Colorado bar reciprocity lets experienced attorneys licensed in other states obtain a Colorado law license without sitting for the bar exam. The pathway is called Admission on Motion, governed by Colorado Rule of Civil Procedure 203.2. You qualify if you have practiced at least three of the last five years, come from a state that extends the same courtesy to Colorado lawyers, and clear a character and fitness review. The application fee is $1,800, and the process takes several months.
Who Qualifies for Admission on Motion
Rule 203.2 sets the core threshold: at least three years of active law practice in the five years immediately before your application.1Colorado Judicial Branch. Confirming Your State Has Reciprocity With Colorado
Colorado operates on mutual reciprocity. It admits attorneys only from states that extend a comparable path to Colorado lawyers. Most U.S. jurisdictions qualify, but a handful do not, and the list shifts over time as state rules change.
Before you spend time on an application, confirm your home state’s current status with the Office of Attorney Regulation Counsel, which maintains the authoritative list.3Office of Attorney Regulation Counsel. On Motion If your state does not qualify, admission on motion is closed to you, but a UBE score transfer may still work.
MPRE Requirement
You must pass the Multistate Professional Responsibility Examination with a score of 85 or higher. For on-motion applicants, the passing score must come from an exam taken within five years before the application date.4Office of Attorney Regulation Counsel. One exception helps senior lawyers. If you have 15 or more years of active practice, no public discipline, and previously took the MPRE for admission in another U.S. jurisdiction, the five-year freshness rule does not apply.4Office of Attorney Regulation Counsel. Working in Colorado While Your Application Is Pending
If you are relocating for a job, you don’t have to wait out the full review before serving clients. An attorney licensed elsewhere who has actively practiced three of the last five years can apply to provide legal services in Colorado for up to 365 days while an admission application is pending.7Office of Attorney Regulation Counsel. You can file the on-motion application and the practice-pending application at the same time. The certificates of good standing you gather for one can serve the other.3Office of Attorney Regulation Counsel. On Motion
After You Are Admitted
Within six months of admission, you must complete Colorado’s Practicing with Professionalism course. The requirement applies to on-motion admittees, UBE transfer admittees, and limited-license attorneys. Missing the six-month deadline can trigger administrative suspension.8Office of Attorney Regulation Counsel. Practicing with Professionalism Course
Every active Colorado attorney then files a registration statement and pays an annual fee by February 28. For 2026, the fee is $395 for lawyers first admitted anywhere before January 1, 2023, and $190 for those first admitted after that date. Late payment carries escalating penalties and, by April 30, suspension.9Office of Attorney Regulation Counsel. Paying Your Registration Fees
Colorado also requires 45 CLE credit hours per three-year compliance period, including seven hours of professional responsibility content. Your first compliance period runs from your admission date to December 31 of the third full calendar year that follows.10Office of Attorney Regulation Counsel. If Reciprocity Doesn’t Work: Other Routes In
UBE Score Transfer
If your state is not a reciprocal jurisdiction, or if you recently passed the Uniform Bar Examination, Colorado will accept a qualifying UBE score earned within three years of your application. Scores between three and five years old can still qualify if you pair them with two years of practice immediately before you apply.11Office of Attorney Regulation Counsel. UBE Score Transfer The MPRE, character and fitness review, and Professionalism course apply the same way.
Military Spouse Admission
Rule 204.4 provides a separate pathway for spouses and domestic partners of U.S. Uniformed Services members stationed in Colorado. A qualifying military spouse can be certified to practice without taking the bar exam or transferring a UBE score, provided they hold an active license in good standing in another U.S. jurisdiction, hold a J.D. or LL.B. from an ABA-approved school, and have no pending discipline or investigations. The application requires documentation of the marriage or partnership and military orders showing a permanent change of station to a Colorado installation. The Professionalism course, CLE, and registration obligations apply.12Colorado Judicial Branch. Rules Governing Admission to the Practice of Law in Colorado
