

A U.S. birth certificate or passport covers this for citizens. Non-citizens need DHS documentation such as a permanent resident card, employment authorization document, or valid visa paired with the I-94 arrival record.2Commonwealth Law Revision Commission. If Your Name Has Changed

You need a certified paper trail connecting every version of your name back to your birth certificate. One marriage means one certified marriage certificate. Two marriages with a divorce in between means the first certificate, the divorce decree, and the second certificate, in order. A court-ordered change requires the court order. Church-issued commemorative certificates and marriage licenses without proof of the completed ceremony are not accepted. Ordering certified copies from off-island can take weeks, so start before your BMV visit, not after.

Applying in Person at the BMV

Every first-time REAL ID application in the CNMI happens in person at the Department of Public Safety’s Bureau of Motor Vehicles. Federal standards require face-to-face document verification, so there is no online or mail option.2Commonwealth Law Revision Commission. Fill out the Application for Driver’s License/ID Card using the exact name, date of birth, and spelling that appear on your identity documents. A missing middle name on the form when it appears on your passport can trigger a rejection. A clerk reviews every original at the window. If this is your first driver’s license rather than a conversion of an existing one, plan on a written knowledge test and a road test. Once documents clear, you move to the biometric station for a digital photo and signature, which are stored electronically as part of the card’s security features.2Commonwealth Law Revision Commission. What It Costs

The fee schedule under Public Law 20-39:6Twentieth Northern Marianas Commonwealth Legislature. Public Law 20-39

  • Operator’s license, new or renewal: $50
  • Temporary operator’s license: $100
  • Duplicate or substitute license: $15
  • Veterans: exempt from the standard operator’s license fee

Payment is due at the time of application. Confirm accepted payment methods with the BMV office before you go.

How Long the Card Is Valid

A standard CNMI REAL ID is valid for three years, expiring on your birthday in the third year after issuance. Temporary cards for non-citizens with time-limited immigration status expire when the authorized stay ends; if there is no definite end date, the temporary card is valid for one year.7Commonwealth Law Revision Commission. Commonwealth of the Northern Mariana Islands Code Title 9 – 2209 Expiration and Renewal of License or Identification Card CW-1 workers should align renewal with their visa extension to avoid a gap.

Flying Before Your Permanent Card Arrives

After approval you receive a paper temporary permit that works as your driver’s license. The physical REAL ID card is generally produced within fifteen to thirty days. The paper permit is not accepted by TSA for air travel.8Transportation Security Administration. TSA Introduces New $45 Fee Option for Travelers Without REAL ID If you have a flight coming up, keep your old unexpired license or passport until the permanent card is in your hand. A valid U.S. passport, passport card, military ID, or permanent resident card will also clear the TSA checkpoint.9Transportation Security Administration. Acceptable Identification at the TSA Checkpoint Travelers who arrive without any acceptable ID may face a $45 fee and extra screening.

When You Don’t Need a REAL ID

A REAL ID is not required for driving, voting, applying for federal benefits like Social Security or VA services, or entering a police station.10Department of Homeland Security. ID Requirements for Federal Facilities A standard CNMI driver’s license still works for all of those. If you already carry a valid U.S. passport, you can use it in place of a REAL ID at the TSA checkpoint and skip the BMV trip entirely, though a REAL ID means you don’t need to pack the passport for inter-island or mainland flights.
