Get the number roughly right and each paycheck withholds close to what you’ll actually owe. Get it wrong and you either write a check in April or hand the state an interest-free loan for twelve months.
Why Colorado Uses One Dollar Figure Instead of Allowances
Colorado taxes every dollar of taxable income at the same 4.40% rate, no matter how much you earn or how you file. Because there are no brackets, the withholding formula is simple: annualize your wages, subtract one allowance amount, multiply by 4.40%, divide by pay periods. The allowance stands in for the deductions, subtractions, and credits you’ll claim at year-end, so the tax coming out of each check approximates your real liability.
Two things worth knowing up front. First, the allowance is a dollar amount, not a count of dependents. Second, the dependents you list on your federal W-4 have no direct effect on Colorado withholding. What matters is your filing status and the number of jobs held between you and your spouse.
2026 Starting Amounts From DR 0004 Table 1

Single or Married Filing Separately:
- 1 job: $14,000
- 2 jobs: $7,000
- 3 jobs: $4,500
- 4 or more jobs: $3,500
Head of Household:
- 1 job: $22,000
- 2 jobs: $11,000
- 3 jobs: $7,500
- 4 or more jobs: $5,500
Married Filing Jointly or Qualifying Surviving Spouse:
- 1 job: $30,000
- 2 jobs: $15,000
- 3 jobs: $10,000
- 4 or more jobs: $7,500
The job count matters more than most filers expect. If you and your spouse both work, the allowance is roughly half what a single-earner household gets. Each employer applies the allowance independently, and splitting it prevents both employers from giving you a full deduction and under-withholding as a result.
Adjusting the Starting Figure Up or Down
Table 1 is a starting point. The DR 0004 worksheet lets you tune the number for anticipated tax events during the year.
Colorado Child Tax Credit
If you expect to qualify for the Colorado child tax credit, you can convert the anticipated credit into additional allowance. For 2025 (the most recent published figures), the credit ranges from $200 to $1,200 per eligible child depending on adjusted gross income, with single filers up to $77,000 AGI and joint filers up to $87,000 potentially qualifying.3Colorado Department of Revenue. To turn a credit into an allowance amount, divide the total expected credit by 0.044 and add the result to your Table 1 figure.
Itemized Deductions
If you plan to itemize on your federal return and your itemized deductions exceed the standard deduction already built into Table 1, increase your allowance by the difference. Homeowners with sizable mortgage interest and property tax deductions often land here. The DR 0004 worksheet walks through the calculation.
Social Security and Pension Subtractions
Retirement income gets favorable treatment in Colorado, and you can build that into your allowance if some of your paycheck is retirement income. At age 65 or older, you can subtract the entire amount of Social Security benefits included in your federal taxable income. From 55 to 64, you can subtract the full amount only if your AGI stays below $75,000 (single) or $95,000 (joint); above those thresholds, the subtraction caps at $20,000. Outside Income
Dividends, rental income, and freelance earnings don’t run through payroll withholding. If you expect a meaningful amount of it, reduce your allowance so more tax comes out of each wage payment. Set the allowance too high and too little tax is withheld, which can trigger an underpayment penalty at filing time.
Filling Out the DR 0004

- Line 2, Annual Withholding Allowance. The dollar amount your employer plugs into the withholding formula.
- Line 3, Additional Withholding Per Period. A flat dollar amount added to every paycheck on top of the calculated tax. Useful if you have outside income, want a guaranteed refund, or want to make up for a spouse’s under-withholding.
Submit the completed form to your employer, not to the Department of Revenue. It stays in effect until you replace it, and there’s no annual renewal. File a new one when your situation changes: marriage, divorce, a spouse starting or stopping a job, a new child, or a large swing in non-wage income. You can also submit a new DR 0004 at any time during the year.
What Happens If You Skip the DR 0004
Filing the form is optional. Without one, your employer falls back to default allowance amounts pulled from your federal W-4: $11,000 if your W-4 shows Married Filing Jointly or Qualifying Surviving Spouse, and $5,500 for all other filing statuses.6Department of Revenue – Taxation. Compare those defaults to Table 1 and the mismatch is obvious. A single filer with one job gets $14,000 on a DR 0004 but only $5,500 by default, which over-withholds tax on an extra $8,500 of wages, or roughly $374 per year. A head-of-household filer with one job would qualify for a $22,000 allowance but land at $5,500 by default. The default is a blunt instrument. Filing the DR 0004 almost always gets closer to what you actually owe.
Checking the Paycheck Math

- Multiply the pay period’s taxable wages by the number of pay periods per year (26 biweekly, 24 semimonthly, 12 monthly).
- Subtract the annual allowance from Line 2 of your DR 0004, or the default if you didn’t file one.
- Multiply by 4.40%.
- Divide by the number of pay periods.
- Add any Line 3 additional withholding.
Example. You earn $4,000 biweekly and filed a DR 0004 with a $14,000 allowance and no additional withholding. Annualized wages come to $104,000. Subtract $14,000 for $90,000 in taxable wages. Multiply by 4.40% for $3,960 in annual tax. Divide by 26 pay periods. Withholding runs $152.31 per paycheck.
Staying Out of Underpayment Territory
If your withholding falls short of your actual tax, Colorado charges interest on the shortfall. For 2026 the rate is 8% when you pay promptly after receiving a notice and 11% otherwise.8Colorado Department of Revenue. Tax Topics: Penalties and Interest Two ways to avoid the charge:

- Safe harbor. Total withholding and estimated payments must equal at least 70% of this year’s tax or 100% of last year’s. If your federal AGI last year exceeded $150,000 ($75,000 married filing separately), the prior-year threshold rises to 110%.10Department of Revenue – Taxation. Individual Income Tax Guide
The prior-year method is the easiest to aim at. Pull last year’s Colorado return, find the total tax, and confirm this year’s withholding will cover it (or 110% of it for high earners). If wages alone won’t get you there, either bump up your DR 0004 Line 3 or send quarterly estimated payments directly to the Department of Revenue.
